Book excerpt: This thesis examines the relationship between fisheries policy, fisheries management, and island community development in Maine and Newfoundland. Three research questions and themes guided this work: 1) what kind of relationship there is between island community development, fisheries policy, and fisheries management; 2) how communities responded to changes in the fishery; and 3) how each community's location influenced the ability of each community to respond to changes. Five island communities, Anchor Point and Fogo Island/Change Islands in Newfoundland, and Chebeague Island, Monhegan, and Swan's Island in Maine, were used as case studies and semi-structured interviews were conducted with people involved in fisheries and community development in each community in order to answer these questions. Two particular aspects of fisheries policy and fisheries management were explored based upon observed trends from interviews: methods of limiting catch and licensing systems in each region. These themes connect to each other and relate to access to the resource. Each community had concerns about the ability of current and future harvesters and lobstermen to have economically viable access to the resource. In Newfoundland the relationship between island community development, fisheries policy, and fisheries management was perceived to be a top-down relationship; whereas in Maine it was perceived to be more integrated. Two of the most prevalent ways that communities directly responded to fisheries policy and fisheries management were either by changing management for their region or by creating new selling and processing capacity for their product. Typically the impacts felt in communities were from the cumulative nature of policy decisions. Respondents from each community felt that their location on an island was influential to their ability to respond to changes in the fisheries that they are dependent upon. Island community development, fisheries management, and fisheries policy have a complex relationship; this thesis explores those nuances.

Many people feel that a heartless government uprooted families who were living an idyllic lifestyle in remote communities scattered along the coast. My thesis is that households were not forced into slums by the state. Although they did not resort to violence, coastal people were not as apathetic or powerless as the literature on resettlement suggests. Although it was more coercive than the preceding provincial Centralization Plan, the notoriety of Newfoundland Fisheries Household Resettlement Program (FHRP) is due, in part to the dearth of historical studies of resettlement. Historians have left the field to social scientists and the artistic community to write the narrative that laments a lost heritage. The archival record is replete with evidence that coastal people redefined the objectives of the FHRP and pressured governments to amend the Resettlement Agreement. Through appeals to church leaders, provincial and national politicians, and the media they persuaded the Fisheries Household Resettlement Committee (FHRC) to approve moves that planners considered irrational, but which made perfect sense to the relocatees. When the FHRC agreed to concentrate a large number of fishers into a receiving community with scarce resources and employment opportunities, charges of coercion were heard in the capitals where lack of planning turned relocation into a debacle.

Book excerpt: This thesis examines how international trade policy impacts fisheries and local fishing communities. The case study for the research is the Canada-European Union (EU) Comprehensive Economic and Trade Agreement (CETA), which came into effect in 2017. The study region is the Great Northern Peninsula (GNP), on the northwest coast of Newfoundland, Canada, where fishing communities depend on the export-oriented fisheries. By means of interactive governance theory, an institutional analytical approach is employed to examine the change in the fisheries and the governing system that CETA may bring, as well as the compatibility between the policies and principles of CETA with those governing the case-study region. Subsequently, informant interviews were conducted with fish harvesters, community members, and local and provincial governments to gauge initial responses to CETA and the change that it has already induced. Results indicate that CETA impacts governing interactions in the case-study region by first, expanding market access, and second, by weakening regionally specific protections of the inshore fishery. Furthermore, initial responses show that current stressors facing the region, including lack of adequate resource access and processing sector vulnerability, may be exacerbated, rather than mitigated, by CETA. This research highlights the importance of an early appraisal of the overall impact of trade policy from the governance perspective and according to local communities that are directly and indirectly affected by such policy. Specifically, the research offers: (1) a methodological approach to assess international trade policy through a governance lens; (2) an illustration of interactions between international trade and coastal communities; and (3) a broadening of discussion about implications of the seafood trade and international trade policy at all levels.
