While the neo-democracies in Central Eastern European Countries can be seen as largely consolidated, many other processes of democratization in other parts of the world such as Africa, Asia and Latin America got stuck as unconsolidated or became defective democracies, some ‘regressed’ into hybrid regimes or were even turned into autocracies. While transitology dealt with the transition from authoritarian rule, the reverse process, the transition from democratic rule, remained almost completely outside the scholarly attention. This special issue will address the problems of the regression of democracy and aims at closing the gap between research on democracy and democratization on one side and the emergence of authoritarian regimes on the other. The contributions of this volume analyse the different phenomena in which decline of democracy fans out: the loss of quality, which means a silent regression; the backslide into hybrid regimes (hybridization); and the breakdown of democracy.

Bhumibol had inherited an impoverished country with nothing but a symbolic role as a figurehead monarch. He was surrounded by envious courtiers and royals from other families now sidelined by the rise of the Chakri. Scheming generals and authoritarian field marshals were emptying the Kingdom’s coffers. Using guile and wit, Bhumibol had turned the tide by 1973. He became the most powerful modern warlord in the history of the Kingdom. He survived attempted murder, crafty politicians, corrupt generals, sycophantic courtiers and impoverished masses. When he died on October 13 2016, Bhumibol was already the longest standing monarch in the world. King Bhumibol was deeply respected and well-liked by farang and locals alike. Despite his massive social and economic achievements many problems continue to plague the Kingdom. These are prostitution, human rights issues, pollution, corruption, cronyism in Chinese businesses, border conflicts with Cambodia, and the refugee problem. This book examines the role of Rama IX and the variegated set of problems that persist in life under the great white elephant and mango trees. Rappa draws from his primary research that includes interviews, surveys and first-hand observations of a remarkable kingdom and a uniquely remarkable king to reveal the internal security threats to democracy and civil society in the oldest Southeast Asian kingdom in late modernity.

Book excerpt: The political transformations initiated by the so-called Arab Spring in Egypt, Libya, Tunisia and Yemen have been marked by strong political contention, continued social mobilization and, albeit to different degrees, weak central state institutions. This book proposes that, rather than agreed roadmaps of institutional change (e.g. elections, drawing up new constitutions) and centrally crafted transition processes, it has been the competition of key political actors for resources of political power and control that has set the pace and influenced the direction and depth of the transformation processes. Hence, the contributions in this volume use an actor-centred approach. Two perspectives are assumed: first key political actors – referring to the "Politically Relevant Elite (PRE)"– are identified and their motivations as well as their strategies and capacities to steer the transformation process. Secondly , the authors investigate the capacity of politically "Mobilized Publics" to exert influence on agenda setting and decision making, ask to what extent popular and social movements have emerged as political actors in their own right, and to what extent such forms of bottom-up participation have constituted a fundamental change to the political culture of these countries. Both avenues of inquiry analyze how the elites are constrained by continued social mobilization, how they engage with mobilized publics to promote their own agendas, and whether the extended scope of popular participation contributes to the legitimacy and stability of the emerging political orders, or causes disruption, fragmentation and conflict. This book was previously published as a special issue of Mediterranean Politics.
