Book excerpt: The Republic of South Sudan gained independence from the Republic of Sudan on 9 July 2011, following civil wars that began in 1955 and left more than two million dead. Challenges faced by the new government are daunting with some of the worst social indicators globally. The Department for International Development has quickly established and scaled up a full office in Juba and developed a four-year development and humanitarian aid programme amounting to some £360 million making South Sudan one of the largest recipients of UK bilateral aid. Regrettably, the delivery of DFID's programme is already at risk before it has properly begun with the humanitarian crisis created by the loss of South Sudan's oil revenue, combined with the increasing number of returnees and refugees arriving in the country and ongoing inter-tribal violence. The South Sudan government has introduced austerity measures to cope with the loss of 98% of its income but the UK, and other donors, cannot bankroll South Sudan through this austerity period. DFID has already re-focussed its development programmes away from long-term development towards supporting the most vulnerable people and saving lives. Overall, the Committee believes that DFID's programme is diverse and challenging, although it is too early to judge its success. There have been well-documented difficulties with both World Bank and UN administered pooled funds in South Sudan and there is concern at channelling aid through them. The emphasis that DFID gives to the equality of girls and women in its programme is welcomed and, despite the pressures and uncertainties this should be maintained

Available in PDF, EPUB and Kindle. Book excerpt: In this hugely influential book, originally published in 2001 but just as - if not more - relevant today, Mark Duffield shows how war has become an integral component of development discourse. Aid agencies have become increasingly involved in humanitarian assistance, conflict resolution and the social reconstruction of war-torn societies. Duffield explores the consequences of this growing merger of development and security, unravelling the nature of the new wars and the response of the international community, in particular the new systems of global governance that are emerging as a result. An essential work for anyone studying, interested in, or working in development or international security.

Book excerpt: This book is a comprehensive investigation, discussion, and analysis of the origins and development of the first civil war in the Sudan, which occurred between 1955 and1972. It was the culmination of ethnic, racial, cultural, religious, political, and economic problems that had faced the Sudan since the Turco-Egyptian conquest of the country in 1821. The hostilities between the Northern and Southern regions of the Sudan also involved foreign powers that had their own geopolitical interests in the country. The first Sudanese civil war is a classic example of intra-regional and inter-regional conflicts in Africa in the 20th century.

Available in PDF, EPUB and Kindle. Book excerpt: Wars fought for political separation have become omnipresent in post-colonial Africa. From the division of Sudan, to the continued fragmentation of Somalia, and the protracted struggles of Cabinda and Azawad, conflict over seccession and separation continues to the present day. This is the first single volume to examine the historical arc of secession and secessionist conflict across sub-Saharan Africa. Paying particular attention to the development of secessionist conflicts and their evolving goals, Secession and Separatist Conflicts in Postcolonial Africa draws on case studies and rigorous research to examine three waves of secessionist movements, themselves defined by international conflict and change. Using detailed case studies, the authors offer a framework to understand how secession and separation occur, how these are influenced by both preceding movements and global political trends, and how their ongoing legacies continue to shape African regional politics. Deeply engaging and thoroughly researched, this book presents a nuanced and important and important new overview of African separatist and secessionist conflicts. It addresses the structures, goals, and underlying influences of these movements within a broader global context to impart a rich understanding of why these conflicts are waged, and how they succeed or fail.

Available in PDF, EPUB and Kindle. Book excerpt: Large-scale investments in fragile states – in Latin America, Africa, the former Soviet Union and Asia – become magnets for conflict, which undermines business, development and security. International policy responds with regulation, state-building and institutional reform, with poor and often perverse results. Caught up in old ways of thinking about conflict and fragility, and an age-old fight over whether multinational corporations are good or bad for peaceful development, it leaves business-related conflicts in fragile states to multiply and fester. Surveying a new strategic landscape of business and conflict, Brian Ganson and Achim Wennmann conclude that neither company shareholders nor advocates for peaceful development need, or should, accept the growing cost of business-related conflict in fragile states. Drawing on decades of experience from mainstream conflict prevention and violence reduction efforts, as well as promising company practice, they show that even acute conflict is manageable when dealt with pragmatically, locally and on its own terms. The analysis and conclusions of this Adelphi book will interest policymakers, business leaders and community advocates alike – all those hoping to mitigate today’s conflicts while helping to reduce fragility and build a firmer foundation for inclusive development.
