Book excerpt: On the first day of February 2021, Myanmar's military grabbed power in a coup d'etat, ending a decade of reforms that were supposed to break the shackles of military rule in Myanmar. Protests across the country were met with a brutal crackdown that shocked the world but were a familiar response from an institution that has ruled the country with violence and terror for decades. Return of the Junta is a detailed account of the ways that Myanmar's military – the Tamatdaw - has maintained control over its people despite a decade of supposed reform. In this detailed account, drawing on first-hand accounts from activists, jouralists and politicians, Oliver Slow explores the measures the military has used to keep hold of power and the motivations of those now rising up against its rule. The book asks the question: what needs to be done to remove the military from power in Myanmar once and for all?

Book excerpt: When Gore Vidal's recent New York Times bestseller Perpetual War for Perpetual Peace was published, the Los Angeles Times described Vidal as the last defender of the American republic. In Dreaming War, Vidal continues this defense by confronting the Cheney-Bush junta head on in a series of devastating essays that demolish the lies American Empire lives by, unveiling a counter-history that traces the origins of America's current imperial ambitions to the experience of World War Two and the post-war Truman doctrine. And now, with the Cheney-Bush leading us into permanent war, Vidal asks whose interests are served by this doctrine of pre-emptive war? Was Afghanistan turned to rubble to avenge the 3,000 slaughtered on September 11? Or was "the unlovely Osama chosen on aesthetic grounds to be the frightening logo for our long contemplated invasion and conquest of Afghanistan?" After all he was abruptly replaced with Saddam Hussein once the Taliban were overthrown. And while "evidence" is now being invented to connect Saddam with 9/11, the current administration are not helped by "stories in the U.S. press about the vast oil wealth of Iraq which must- for the sake of the free world- be reassigned to U.S. consortiums."

Book excerpt: To come to Burma, one of the few places where despotism still dominates, is to take both a physical and an emotional journey and, like most Burmese, to become caught up in the daily management of fear. Based on Monique Skidmore's experiences living in the capital city of Rangoon, Karaoke Fascism is the first ethnography of fear in Burma and provides a sobering look at the psychological strategies employed by the Burmese people in order to survive under a military dictatorship that seeks to invade and dominate every aspect of life. Skidmore looks at the psychology and politics of fear under the SLORC and SPDC regimes. Encompassing the period of antijunta student street protests, her work describes a project of authoritarian modernity, where Burmese people are conscripted as army porters and must attend mass rallies, chant slogans, construct roads, and engage in other forms of forced labor. In a harrowing portrayal of life deep within an authoritarian state, recovering heroin addicts, psychiatric patients, girl prostitutes, and poor and vulnerable women in forcibly relocated townships speak about fear, hope, and their ongoing resistance to four decades of oppression. "Karaoke fascism" is a term the author uses to describe the layers of conformity that Burmese people present to each other and, more important, to the military regime. This complex veneer rests on resistance, collaboration, and complicity, and describes not only the Burmese form of oppression but also the Burmese response to a life of domination. Providing an inside look at the madness and the militarization of the city, Skidmore argues that the weight of fear, the anxiety of constant vulnerability, and the numbing demands of the State upon individuals force Burmese people to cast themselves as automata; they deliberately present lifeless hollow bodies for the State's use, while their minds reach out into the cosmos for an array of alternate realities. Skidmore raises ethical and methodological questions about conducting research on fear when doing so evokes the very emotion in question, in both researcher and informant.

Available in PDF, EPUB and Kindle. Book excerpt: Why do some autocratic leaders pursue aggressive or expansionist foreign policies, while others are much more cautious in their use of military force? The first book to focus systematically on the foreign policy of different types of authoritarian regimes, Dictators at War and Peace breaks new ground in our understanding of the international behavior of dictators. Jessica L. P. Weeks explains why certain kinds of regimes are less likely to resort to war than others, why some are more likely to win the wars they start, and why some authoritarian leaders face domestic punishment for foreign policy failures whereas others can weather all but the most serious military defeat. Using novel cross-national data, Weeks looks at various nondemocratic regimes, including those of Saddam Hussein and Joseph Stalin; the Argentine junta at the time of the Falklands War, the military government in Japan before and during World War II, and the North Vietnamese communist regime. She finds that the differences in the conflict behavior of distinct kinds of autocracies are as great as those between democracies and dictatorships. Indeed, some types of autocracies are no more belligerent or reckless than democracies, casting doubt on the common view that democracies are more selective about war than autocracies.

Available in PDF, EPUB and Kindle. Book excerpt: Politicians and political parties are for the most part limited by habit—they recycle tried-and-true strategies, draw on models from the past, and mimic others in the present. But in rare moments politicians break with routine and try something new. Drawing on pragmatist theories of social action, Revolutionizing Repertoires sets out to examine what happens when the repertoire of practices available to political actors is dramatically reconfigured. Taking as his case study the development of a distinctively Latin American style of populist mobilization, Robert S. Jansen analyzes the Peruvian presidential election of 1931. He finds that, ultimately, populist mobilization emerged in the country at this time because newly empowered outsiders recognized the limitations of routine political practice and understood how to modify, transpose, invent, and recombine practices in a whole new way. Suggesting striking parallels to the recent populist turn in global politics, Revolutionizing Repertoires offers new insights not only to historians of Peru but also to scholars of historical sociology and comparative politics, and to anyone interested in the social and political origins of populism.

Subsistence is shown to be not only a form of agriculture but a determinant economic organisation and particular attention is paid to the problem of understanding patterns of distribution and the constitution of the surplus in the peasant economy. Book excerpt: For decades Myanmar has been portrayed as a case of good citizen versus bad regime – men in jackboots maintaining a suffocating rule over a majority Buddhist population beholden to the ideals of non-violence and tolerance. But in recent years this narrative has been upended. In June 2012, violence between Buddhists and Muslims erupted in western Myanmar, pointing to a growing divide between religious communities that before had received little attention from the outside world. Attacks on Muslims soon spread across the country, leaving hundreds dead, entire neighbourhoods turned to rubble, and tens of thousands of Muslims confined to internment camps. This violence, breaking out amid the passage to democracy, was spurred on by monks, pro-democracy activists and even politicians. In this gripping and deeply reported account, Francis Wade explores how the manipulation of identities by an anxious ruling elite has laid the foundations for mass violence, and how, in Myanmar’s case, some of the most respected and articulate voices for democracy have turned on the Muslim population at a time when the majority of citizens are beginning to experience freedoms unseen for half a century.
