However, the rural employment rate is only 39 percent. Income from agricultural activities is low compared to other sectors of the economy. This evaluation seeks to contribute to organization-wide learning by drawing lessons and making recommendations that will be useful for FAO’s future engagement in Moldova. FAO provided highly specialized technical expertise to formulate strategies, policies and frameworks, and offer innovative approaches and solutions. Likewise, the evaluation found evidence of results leading to livelihood improvements, empowerment, and adoption of more sustainable practices and technologies. Nevertheless, FAO should further strive to support the transformation to more efficient, inclusive, resilient and sustainable agrifood systems for better production, better nutrition, a better environment and a better life, leaving no one behind. In doing so, FAO should use the knowledge generated to refine programmes in consultation with key partners towards effective and sustainable results.

Book excerpt: Corruption and the perceived partiality of the justice system and state administration of Moldova have long frustrated efforts – both internal and external – to improve its domestic politics. It nevertheless remains an important partner for both the European Union and Russia, however its strategic positioning between these two powers have left its citizens stretched at times, even torn, in terms of national identity. Looking into recent domestic developments as well as the EU and Russia’s strategies towards Moldova in recent years, this study gives a brief overview of the European and Russian stakes held in Moldova and how its recent presidential election may change Moldova’s future geostrategic positioning. This study is part of the 2016-2017 HCSS StratMon.

Inflation decelerated sharply from the high levels of 2015, but has returned to the target range.

Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. It accompanies two other Observatory publications Organization and financing of public health services in Europe and The role of public health organizations in addressing public health problems in Europe: the case of obesity alcohol and antimicrobial resistance (both forthcoming).

Available in PDF, EPUB and Kindle. Book excerpt: In this paper, the author considers the main external and internal factors of the formation of the Eurasian track of the foreign policy of the Republic of Moldova from 2009 to 2020. Among the main internal factors influencing the development of Eurasian track (as opposed to European) of foreign policy, the author singles out: the coming to power of the pro-Russian President I. Dodon in 2016, and the pro-Western contingent of the parliament headed by M. Sandu, who, on the contrary, helps blur this track. Among external factors, the author considers such as: the influence of the Ukrainian crisis on the opinion of citizens of the Republic of Moldova towards Western institutions, and as a result, the growing popularity of the “Russian” foreign policy direction; the current orientation of the economy on the market of the CIS countries; “Soft power” of the Russian Federation, mostly concentrated on a common language (Russian) and cultural values (literature, historical past, etc.); the willingness of Eurasian partners (it is mainly about the Russian Federation, as well as the PRC) to provide assistance in crisis situations at no cost, unlike European and Western institutions, which traditionally indicate a number of democratic transformations in the country as one of the conditions for providing assistance to the recipient. In general, the author comes to the conclusion that the Eurasian track of the foreign policy of the Republic of Moldova is still in its infancy, but it has great potential and promises interesting prospects for a small state with a favorable geographical position and located at the crossroads of the most important transport routes between the West and the East.

Available in PDF, EPUB and Kindle. Book excerpt: Widely used since the mid-twentieth century, GDP (gross domestic product) has become the world's most powerful statistical indicator of national development and progress. Practically all governments adhere to the idea that GDP growth is a primary economic target, and while criticism of this measure has grown, neither its champions nor its detractors deny its central importance in our political culture. In The Power of a Single Number, Philipp Lepenies recounts the lively history of GDP's political acceptance—and eventual dominance. Locating the origins of GDP measurements in Renaissance England, Lepenies explores the social and political factors that originally hindered its use. It was not until the early 1900s that an ingenuous lone-wolf economist revived and honed GDP's statistical approach. These ideas were then extended by John Maynard Keynes, and a more focused study of national income was born. American economists furthered this work by emphasizing GDP's ties to social well-being, setting the stage for its ascent. GDP finally achieved its singular status during World War II, assuming the importance it retains today. Lepenies's absorbing account helps us understand the personalities and popular events that propelled GDP to supremacy and clarifies current debates over the wisdom of the number's rule.
