Chapter 4 conducts a backward assessment through an analyses of the levels, trends, composition, and performance of agricultural including the efficiency, effectiveness and emerging results of agricultural public expenditure, for the period 2013 - 2017. Chapter 5 synthesizes the expenditure performance of three strategic programs: agricultural technology, irrigation, and aspects related to decentralization and adaptation to climate change. Chapter 6 highlights the role, scope, levels/trends and sources of private sector financing in the agricultural sector, and their key determinants. Chapter 7 takes a forward-looking approach to the expenditure assessment by outlining: (a) key elements and emerging issues; (b) the approach used for estimating and using their medium-term expenditure framework; (c) good practices; and (d) alignment between the forward sectoral expenditure and priority agricultural sector policies and targets. Chapter 8 synthesizes the main findings and priority recommendations in the form of a roadmap, including a supporting proposed results-focused agriculture expenditure action plan.

Book excerpt: This paper examines whether the consensus reached by the late 2000s among African Union member countries and their external partners on the need to reverse the decades-long decline in spending for essential public goods and services in agriculture has begun to result inimproved levels and quality of national expenditure programs for the sector. It synthesizes evidence from 20 Agriculture Public Expenditure Reviews (Ag PERs) that have been carried out in countries in Africa South of the Saharan (Botswana, Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Democratic Republic of the Congo, Ghana, Guinea, Liberia, Madagascar, Mozambique, Rwanda, Nigeria, Senegal, Sierra Leone, South Africa, Tanzania, Togo, Uganda, and Zambia) with World Bank assistance during 2009–2015. This synthesis focuses on several measures: (1) the level of expenditures on agriculture, with particular reference to the explicit target by African heads of state in the 2003 Maputo Declaration on Agriculture and Food Security (reconfirmed in the Malabo Declaration) to allocate 10 percent of national budgets to the sector; (2) the composition and priorities of expenditures with respect to stated national strategies, evidence of impact, and sustainability; and (3) budget planning and implementation that aims to strengthen public financial management in general, and budget coherence, outputs, outcomes, and supporting mechanisms, such as procurement and audit, in particular. This paper uses Ag PERs to analyze budgetary trends across countries, identifies major expenditure issues, and synthesizes lessons regarding spending efficiency. The analysis results in evidence-based recommendations that address, inter alia, budget planning, budget execution, and monitoring for accountability; the creation of a reliable database; more effective intra-and intersectoral coordination; and the cost-effectiveness of different spending policies for meeting various objectives

Book excerpt: This is the second (and final) phase of the Public Expenditure Review (PER) for Mozambique. The first phase, initiated in 2000 and completed in 2001 , and termed the Public Expenditure Management Review (PEMR), dealt with the financial management system (see report no. 22985). It developed a large agenda for reform in all of the parts of the expenditure cycle: budgeting, execution, accounting, and auditing. Jointly with the Mozambican authorities, a final report was produced which included a time-bound action plan. This, the second phase of the PER, covers aspects of sectoral spending in four major sectors: education, health, roads and water. These sectors were selected because they account for 51 percent of government spending and for 56 percent of the civil service, and are among the six "fundamental areas of action" in the Action Plan for the Reduction of Absolute Poverty (termed PARPA, viz. Mozambique's Poverty Reduction Strategy Paper-report no. 22664). This second phase of the PER also provides an update about progress with the action plan of the first phase, the PEMR. Finally, it reports briefly on a pilot expenditure tracking exercise carried out in the specific case of health, the Expenditure Tracking and Service Delivery Survey'. The PER is a joint product of the Government and the Bank, each taking the lead in different sectors. The main objectives of the PER 2nd phase are to examine allocative efficiency and cost-effectiveness, as well as the poverty orientation of spending. Among the yardsticks used for examining the rate of service delivery are the targets set in the Government's PARPA and also the Millennium Development Goals (MDGs). The scope of the inquiry is limited. Agriculture is omitted. And concerning HIV/AIDS, research was done on the disease in general, on its macroeconomic impact, and on its impact in the educational sector, and some information was generated on its impact in the health sector. But a major study on HIV/AIDS and its impact on the health sector, and measures to be taken, is due to start during 2003. It was not possible to reflect the results of this study in the PER.

Book excerpt: Mozambique's economy has experienced strong and sustained growth since the end of the country s civil war in 1992. Over time, the sources of revenues are changing, bringing both opportunities and challenges for fiscal management. The government has loosened fiscal policy in the past few years, and the current fiscal stance does not appear sustainable. Public spending is projected at almost 42 percent of gross domestic product (GDP) in 2014, and the deficit after grants is expected to widen to over 9 percent of GDP. These fiscal consolidation efforts will require reprioritizing expenditures and increasing the efficiency of spending, to ensure sufficient resources are allocated to priority sectors. Looking ahead, substantial resource revenues expected toward the end of the decade present an unprecedented opportunity but this will need to be well managed. The 2001 and 2003 public expenditure reviews indicated that a number of financial management reforms are required, which the government successfully implemented. However, it is important to build on this progress to ensure that the government is sufficiently prepared to address the challenges ahead. Given external economic shocks and the possibility of weaker commodity prices, resource revenues can be delayed or reduced. Therefore, it will be important to adopt a prudent fiscal stance in the medium term to adequately prepare for the changes ahead.

It draws on a combination of approaches and tools from three separate analytical diagnostics developed by the World Bank: poverty assessment, country gender assessment, and country social analysis. It uses monetary, human, and social indicators and combines quantitative and qualitative approaches to understand trends in poverty and the dynamics that shape them. The objective is to support the development and implementation of pro-poor policies that really work by taking poverty's multiple dimensions into account. Because Mozambique has not collected nationally representative household survey data measuring poverty status and outcome indicators since 2003, the report focuses primarily on the changes in poverty and household community welfare through that year. When data are available after 2003, the assessment uses them, including data from a special non representative survey developed for this report-the poverty and vulnerability survey. The starting point for the analysis uses multiple quantitative and qualitative indicators that describe levels of and changes in opportunities and outcomes for households and communities in Mozambique since 1997. The rest of the report explains these changes.
