Available in PDF, EPUB and Kindle. Book excerpt: Activation imposes a variety of costs on reservists. Among those costs is a potential decline in earnings during the period of activation. In this study, RAND researchers compute how earnings change when a reservist is activated using administrative data on military and civilian earnings obtained from the Department of Defense (DOD) and teh Social Security Administration (SSA). The study employs a comprehensive measure of annual earnings and covers the experiences of virtually all reservists activated in support of the Global War on Terrorism through 2003. Contrary to conventional wisdom and DOD survey evidence, the RAND study indicates that, on average, the earnings of reservists increase substantially when activated. Moreover, earnings gains increase length of active duty servcie. Some reservists do experience an earnings loss when activated, but the probability of experiencing an earnings loss declines with length of active duty service. Even so, these large earnings gains may be insufficient to compensate reservists for the hardship of active duty.

This book was released on 2006-10-30 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: History has often confirmed that it is not superior weapons but superior organizations that are the most effective factor in achieving military success. In light of this consideration, Kevin D. Stringer's new work proposes how the U.S. military can best be restructured to conduct military operations other than war (as they are known in doctrinal terms).. Such reform is central to meeting the demands of homeland defense and smaller-scale contingencies, including nation-building and stability operations. Foreign military formations present models for peace operations, irregular warfare, and other missions, as well as counterterrorism, law enforcement, and border control. The models considered — drawn from tactical units in Britain, Denmark, Germany, Israel, Norway, Rhodesia, Russia, and Switzerland — are selected as best practice examples for transforming the U.S. Armed Forces for future missions both at home and abroad. The author describes the categories of military operations other than war in the context of force structure requirements for homeland defense and irregular warfare. Each chapter aligns foreign tactical organizations with these military operations to identify appropriate formations to enhance the U.S. Army. This issue of future organizational structure is crucial to the debate over the Quadrennial Defense Review, the Pentagon report to Congress on emerging threats, and the future role of the National Guard. Changes in existing force structure will have significant implications for the conduct of stabilization operations in Iraq and Afghanistan as well as responses by the active and Reserve components to domestic emergencies.

Guard (ANG) has experienced the largest activation of its members since WW2. In 2005, over 30% of the Army forces in Iraq were ANG members, and Guard forces have also carried out various homeland security and large-scale disaster response roles. However, continued heavy use of the ANG forces has raised concerns about whether it can perform and sustain both missions over time. In the short term, the ANG is seeking additional funding for emergency equip. This testimony discusses: (1) the changing role of the ANG; (2) whether the ANG has the equip. it needs to sustain fed. and state missions; and (3) the extent to which DoD has strategies and plans to improve the ANG¿s business model for the future.

Guard forces for overseas missions has raised questions about its ability to support civil authorities in the event of a catastrophic incident. This report assesses 2 alternatives for providing funding and authority specifically for the Guard¿s civil support missions. The author determined: (1) the extent to which planning to identify the Guard¿s civil support requirements has been undertaken; (2) the current funding approach for the Guard¿s civil support capabilities and how 3 approaches could be applied to the Guard; (3) guiding principles to consider when developing and implementing funding alternatives; and (4) the extent to which the existing and alternative approaches are consistent with these principles. Book excerpt: This book recounts an unique chapter in the National Guard's efforts to keep America's borders secure. Starting in June 2006 and lasting until July 2008, Operation Jump Start exhibited unprecedented cooperation and teamwork among federal agencies engaged in protecting the homeland. The U.S. Customs and Border Protection, the U.S. Border Patrol and the National Guard created a cooperative, operational environment that will endure as an example on how to do things right. Based in Arizona, California, New Mexico and Texas, the Operation's mission was not to close the nation's border with Mexico but to make it more secure for legal immigration and commerce. By the time Operation Jump start ended, criminal activities of all types had declined along the border, and physical improvements made by Guard engineers along the border seemed certain to reduce illegal activities for the forseeable future.

Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. Hurricane Katrina, in Aug. 2005, was the costliest hurricane as well as one of the five deadliest storms in U.S. history. It caused extensive destruction along the Gulf coast from central Florida to Texas. Some 22,000 Active-Duty Army personnel assisted with relief-and-recovery operations in Mississippi and Louisiana. At the same time, all 50 states sent approx. 50,000 National Guard personnel to deal with the storm¿s aftermath. Because the media coverage of this disaster tended toward the sensational more than the analytical, many important stories remain to be told in a dispassionate manner. This study offers a dispassionate analysis of the Army¿s response to the natural disaster by providing a detailed account of the operations in Louisiana and Mississippi.
