Book excerpt: In Surviving Imperial Intrigues, Sangpil Jin explores how successful Korean neutralization could have radically transformed the balance of power equation in East Asia. He conducted multilocational archival work, analyzing documents from the Austro-Hungarian Empire Ministry of Foreign Affairs, British Foreign Office, French Ministry of Foreign Affairs, German Foreign Office, Japanese Ministry of Foreign Affairs, Russian Foreign Office, Russian State Naval Archive, and US State Department, as well as perusing private papers and newspapers. What surfaced in these readings were disparate voices of multiple actors and their agendas concerning Korean neutrality and dynamic international relations in modern East Asia. Jin argues that although never implemented, Korean neutralization had the potential to succeed during the British occupation of Kŏmundo (1885–1887). He further points out that neutralization has recently resurfaced as a possible option for a unified Korean state to preserve its strategic flexibility amidst the US pivot to Asia and China’s re-emergence as a potential hegemon in the region. While neutralization is the focal point of the book, Jin also analyzes Korea’s complex and layered relations with China, Japan, Russia, and the United States, within the overall framework of Sino-Japanese, Anglo-Russian, and Russo-Japanese rivalries. A periphery state in the contemporary international system, Korea was forced to navigate through intricate diplomatic relations with major imperial powers. Jin skillfully directs his academic lens toward understanding the stories behind Korea’s contentious relations and the rivalries among the powers. The timespan of his study stretching from 1882 to 1907 reflects his unique periodization that offers a groundbreaking view of Korean diplomatic history from a more regional geography paradigm. In recent years, contemporary South Korea has been learning to reassess its strategic position in the emerging Sino–US bipolarity in the Asia-Pacific region. This book explores the multiple legal grounds of Meiji Japan's assertion of sovereign statehood within that order: natural law, treaty law, international administrative law, and the laws of war. Contrary to arguments that Japan was victimized by 'unequal' treaties, or that Japan was required to meet a 'standard of civilization' before it could participate in international society, Howland argues that the Westernizing Japanese state was a player from the start. In the midst of contradictions between law and imperialism, Japan expressed state will and legal acumen as an equal of the Western powers – international incidents in Japanese waters, disputes with foreign powers on Japanese territory, and the prosecution of interstate war. As a member of international administrative unions, Japan worked with fellow members to manage technical systems such as the telegraph and the post. As a member of organizations such as the International Law Association and as a leader at the Hague Peace Conferences, Japan helped to expand international law. By 1907, Japan was the first non-western state to join the ranks of the great powers.

Book excerpt: Burnt by the Sun examines the history of the first Korean diaspora in a Western society during the highly tense geopolitical atmosphere of the Soviet Union in the late 1930s. Author Jon K. Chang demonstrates that the Koreans of the Russian Far East were continually viewed as a problematic and maligned nationality (ethnic community) during the Tsarist and Soviet periods. He argues that Tsarist influences and the various forms of Russian nationalism(s) and worldviews blinded the Stalinist regime from seeing the Koreans as loyal Soviet citizens. Instead, these influences portrayed them as a colonizing element (labor force) with unknown and unknowable political loyalties. One of the major findings of Chang’s research was the depth that the Soviet state was able to influence, penetrate, and control the Koreans through not only state propaganda and media, but also their selection and placement of Soviet Korean leaders, informants, and secret police within the populace. From his interviews with relatives of former Korean OGPU/NKVD (the predecessor to the KGB) officers, he learned of Korean NKVD who helped deport their own community. Given these facts, one would think the Koreans should have been considered a loyal Soviet people. But this was not the case, mainly due to how the Russian empire and, later, the Soviet state linked political loyalty with race or ethnic community. During his six years of fieldwork in Central Asia and Russia, Chang interviewed approximately sixty elderly Koreans who lived in the Russian Far East prior to their deportation in 1937. This oral history along with digital technology allowed him to piece together Soviet Korean life as well as their experiences working with and living beside Siberian natives, Chinese, Russians, and the Central Asian peoples. Chang also discovered that some two thousand Soviet Koreans remained on North Sakhalin island after the Korean deportation was carried out, working on Japanese-Soviet joint ventures extracting coal, gas, petroleum, timber, and other resources. This showed that Soviet socialism was not ideologically pure and was certainly swayed by Japanese capitalism and the monetary benefits of projects that paid the Stalinist regime hard currency for its resources.
