Book excerpt: This report is written for the scientifically literate reader but is not limited to those who are involved in ground-water science. The report is intended to encourage U.S. Geological Survey scientists to develop a sense of excitement about ground-water science in the agency, to inform scientists about existing and potential ground-water science opportunities, and to engage scientists and managers in interdisciplinary discussions and collaboration. The report is intended for use by U.S. Geological Survey and Department of the Interior management to formulate long-term ground-water science programs and to continue sustained support of ground-water monitoring and research, some of which may not have an immediate impact. Finally, the report can be used to communicate the U.S. Geological Survey's vision of ground-water science to Congress, partners, other agencies, and the research community at large with the goals of enhancing collaborative opportunities, sharing information, and maintaining dialogue regarding the directions of U.S. Geological Survey ground-water science.

Book excerpt: Rivers provide about 60 percent of the nation's drinking water and irrigation water and 10 percent of the nation's electric power needs. The multiple and sometimes incompatible services demanded of rivers often lead to policy and management conflicts that require the integration of science-based information. This report advises the U.S. Geological Survey on how it can best address river science challenges by effectively using its resources and coordinating its activities with other agencies. The report identifies the highest priority river science issues for the USGS, including environmental flows and river restoration, sediment transport and geomorphology, and groundwater surface-water interactions. It also recommends two cross-cutting science activities including surveying and mapping the nation's river systems according to key physical and landscape features, and expanding work on predictive models, especially those that simulate interactions between physical-biological processes. The report identifies key variables to be monitored and data-managed. It proposes enhancements in streamflow, biological, and sediment monitoring; these include establishing multidisciplinary, integrated reach-scale monitoring sites and developing a comprehensive national sediment monitoring program. Finally, it encourages the USGS to be at the forefront of new technology application, including airborne lidar and embedded, networked, wireless sensors.

Challenges to our nation's water resources continue to grow, driven by population growth, ecological needs, climate change, and other pressures. The nation needs more and improved water science and information to meet these challenges. Toward a Sustainable and Secure Water Future reviews the United States Geological Survey's (USGS) Water Resource Discipline (WRD), one of the nation's foremost water science organizations. This book provides constructive advice to help the WRD meet the nation's water needs over the coming decades. Of interest primarily to the leadership of the USGS WRD, many findings and recommendations also target the USGS leadership and the Department of Interior (DOI), because their support is necessary for the WRD to respond to the water needs of the nation.

Book excerpt: Watershed research is conducted by the U.S. Geological Survey (USGS) to expand our understanding of basic hydrologic mechanisms and their responses at the watershed scale and to provide information that serves as the basis for water and environmental management activities carried out largely by other governmental and private entities. The work of the USGS in this area is carried out by its Water Resources Division and occurs in three general program areas: basic research, regional and site assessments, and data collection. These activities are becoming increasingly important, especially in the context of water and environmental management, where contemporary problems are being approached more than ever on an integrated ecosystems or watershed basis and where the underlying physical, chemical, and biological science is complex. Although the value of this type of hydrologic research is well recognized within the USGS, available financial resources to support it remain modest. Thus, this study seeks to help maximize the effectiveness of the agency's work. The study took two years, during which time the committee visited field sites, received briefings, reviewed descriptive materials, deliberated toward conclusions, and wrote this report. Recommendations are intended to assist the USGS in improving its overall strategy for work in this area; descriptions of a number of scientific opportunities are included, and appropriate circumstances for collaboration with and support for others are identified.

Book excerpt: New research opportunities to advance hydrologic sciences promise a better understanding of the role of water in the Earth system that could help improve human welfare and the health of the environment. Reaching this understanding will require both exploratory research to better understand how the natural environment functions, and problem-driven research, to meet needs such as flood protection, supply of drinking water, irrigation, and water pollution. Collaboration among hydrologists, engineers, and scientists in other disciplines will be central to meeting the interdisciplinary research challenges outline in this report. New technological capabilities in remote sensing, chemical analysis, computation, and hydrologic modeling will help scientists leverage new research opportunities.

Book excerpt: The U.S. Geological Survey (USGS) established the National Water Quality Assesment (NAWQA) program in 1985 to assess water quality conditions and trends in representative river basins and aquifers across the United States. With this report, the NRC's Water Science and Technology Board has provided advice to USGS regarding NAWQA five separate times as the program evolved from an unfunded concept to a mature and nationally-recognized program in 2002. This report assesses the program's development and representative accomplishments to date and makes recommendations on opportunities to improve NAWQA as it begins its second decade of nationwide monitoring.

Book excerpt: The 2001 National Research Council (NRC) report Basic Research Opportunities in Earth Science (BROES) described how basic research in the Earth sciences serves five national imperatives: (1) discovery, use, and conservation of natural resources; (2) characterization and mitigation of natural hazards; (3) geotechnical support of commercial and infrastructure development; (4) stewardship of the environment; and (5) terrestrial surveillance for global security and national defense. This perspective is even more pressing today, and will persist into the future, with ever-growing emphasis. Today's world-with headlines dominated by issues involving fossil fuel and water resources, earthquake and tsunami disasters claiming hundreds of thousands of lives and causing hundreds of billions of dollars in damages, profound environmental changes associated with the evolving climate system, and nuclear weapons proliferation and testing-has many urgent societal issues that need to be informed by sound understanding of the Earth sciences. A national strategy to sustain basic research and training of expertise across the full spectrum of the Earth sciences is motivated by these national imperatives. New Research Opportunities in the Earth Sciences identifies new and emerging research opportunities in the Earth sciences over the next decade, including surface and deep Earth processes and interdisciplinary research with fields such as ocean and atmospheric sciences, biology, engineering, computer science, and social and behavioral sciences. The report also identifies key instrumentation and facilities needed to support these new and emerging research opportunities. The report describes opportunities for increased cooperation in these new and emerging areas between EAR and other government agency programs, industry, and international programs, and suggests new ways that EAR can help train the next generation of Earth scientists, support young investigators, and increase the participation of underrepresented groups in the field.

Book excerpt: Science at the U.S. Geological Survey (USGS) is intrinsically global, and from early in its history, the USGS has successfully carried out international projects that serve U.S. national interests and benefit the USGS domestic mission. Opportunities abound for the USGS to strategically pursue international science in the next 5-10 years that bears on growing worldwide problems having direct impact on the United States-climate and ecosystem changes, natural disasters, the spread of invasive species, and diminishing natural resources, to name a few. Taking a more coherent, proactive agency approach to international science-and building support for international projects currently in progress-would help the USGS participate in international science activities more effectively.
