At the same time, inflation-adjusted agricultural commodity prices have been trending downward as increases in supply outpace the growth of demand. Recent severe weather events, biofuel mandates, and a switch toward a more meat-heavy diet in emerging economies have nevertheless boosted commodity prices. Whether this is a temporary jump or the beginning of a longer-term trend is an open question. Agricultural Productivity and Producer Behavior examines the factors contributing to the remarkably steady increase in global yields and assesses whether yield growth can continue. This research also considers whether agricultural productivity growth has been, and will be, associated with significant environmental externalities. Among the topics studied are genetically modified crops; changing climatic factors; farm production responses to government regulations including crop insurance, transport subsidies, and electricity subsidies for groundwater extraction; and the role of specific farm practices such as crop diversification, disease management, and water-saving methods. This research provides new evidence that technological as well as policy choices influence agricultural productivity.

It was organized around the three broad dimensions of sustainable food security: (1) availability, (2) access, and (3) utilization. The second workshop, Exploring Sustainable Solutions for Increasing Global Food Supplies, focused specifically on assuring the availability of adequate food supplies. How can food production be increased to meet the needs of a population expected to reach over 9 billion by 2050? Workshop objectives included identifying the major challenges and opportunities associated with achieving sustainable food security and identifying needed policy, science, and governance interventions. Workshop participants discussed long term natural resource constraints, specifically water, land and forests, soils, biodiversity and fisheries. They also examined the role of knowledge, technology, modern production practices, and infrastructure in supporting expanded agricultural production and the significant risks to future productivity posed by climate change. This is a report of two workshops.

Public spending on agricultural science grew similarly in other more-developed countries, and c- lectively these efforts, along with private spending, spurred agricultural prod- tivity growth in rich and poor nations alike. The value of this investment is seldom fully appreciated. The resulting p- ductivity improvements have released labor and other resources for alternative uses—in 1900, 29. 2 million Americans (39 percent of the population) were - rectly engaged in farming compared with just 2. 9 million (1. 1 percent) today— while making food and fiber more abundant and cheaper. The benefits are not confined to Americans. U. S. agricultural science has contributed with others to growth in agricultural productivity in many other countries as well as the Un- ed States. The world’s population more than doubled from around 3 billion in 1961 to 6. 54 billion in 2006 (U. S. Census Bureau 2009). Over the same period, production of important grain crops (including maize, wheat and rice) almost trebled, such that global per capita grain production was 18 percent higher in 2006.

But resource degradation through intensification, monocropping, and mismanagement of water resources has offset much of the productivity effect of technological change. The introduction of green revolution technologies in wheat and rice production in Asia in the mid-1960s reversed the food crisis and stimulated rapid agricultural and economic growth. But the sustain-ability of this intensification strategy is being questioned in light of the heavy use of external inputs and growing evidence of a slowdown in productivity growth and degradation of the resource base. Ali and Byerlee address the critical issue of long-term productivity and the sustainability of Pakistan's irrigated agriculture. To estimate changes in total factor productivity in four production systems of Punjab province, they assemble district-level data on 33 crops, 8 livestock products, and 17 input categories. They find that average annual growth in total factor productivity was moderately high (1.26 percent) for both crops and livestock for the period 1966-94, but observe wide variation in productivity growth by cropping system. A second, disaggregated data set on soil and water quality reveals significant resource degradation. The authors use the two data sets to decompose the effects of technical change and resource degradation through application of a cost function. They find that continuous and widespread resource degradation (as measured by soil and water quality variables) has had a significant negative effect on productivity, especially in the wheat-rice system, where resource degradation has more than offset the productivity effects of technological change. Degradation of the health of the agro-ecosystem was related in part to modern technologies, monocropping, and mismanagement of water resources. The results call for urgent analysis of technology and policy options to arrest the degradation of resources. This paper--a joint product of the Rural Development Department and the Asian Vegetable Research and Development Center--is part of a larger effort to support the development of sustainable intensification of irrigated agricultural systems.
