Book excerpt: Justice depends not only an states' ability to prosecute the perpetrators of a crime, but also on their capacity to restore the situation of victims. The Council of Europe has contributed to building a common legal area based on the respect of human rights, democracy and the rule of law. Since the 1980s, it has integrated the victims' perspective in its work in this field and has produced and updated a set of legal instruments to assist states in dealing with victims' needs. This book brings together these standards and is intended to provide a reference document.--Publisher's description

The conference discarded repression altogether as a means of curbing violence in schools. Instead, discussion focused on mediation, intercultural dialogue, early warning systems, prevention programmes at primary school level, and above all, on respect for the human rights of both the victim and the defender.

Book excerpt: Civil Paths to Peace contains the analyses and findings of the Commonwealth Commission on Respect and Understanding, established in response to the 2005 request of Commonwealth Head of Government for the Commonwealth Secretary-General to 'explore initiatives to promote mutual understanding and respect among all faiths and communities in the Commonwealth.' This report focuses particularly on the issues of terrorism, extremism, conflict and violence, which are much in ascendancy and afflict Commonwealth countries as well as the rest of the world. It argues that cultivating respect and understanding is both important in itself and consequential in reducing violence and terrorism. It further argues that cultivated violence is generated through fomenting disrespect and fostering confrontational misunderstandings. The report looks at the mechanisms through which violence is cultivated through advocacy and recruitment, and the pre-existing inequalities, deprivations and humiliations on which those advocacies draw. These diagnoses also clear the way for methods of countering disaffection and violence. In various chapters the different connections are explored and examined to yield general policy recommendations. Accepting diversity, respecting all human beings, and understanding the richness of perspectives that people have are of great relevance for all Commonwealth countries, and for its 1.8 billion people. They are also importance for the rest of the world. The civil paths to peace are presented here for use both inside the Commonwealth and beyond its boundaries. The Commonwealth has survived and flourished, despite the hostilities associated with past colonial history, through the use of a number of far-sighted guiding principles. The Commission argues that those principles have continuing relevance today for the future of the Commonwealth--and also for the world at large.

Book excerpt: This publication examines the issue of social cohesion as it relates to young people living in urban environments. There are two major reports on violence and social exclusion: the first looks at these issues in a European context, taking account of the extent and causes of urban deprivation, and how this links to youth violence. The second report concentrates on the UK, and on the social transition from a welfare state to a stakeholder/welfare society. Both reports look at issues of crime prevention, youth employment, projects for training initiatives, and urban design processes. Both reports find examples of good practice, and recommends methods to regenerate social cohesion.

Book excerpt: Most schools are safe places for children but that does not mean that members of a school community live and learn together in harmony at all time. Violence towards children can take place in a variety of forms, including physical and verbal abuse and bullying. This is a practical handbook for schools to use when training staff in techniques for reducing violence. In particular, it addresses two issues: how to establish and maintain a learning environment where violence is not tolerated and how to respond to violence when it occurs so that this environment is protected. Each chapter covers a critical area for school policy, describes the issues, and proposes activities designed to be combined into a training programme to meet the specific needs of a group of staff. This includes teachers and the growing number of support staff in European schools. School leaders, administrators and educationalists should find this guide a useful addition to the resources for reducing violence in schools available in their own country.
