Book excerpt: In 2004, the U.S. Fire Administration (USFA) and The Department of Homeland Security (DHS) worked in partnership with the National Volunteer Fire Council (NVFC) to revise the 1998 text, Retention and Recruitment in the Volunteer Fire Service: Problems and Solutions. The original text was based on a series of workshops bringing together volunteer fire service members from all the States. This edition has been enhanced with new research and current issues as the emergency services enter the 21st century. Many of the original reasons for the recruitment problems remain: lack of time, apathy, and excessive requirements. However, they appear to have become even greater issues with the passing of time. Although the recruitment and retention challenges continue to grow, some volunteer organizations maintain good membership while others continue to function with reduced numbers. Those organizations that seek solutions and adapt to our changing personnel environment are successful. Individuals are still willing to give their time to volunteer emergency services organizations provided the following: The experience is rewarding and worth their time; The training requirements are not excessive; The time demands are adaptable and manageable; They are rewarded with a personal sense of value; There is good leadership minimizing conflict; There is ample support for the organization. The emergency services are the most demanding of volunteer activities today. The physical and time demands associated with training; responding to incidents; maintaining facilities, apparatus, and equipment; fundraising; and administering a nonprofit corporation are grueling if not managed properly. In today's hectic world, strong leadership is required to make the emergency services the organizations that will attract volunteers. This text will cover many of the problems of recruitment and retention and provide some examples of solutions that have worked in volunteer organizations across the Nation.

Book excerpt: The recruitment and retention challenges facing the volunteer fire companies in Tredyffrin, Easttown and Radnor Townships and its local governments were analyzed by identifying the viewpoints of the volunteer first responders and local elected officials. It is evident based on the research conducted that there is much work to be done to address this critical issue that faces volunteer fire companies in the municipalities. The problem is the lack of an organized volunteer first responder recruitment and retention program in Tredyffrin, Easttown and Radnor Townships. The purpose of this research is to identify recommendations to fire company leadership and local elected officials as to how to implement a volunteer first responder recruitment and retention program. The following four research questions were answered: a) What are the challenges to recruiting and retaining volunteer first responders? b) What recruitment and/or retention programs exist in other volunteer or combination fire companies? c) What recruitment and/or retention programs can be implemented by Tredyffrin, Easttown and Radnor Townships to benefit the fire companies, d) How can the fire companies that service Tredyffrin, Easttown and Radnor Townships work together to educate the community about the importance of recruiting and retaining volunteers? The issue of volunteer recruitment and retention was examined in the context of what solutions exist in the Commonwealth of Pennsylvania that can be put into action to help solve the problem. The procedures were based on the descriptive research method that used data analysis and two survey instruments to establish a framework for recommendations that the volunteer first responders and elected officials in Tredyffrin, Easttown and Radnor Townships could use in implementing a recruitment and retention program. The results found that a specific set of recommendations will be developed in order to build a comprehensive volunteer recruitment and retention program.

The purpose of this project was to review the organizational processes and external influences of one rural First Responder agency in Western Wisconsin, to identify and strengthen opportunities to recruit and provide training for new members, as well as retain and recognize current First Responder members. A needs and capacity assessment was performed to gather information about the recruitment, retention, and recognition (3 R’s) experienced by the members. Extensive key informant interviews were conducted with 9 of the 10 current members. Information and key insights derived from the qualitative analysis of the key informant interview data were utilized to develop 10 Key Recommendations for strengthening the current practices for recruitment, retention, and recognition, as well as to develop future strategies to augment the 3 R’s. An Executive Report was prepared for presentation to the First Responder group for discussion and strategic planning purposes.

The problem was that no research had been done on this topic as titled. The purpose of this research paper was to study the problem in hope of providing a reference tool for the executive fire officer. The procedures used included review of written materials, personal experience, a survey produced by this research and the 1990 Volunteer Survey of the California State Firemans Association. The findings showed that there are many methods used in recruiting, developing and retaining volunteers. The information process also revealed that most fire executives, although happy with many of their programs, were open to suggestions for improvement. Recommendations for the combination department fire executive include improving selection processes, greater emphasis on career development and the use or addition of incentives.
