Book excerpt: In 2003, there were 38 metal truss bridges 50 years of age or older remaining on the State of Texas highway system. Of these 38 bridges, 33 are listed in the National Register of Historic Places. Many of these bridges do not meet current design criteria for rehabilitation due to narrow deck widths, low vertical clearance, and substandard load capacity. In addition, the existing bridge railing systems on these bridges have not been shown to meet the current requirements for safety and strength. This project addressed the design and performance of acceptable traffic railings for existing and new truss bridges in Texas. Specific objectives were to: * design/develop a retrofit railing for low-speed application on the Roy B. Inks Bridge in Llano, Texas; * design/develop a retrofit railing for high-speed application on the U.S. 281 Bridge over the Brazos River in Palo Pinto County, Texas; * identify criteria that can serve as a basis for design exceptions; and design/develop a traffic railing for new truss bridges.

Book excerpt: Bridges that are designated historic present a special challenge to bridge engineers whenever rehabilitation work or improvements are made to the bridges. Federal and state laws protect historically significant bridges, and railings on these bridges can be subject to protection because of the role they play in aesthetics. Unfortunately, original railings on historic bridges do not typically meet current crash-test requirements and typically do not meet current standards for railing height and size of permitted openings. The primary objective of this study is to develop strategies that can be used to address existing railings on historic bridges and to develop solutions that meet current design requirements. In addition to the modification, selection, and design of the bridge railing, the bridge deck is also impacted by changes made to the railing. Due to increased force levels recently required by AASHTO, deck overhangs require significantly more reinforcement than for past practice. These increases are being realized on all bridge decks and may pose particular challenges for the attachment of railing to historic bridges. Therefore, a secondary objective of this project is to investigate the design of the deck overhang and determine whether reduced amounts of reinforcement are possible. For Volume 1 (Replacement Strategies), three phases of research were conducted. First, an overview of current practice for addressing historic bridge railings was performed. Second, an investigation was conducted to document historic bridge railings in Indiana. Finally, rehabilitation solutions were developed to address the specific bridge railings found in Indiana. Based on this research, three retrofit strategies were developed which include an inboard railing, curb railing, and a simulated historic railing. These rehabilitation solutions can be used to address historic bridge railings not only in Indiana, but across the country. For Volume 2 (Bridge Deck Overhang Design), experimental testing of half-scale and full-scale overhang specimens was conducted, and the results were analyzed. Failures of in-service bridge railings were also evaluated. Based on this research, recommendations are provided for the more efficient and economic design of bridge deck overhangs. These recommendations are applicable not only for historic bridges, but for all concrete bridge decks.

The assortment included: (1) a W-beam retrofit railing for a concrete baluster bridge railing (AASHTO performance level one); (2) a W-beam transition for the bridge railing above (NCHRP Report 350 test level two); (3) a double-tube pedestrian/bicycle railing mounted on the Illinois 2399-1 traffic railing (AASHTO performance level one); (4) a vandal protection fence on the New Jersey concrete safety shape bridge railing (AASHTO performance level two); and (5) a thrie beam retrofit railing, a Delaware design, mounted on a 203-mm-high safety curb (AASHTO performance level two and NCHRP Report 350 test level four). All of the designs demonstrated acceptable performance.

Book excerpt: "The use of shallow embedment anchors in concrete is essential for retrofit applications; however, the combination of steel anchors, chemical adhesive, and concrete acting as a single tensile mechanism creates uncertainties in anchor strength and failure modes. Difference in concrete comprehensive strengths and in specifications of adhesives between manufacturers increases uncertainty further. In addition to these issues, prior research conducted by others examines the behavior of such anchors with respect to cracked versus uncracked concrete, partial bonding of the embedded length, and strength reductions due to anchor proximity to edges. White it is understood, anchors require a proper installation detail, the goal of this research is to understand the failure mechanisms and capacity when such conditions cannot be met" (page 15).

Test vehicles included an 1800-lb (820-kg) class mini-compact car, a 2250-lb (1020-kg) class subcompact car, and a 20,000-lb (9070-kg) school bus. Impact conditions for all tests were 40 mph (64 km/h) and a 15-deg angle (as measured at the curve tangent).

Available in PDF, EPUB and Kindle. Book excerpt: This program was directed toward further test and evaluation of a retrofit bridgerail design developed in an earlier FHWA program. In this series six tests were performed using vehicles ranging from 1840 lb (835 kg) to 40,000 lb (18,144 kg). In all tests the vehicles were successfully redirected, but some barrier modification was required to prevent vehicle rollover.
