Discute Braverman, quanto aos níveis de qualificação na sociedade moderna; Castel, ao discutir o significado da exclusão social, e de Goffman, indagando como visualizamos o estigma e o desvio social com relação ao outro, no caso o deficiente. Também diferencia a deficiência da doença mental. Apresenta o Estado de direito pela Constituição Federal de 1988, o Decreto n.o 3.298/99 que regulamenta e a Lei n.o 9.213/91, conhecida como a Lei de Cotas. Essa Lei foi motivo de muitas críticas e estudos e é reconhecida como legitimadora de oportunidades de trabalho à pessoa com deficiência, mas não de reconhecimento social do seu trabalho. Dando continuidade ao contexto de discussão, é abordada a questão das políticas públicas de qualificação profissional das décadas de 1990 e 2000, com o Planfor e PNQ, destacando o lugar ocupado pela pessoa com deficiência. Para entender o sentido da representação social da deficiência, é discutido o mercado de trabalho com dados oficiais do Censo, do Ministério do Trabalho, da Rais e do Observatório do Emprego em Curitiba. Os dados foram analisados por meio de pesquisa qualitativa, da interpretação da teoria e das entrevistas realizadas, quanto à posição que o deficiente intelectual ocupa no mercado de trabalho formal, em funções básicas na área de serviços e na indústria. Também é analisada e discutida a inserção laboral segundo a percepção dos atores da pesquisa — Secretarias Municipais, profissionais da educação e da saúde — a trajetória profissional na visão do jovem com deficiência intelectual e do empregador. Foram pesquisadas duas empresas que realizaram com êxito a contratação desses jovens.
