Finding Afro-Mexico reveals the transnational interdisciplinary histories that led to this celebrated reformulation of Mexican national identity. It traces the Mexican, African American, and Cuban writers, poets, anthropologists, artists, composers, historians, and archaeologists who integrated Mexican history, culture, and society into the African Diaspora after the Revolution of 1910. Theodore W. Cohen persuasively shows how these intellectuals rejected the nineteenth-century racial paradigms that heralded black disappearance when they made blackness visible first in Mexican culture and then in post-revolutionary society. Americans from across the country relocated to the city even as an unprecedented transnational migration brought people from Asia, Europe, and Mexico. Together, these newcomers forged a multiethnic alliance of anarchists, labor unions, and leftists dedicated to challenging capitalism, racism, and often the state. David M. Struthers draws on the anarchist concept of affinity to explore the radicalism of Los Angeles's interracial working class from 1900 to 1930. Uneven economic development created precarious employment and living conditions for laborers. The resulting worker mobility led to coalitions that, inevitably, remained short lived. As Struthers shows, affinity helps us understand how individual cooperative actions shaped and reshaped these alliances. It also reveals social practices of resistance that are often too unstructured or episodic for historians to capture. What emerges is an untold history of Los Angeles and a revolutionary movement that, through myriad successes and failures, produced powerful examples of racial cooperation.

Book excerpt: Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.

Book excerpt: This book studies how the rhetoric of travel introduces different conceptualizations of space and time in scenarios of war during the last decades of the 19th century, in Argentina, Brazil, Paraguay, and Uruguay. By examining accounts of war and travel in the context of the consolidation of state apparatuses in these countries, Uriarte underlines the essential role that war (in connection to empire and capital) has played in the Latin American process of modernization and state formation. In this book, the analysis of British and Latin American travel narratives proves particularly productive in reading the ways in which national spaces are reconfigured, reimagined, and reappropriated by the state apparatus. War turns out to be a central instrument not just for making possible this logic of appropriation, but also for bringing temporal notions such as modernization and progress to spaces that were described — albeit problematically — as being outside of history. The book argues that wars waged against "deserts" (as Patagonia, the sertão, Paraguay, and the Uruguayan countryside were described and imagined) were in fact means of generating empty spaces, real voids that were the condition for new foundations. The study of travel writing is an essential tool for understanding the transformations of space brought by war, and for analyzing in detail the forms and connotations of movement in connection to violence. Uriarte pays particular attention to the effects that witnessing war had on the traveler’s identity and on the relation that is established with the oikos or point of departure of their own voyage. Written at the intersection of literary analysis, critical geography, political science, and history, this book will be of interest to those studying Latin American literature, Travel Writing, and neocolonialism and Empire writing.

Since the 1960s, the Catholic Church has acted as a mediator during social and political change in many Latin American countries, especially the Dominican Republic, Bolivia, Guatemala, Nicaragua, and El Salvador. Although the Catholic clergy was called in during political crises in all five countries, the situation in the Dominican Republic was especially notable because the Church's role as mediator was eventually institutionalized. Because the Dominican state was persistently weak, the Church was able to secure the support of the Balaguer regime (1966-1978) and ensure social and political cohesion and stability. Emelio Betances analyzes the particular circumstances that allowed the Church in the Dominican Republic to accommodate the political and social establishment; the Church offered non-partisan political mediation, rebuilt its ties with the lower echelons of society, and responded to the challenges of the evangelical movement. The author's historical examination of church-state relations in the Dominican Republic leads to important regional comparisons that broaden our understanding of the Catholic Church in the whole of Latin America.
