Available in PDF, EPUB and Kindle. Book excerpt: Exploring five distinct models of federal arrangement, this book evaluates the relative merits of each model as a mechanism for managing relations in ethnically divided societies. Two broad approaches to this issue, accommodation and denial, are identified and, from this, five distinct models of federal arrangement are derived. The models; ethnic, anti-ethnic, territorial, ethno-territorial, and federacy, are defined and then located within their broader theoretical tradition. Detailed case studies are used to evaluate the strengths and weakness of each model and highlight patterns in the success and failure rates of the universe of post-1945 federal arrangements. From this it is clear that two forms of ethnically defined federal arrangement – federacy and ethno-territorial federalism, are associated with low failure rates, while ethnic federalism has enjoyed a far higher rate of failure. The reasons for this are examined and the implications of this for the design of federal systems in ethnically divided societies are assessed. Federal Solutions to Ethnic Problems: Accommodating Diversity advances a new argument within the field of comparative politics, that certain forms of federal arrangement are systematically more successful than others in ameliorating ethnically conflicted societies and is essential reading for students and scholars with an interest in politics and the Middle East.

Available in PDF, EPUB and Kindle. Book excerpt: The Debate Over Child Care: 1969-1990 offers a new perspective on the pervading problem of providing child care services in the United States. The author traces the contemporary debate over the sponsorship of child care services and compares this to the past debate over the sponsorship of kindergartens during the Progressive Era. Klein compares the function of child care across societal sectors, and points out that turf fighting and imbedded ideological differences have prohibited the development of a proactive social policy for providing needed child care services. She analyzes the advantages and disadvantages of five different sponsors: the public schools, the church, private enterprise, non-profit organizations, and corporations. Past and present federal legislation is discussed in relation to the divisive issue of sponsorship.

Available in PDF, EPUB and Kindle. Book excerpt: Although everyone agrees on the need to make government work better, few understand public bureaucracy sufficiently well to offer useful suggestions, either theoretical or practical. In fact, some consider bureaucratic efficiency incompatible with democratic government. Douglas Yates places the often competing aims of efficiency and democracy in historical perspective and then presents a unique and systematic theory of the politics of bureaucracy, which he illustrates with examples from recent history and from empirical research. He argues that the United States operates under a system of "bureaucratic democracy," in which governmental decisions increasingly are made in bureaucratic settings, out of the public eye. He describes the rational, selfinterested bureaucrat as a "minimaxer," who inches forward inconspicuously, gradually accumulating larger budgets and greater power, in an atmosphere of segmented pluralism, of conflict and competition, of silent politics. To make the policy process more competitive, democratic, and open, Yates calls for strategic debate among policymakers and bureaucrats and insists that bureaucrats should give a public accounting of their significant decisions rather than bury them in incremental changes. He offers concrete proposals, applicable to federal, state, and local governments, for simplifying the now-chaotic bureaucratic policymaking system and at the same time bolstering representation and openness. This is a book for all political scientists, policymakers, government officials, and concerned citizens. It may well become a classic statement on the workings of public bureaucracy.

Available in PDF, EPUB and Kindle. Book excerpt: The nation-state is a double sleight of hand, naturalizing both the nation and the state encompassing it. No such naturalization is possible in multinational states. To explain why these countries experience political crises that bring their very existence into question, standard accounts point to conflicts over resources, security, and power. This book turns the spotlight on institutional symbolism. When minority nations in multinational states press for more self-government, they are not only looking to protect their interests. They are asking to be recognized as political communities in their own right. Yet satisfying their demands for recognition threatens to provoke a reaction from members of majority nations who see such changes as a symbolic repudiation of their own vision of politics. Secessionist crises flare up when majority backlash reverses symbolic concessions to minority nations. Through a synoptic historical sweep of Canada, Spain, Yugoslavia, and Czechoslovakia, The Symbolic State shows us that institutions may be more important for what they mean than for what they do. A major contribution to the study of comparative nationalism and secession, comparative politics, and social theory, The Symbolic State is particularly timely in an era when the power of symbols – exemplified by Brexit, the Donald Trump presidency, and the rise of the Black Lives Matter movement – is reshaping politics.
