Book excerpt: The success of the active and reserve components in meeting their national defense missions is contingent on their ability to attract and retain high-quality personnel. Recruiting for the active components has become more challenging as the proportion of high school graduates seeking to attend college directly after high school has increased. Studies of active duty recruiting find that potential high-quality recruits view military service as a substitute for college attendance, not a complement. In an effort to make military service more complementary with college attendance, the active components have enhanced existing educational benefit programs and experimented with new enlistment programs in which enlistees attend college first and serve on active duty second. How the heightened interest in college attendance among American youth has impacted reserve recruiting is less clear. In general, reservists can and do attend college while serving in the Reserves. Some potential recruits, however, may wish to pursue college more intensively than is permitted by a reserve career, especially when one considers the increasing likelihood that a reservist's academic studies will be interrupted by activation. The RAND Corporation was asked to assess whether new programs, such as those offered by some active components, would help the reserve components meet their current and future recruiting goals with respect to high-quality non-prior and prior service recruits. The findings of this project, entitled "Reserve Recruiting and the College Market," are reported in this document. The report is intended to inform policy makers and should be of interest to researchers and policy analysts concerned with military recruiting.

However, high-quality youth are increasingly interested in attending college. While existing policies, such as the Montgomery GI Bill, that are targeted to the recruitment of the college market are likely to continue to have an effect, new policies must be developed to successfully penetrate this market and expand the supply of high-quality recruits. Indeed, the services have begun to develop programs, such as the Army's "College First" program, which allows youth to attend college prior to entry into the military and receive a college benefit provided by the military. To be fully engaged in the college market, the services may need to fine-tune these programs to enhance their effectiveness and will require a variety of programs tailored to reach different segments of the market such as college dropouts and college-bound high school youth.

While the unusually strong labor market of the 1990s undoubtedly played some role in recent recruiting difficulties, another long-term demographic trend is likely to also contribute to recruiting woes: the large growth in college attendance in recent years. Traditionally, the services have targeted the recruitment of those youth who have no immediate plans to attend college. However, because high-quality youth are increasingly likely to choose to attend college right after high school, the services may benefit from considering whether they could target this group. The services might be able to significantly expand their pool of potential recruits by adopting policies that target youth who plan to go to college or who actually do go to college immediately following high school. We call this group youth in the college market.

These include more attractive civilian opportunities and a declining propensity among youth to join the ranks of military service. An additional challenge for the reserves is the shrinking active duty force, from which the reserves draw two-thirds of their members. Despite the growing importance of the reserves, research on reserve recruiting has received much less attention than active duty recruiting. For about two decades, researchers estimated models of active duty recruiting, variously referred to as "enlistment supply models" or "aggregate recruiting models." These models typically examine how labor market factors, demographic factors, and recruiting policies influence enlistment in the active duty. Given the growing importance of reserve recruiting, the Office of the Secretary of Defense asked RAND to assess the feasibility of this type of estimating model for reserve recruiting. In the first portion of this effort, we reviewed trends in reserve recruiting and the civilian factors that influence recruiting, and we recommended updates to the active duty models of enlistment supply based on the reserve recruiting process and these trends. These results are currently unpublished RAND research by M. Rebecca Kilburn, Sheila Nataraj Kirby, C. Christine Fair, and Scott Nafrel. In this monograph, we describe available data and the strategies we used to create models to estimate reserve recruiting, report the results from the models, and discuss the policy implications of the estimates.

The United States is one of the only developed countries to allow a military presence in public schools, including an active role for military recruiters. In order to enlist 250,000 new recruits every year, the US military must market itself to youth by integrating itself into schools through programs such as JROTC (Junior Reserve Officers' Training Corps), and spend billions of dollars annually on recruitment activities. This militarization of educational space has spawned a little-noticed grassroots resistance: the small, but sophisticated, “counter-recruitment” movement. Counter-recruiters visit schools to challenge recruiters' messages with information on non-military career options; activists work to make it harder for the military to operate in public schools; they conduct lobbying campaigns for policies that protect students' private information from military recruiters; and, counter-recruiters mentor youth to become involved in these activities. While attracting little attention, counter-recruitment has nonetheless been described as “the military recruiter's greatest obstacle” by a Marine Corps official.

Bush administration passed its landmark education legislation in 2001, dubbed the No Child Left Behind Act, legislators included a small section containing strict military recruiting mandates for public high schools. The law had two main provisions. First, a data sharing provision requires high schools to distribute the personal directory information of every student to all local armed forces recruiting stations on an annual basis. Second, the equal access provision requires high schools to provide military recruiters access to school grounds equal to university recruiters or career recruiters. For accountability, if these provisions are not fulfilled, the school will lose all federal education funds. Students or parents may “opt out” of the data collection through a bureaucratic process, but no such opt-out option exists for the soldiers visiting schools. When President Barack Obama renewed the omnibus education law in 2015, the name changed to the Every Student Succeeds Act, but the military mandates remained – the provisions were strengthened by including a passage prohibiting any local school board from instituting an “opt-in” bureaucratic structure for parents and students. This book focuses on how the two provisions have been met by parents, school staff, soldiers, and other individuals influenced by high school education policy and military recruiting. The central question is: do military recruiting methods utilized in public high schools work to promote the best interests of the students, or should policy makers rethink the freedom adult soldiers have when interacting with children within schools?
