Mr. Calhoun did not hesitate to call it the most stable basis for free government; Mr. Adams vehemently denounced it as a curse, full of weakness and mockery and doubly offensive in a boastful Republic. Mr. Calhoun, not content with thus exalting Slavery, proceeded to condemn the early opinions of Washington and Jefferson as "folly and delusion" to assail the self-evident truths of the Declaration of Independence as "absurd," and then to proclaim that human beings are property under the Constitution and as such, may be transported into the Territories and there held in Slavery; while Mr Adams added to the glory of his long and diversified career, by persistent efforts, which are better for his fame than having been President - upholding the great rights of petition and of speech, vindicating the early opinions of the Fathers, and the self-evident truths of the Declaration of Independence; exposing the hateful character of Slavery; insisting upon its prohibition in the Territories; denying the asserted property in man, and especially and often exhibiting the unjust power in the National Government, usurped by what he called "the little cluster" of slave-masters, whose yoke was to him intolerable. Such, most briefly told, were the antagonist opinions of these two chiefs. Never was great conflict destined to involve a great country more distinctly foreshadowed. All that the Republican party now opposes may be found in John C. Calhoun. All that the Republican party now maintains may be found in John Quincy Adams. Choose ye, fellow citizens, between the two. The rule of "Principles, and not men" is hardly applicable to a man whose life now bears the sacred seal of death, and whose name is the synonym of principle, yet I do not hesitate to say that our cause is best appreciated in its precise objects and aims. Proud as we may be to tread where John Quincy Adams leads the way, there is a guide of more commanding authority found in the eternal law of Right, and the concurring mandate of the Constitution itself when properly interpreted, which teaches the duties of a good citizen. Such is the guide of the Republican party which, I say fearlessly, where most known, will be most trusted, and which, when understood in its origin, will be seen to be no accidental or fugitive organization, merely for an election, but an irresistible necessity, which in the nature of things must be as permanent as the pretensions, moral and political, which it seeks to constrain and counteract. Let us dwell, then, on the Republican party, its Origin, its Necessity, and its Permanence: All must admit that if no Republican party existed now - even if that halcyon day so often promised by cajoling politicians had come, when the Slavery Question was settled - still there would be a political necessity for a great party of Opposition to act as a check on the Administration. Exceptions prove the rule, of course, it is said. My personal observation and experience tend to corroborate the above saying. But why should this be so? Every one can theorise, and will probably arrive at a, to him, satisfactory answer. I myself am not prepared to answer the question. As a sportsman, I would say that the new-comer was not in condition to run, and was also too heavily handicapped by carrying too much dead-weight in the shape of ignorance, &c. As a man of business, I would say that the new-comer was too apt to take risks (perhaps tantamount, in the circumstances, to gambling), which the cautious man would deem suicidal. As a lawyer, I would say that the newcomer might as well consider the youngest law-apprentice competent to fill the office of the Lord Chancellor, as himself to hold his own in the United States without long years of study of the institutions and laws of the country, and without practical experience and knowledge of the people. I would like to assist my countrymen (English, Irish, and Scotch) in an effort to overcome the dead-weight "ignorance," and now spread before them a banquet of Republican Institutions in the United States of America. It will doubtless seem dry and repulsive to the thoughtless, while the sensible will remember that it took a long time of constant application to learn to read, to write, to sum; and that the battle of life is one to the death, and requires tools of the keenest edge. Governor Hughes; Greatest Friend of Labor The Legislative Labor News, Of New York, October 10, 1910, Had the Following: Now that Governor Hughes has retired from politics and ascended to a place on the highest judicial tribunal in the world, the fact can be acknowledged without hurting anybody's political corns, that he was the greatest friend of labor laws that ever occupied the Governors chair at Albany. During his two terms he has signed 56 labor laws, including among them the best labor laws ever enacted in this or any other State. He also urged the enactment of labor laws in his messages to the Legislature, even going so far as to place the demand for a labor law in one of his messages to an extra session of the Legislature. Only 162 labor laws have been enacted in this State since its erection in 1777 - in 133 years. One-third of these, exceeding in quality all of the others, have been enacted and signed during Governor Hughes's term of three years and nine months. With such a record of approval and suggestion of progressive legislation in the interest of humanity to his credit, it is easy to believe that human rights will have a steadfast and sympathetic upholder in the new Justice of the Supreme Court of the United States. The difference can best be explained, perhaps, by examples. A late writer on poli tics spoke of Venice and Rome as democracies; but Venice was never a democracy, at least within historical times; and Rome only became a democracy during the ten years while Caesar was in Gaul. Likewise, Holland was a repub lic in the time of Cromwell, but it did not be come a democracy until it was revolutionized by Pichegru. Great Britain is now more dem ocratic in some respects than the United States of America; that is, public opinion acts upon the government there more quickly and f orci bly than it does here. Republicanism is a form, and democracy would seem to be more like a political condition. All that one can say of a government is that it is more or less democratic. Even in Germany there is universal sufi' rage, and the people control the financial budget. Republicanism means that the chief magistrate of a nation is an elective and not a hereditary.
