Book excerpt: This account of the Khobar Towers bombing tells the story of the horrific attack and the magnificent response of airmen doing their duty under nearly impossible circumstances. None of them view their actions as heroic, yet the reader will marvel at their calm professionalism. All of them say it was just their job, but the reader will wonder how they could be so well trained to act almost instinctively to do the right thing at the right time. None of them would see their actions as selfless, yet countless numbers refused medical attention until the more seriously injured got treatment. Throughout this book, the themes of duty, commitment, and devotion to comrades resoundingly underscore the notion that America's brightest, bravest, and best wear her uniforms in service to the nation. This book is more than heroic actions, though, for there is also controversy. Were commanders responsible for not adequately protecting their people? What should one make of the several conflicting investigations following the attack? Dr. Jamieson has not shied away from these difficult questions, and others, but has discussed them and other controversial judgments in a straightforward and dispassionate way that will bring them into focus for everyone. It is clear from this book that there is a larger issue than just the response to the bombing. It is the issue of the example set by America's airmen. Future airmen who read this book will be stronger and will stand on the shoulders of those who suffered and those who made the ultimate sacrifice.

It is perhaps obvious to state that terrorists cannot plan and carry out attacks in the United States if they are unable to enter the country. Yet prior to September 11, while there were efforts to enhance border security, no agency of the U.S. government thought of border security as a tool in the counterterrorism arsenal. Indeed, even after 19 hijackers demonstrated the relative ease of obtaining a U.S. visa and gaining admission into the United States, border security still is not considered a cornerstone of national security policy. We believe, for reasons we discuss in the following pages, that it must be made one. Contents: A Factual Overview of the September 11 Border Story The September 11 Travel Operation – a Chronology Terrorist Entry and Embedding Tactics, 1993-2001 The Redbook Terrorist Travel Tactics by Plot Al Qaeda's Organizational Structure for Travel and Travel Tactics Immigration and Border Security Evolve, 1993 to 2001 The Intelligence Community The State Department The Immigration and Naturalization Service Planning and Executing Entry for the 9/11 Plot The State Department The Immigration and Naturalization Service Finding a Fair Verdict Crisis Management and Response Post-September 11 The Intelligence Community The Department of State The Department of Justice Response at the Borders, 9/11-9/20, 2001 The Department of Homeland Security

Book excerpt: “A maddening, essential study in misinformation, jingoism, bad intelligence, and other hallmarks of the recent American past.”—Kirkus (starred review) Anyone who experienced the attacks on September 11 cannot forget the imagery: the smoking, falling towers, the Pentagon smoldering, the Shanksville crash site, the first responders. But there is an invisible story hidden in the wreckage, one that required years of patient investigation and the piecing together of a sequence from many scattered sources. By establishing the most definitive timeline of how that day unfolded, William M. Arkin shows how the US government failed in the face of the unprecedented attack. It is a story of laughable airport security, vulnerable airspace, blind intelligence, poor communications, muddled orders, Pentagon chaos, and presidential isolation. Everything about the emergency procedures of the governments—from White House security to continuity of government to military alerts—went wrong. On That Day is a stunning, nightmare journey through a government reeling in confusion while many civilians performed individual acts of heroism. It is a chilling exposé of government negligence and overreach, and a constitution in crisis.

Book excerpt: For nearly two decades the United States Air Force (USAF) oriented the bulk of its thinking, acquisition, planning, and training on the threat of a Soviet blitzkrieg across the inter German border. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard. Effectiveness and timeliness are the primary criteria used for evaluating innovations.

Book excerpt: Nearly three thousand people died in the terrorist attacks of September 11, 2001. In Lower Manhattan, on a field in Pennsylvania, and along the banks of the Potomoc, the United States suffered the single largest loss of life from an enemy attack on its soil. In November 2002 the United States Congress and President George W. Bush established by law the National Commission on Terrorist Attacks Upon the United States, also known as the 9/11 Commission. This independent, bipartisan panel was directed to examine the facts and circumstances surrounding the September 11 attacks, identify lessons learned, and provide recommendations to safeguard against future acts of terrorism. This volume is the authorized edition of the Commission's final report.
