During the year there has been a steady and manifest progress in civilization which has had no parallel in any previous year in the his tory of Indian civilization under this government. The spirit of progress cannot be said to have pervaded all tribes alike, or with equal force; but, as a whole, the Indians of the country have taken a long stride in the right direction toward complete civilization and eventual self-sup port. The most decided advance in civilization has been made by the Ogalala and Br'ule. Sioux, and their progress during the last year and a half has been simply marvelous. They have manifested an excellent disposition and shown commendable zeal in carrying out the plans of the government for their benefit. It is no longer a question whether Indians will work. They are stead ily asking for opportunities to do so, and the Indians who today are willing and anxious to engage in civilized labor are largely in the major ity. There is an almost universal call for lands in severalty, and it is remarkable that this request should come from nearly every tribe except the five civilized tribes in the Indian Territory. There is also a growing desire among Indians to live in houses, and more houses have been built, and are now in course of erection, than have been put up during any previous year. The demand for agricultural implements and appli anoes, and for wagons and harness for farming and freighting purposes is constantly increasing, and an unusual readiness to wear citizens' clothing is also manifest. The loss of the buffalo, which is looked upon by Indians as disastrous, has really been to them a blessing in disguise. They now see clearly that they must get their living out of the soil by their own labor, and a few years' perseverance in the beneficial policy now pursued will render three-fourths of our Indians self-supporting. Book excerpt: Excerpt from Annual Report of the Commissioner of Indian Affairs to the Secretary of the Interior: For the Year 1870 The Utes of Colorado and New Mexico Territories are also among the tribes with whom our relations are not as favorable as could be desired; they have always been dissatisfied with the treaty concluded with them March 2, 1868. Especially is this the case with those bands that reside in New Mexico. Every proper effort has been made to induce said bands to move upon the reservation set apart in Colorado for their homes by the treaty, but to no avail. The Department has adopted the rule that the payment of the annuities due under said treaty Shall only be made to the Indians upon their new reservation, but even this is ih effectual to induce the New Mexico bands to remove; they decline to go there for their presents, greatly as they need them, and insist that they shall be given to them at their old homes in New Mexico. The Department having exhausted its persuasive power to incline them to a cheerful compliance with their treaty stipulations in this respect, with out avail, I respectfully recommend that appropriate legislation be asked Of Congress to relieve the Department and the Indians from the un pleasant dilemma ih which both are involved, and that authority be given to aggregate the bands in question in some district in New Mexico which will be satisfactory to them. The numerous treaties recently negotiated with various Indian tribes have greatly augmented the labors of the department, and the constant pressure of emigration into the Indian territory produces conflicts of interest which require judicious management to adjust and control. The Commissioner sets forth the terms and stipulations of those 'treaties. The Indian tribes of the southwest have resumed their former friendly relations with the government, and it is hoped that they will succeed in fully adjusting the differences which have heretofore existed among them in consequence of the different attitudes they were induced to assume towards the United States during the rebellion. There are before the Senate some important treaties with the Indian tribes in Utah, Kansas, and Dakota, to which the attention of that body is respectfully invited. Several treaties recently negotiated with Indian tribes in the northwest will he submitted to you at an early day, to be laid before the Senate for its consideration and action. It is believed tlt, should they be ratified and faithfully executed, peaceful relations will be established with powerful tribes occupying a vast extent of country, who have recently been in hostility to the government. The Commissioner suggests the necessity of further negotiations with some of the Indians in Kansas, with a view to their removal from that State; and also with the Indian tribes in Idaho, New Mexico, and Dakota, lor their removal to and settlement upon reservations to be set apart for their exclusive occupancy and use. These suggestions will receive the early and careful consideration of the department. Collisions and hostility have been of less frequent occurrence between the whites and the Indians during the past year, than has been generally believed. Occasionally, depredations have been committed, and raids made upon emigrants and settlers; but these arc believed to have been greatly exaggerated, either by the fears of the inexperienced and timid, or the cupidity and selfishness of interested and designing speculators. Peace appears to have been tho rule, and hostilities the exception, between the Missisippi river and the Rocky mountains. It has been tho settled policy of tho government to establish the various tribes upon suitable reservations and there protect and subsist them until they can be taught to cultivate the soil and sustain themselves. It is no doubt the best, if not the only, policy that can be pursued to preserve them from extinction. Numerous recommendations looking to the amelioration of the condition of these wards of the government, arc contained in the Commissioner's report, and will no doubt receive the attention of Congress. There are two permanent reservations in the State, at Leech Lake and White Earth, and the different bands remain ing among the settlements of Pembina and otter-tail should be gath ered upon the White Earth reservation. For these bands the Govern ment has acquired, by purchase from the Mississippi Chippewas, the right to settle upon this reservation but in order to establish them there a special appropriation will be required. The appropriation of made by last Congress for the removal of the Pembinas, being too lim ited for the purpose, has not been used. The Mille Lac band of Chippewas in Minnesota remains in its anom alous position. They have sold their reservation, retaining a right to occupy it during good behavior. With this title to the soil it is not deemed expedient to attempt permanent improvements at Mille Lac, unless a title to the reservation can be returned to them on condition that they surrender to Government all moneys acquired in considera tion of their cession of the Mille Lac reservation. If this cannot be done, their Iydians should be notified that they belong at White Earth, and be required to' remove. In the outset, I desire to urge with earnestness the absolute necessity for a thorough and radical change of the Indian policy in some respects, and in so doing I shall touch upon points which will be referred to more at length hereafter under special headings. It is claimed and admitted by all that the great object of the government is to civilize the Indians and render them such assistance in kind and degree as will make them self-supporting, and yet I think no one will deny that one part of our policy is calculated to produce the very opposite result. It must be apparent to the most casual observer that the system of gathering the Indians in bands or tribes on reservations and carrying to them victuals and clothes, thus relieving them of the necessity of labor, never will and never can civilize them. Labor is an essential element in producing civilization. If white men were treated as we treat the Indians the result would certainly be a race of worthless vagabonds. The greatest kindness the government can bestow upon the Indian is to teach him to labor for his own support, thus developing his true manhood, and, as a consequence, making him selfrelying and self-supporting. We are expending annually over one million dollars in feeding and clothing Indians where no treaty obligation exists for so doing. This is simply a gratuity, and it is presumed no one will question the expediency or the right of the government, if it bestows gratuities upon Indians, to make labor of some usefulsort a condition precedent to such gift, especially when all of the products of such labor go to the Indian. To domesticate and civilize wild Indians is a noble work, the accomplishment of which should be a crown of glory to any nation. But to allow them to drag along year after year, and generation after generation, in their old superstitions, laziness, and filth, when we have the power to elevate them in the scale of humanity, would be a lasting disgrace to our government. Custer had confirmed gold reports and the pressure of the excited rush that followed broke the government's earlier treaty resolve to preserve forever the Indians' sovereignty over the Black Hills. Settlers carrying American civilization to the West by the overland route to California, Oregon Territory, and Mormon Utah then quickly flowed into this backwater area. As the frenzied furor over Black Hills gold diminished and mines and creeks played out, homesteaders settled on lands parceled out for ranches. Along the Belle Fourche River, where the plains Indian tribes had sometimes spent winters, a new era opened under this brooding tower of rock called Mateo Tepee. Place names in the West can be powerfully suggestive of history, but they can also be very unreliable; Devils Tower for instance. To the Indians this singular occurrence of dramatically upthrust rock marked the dwelling place of bears, hence Mateo Tepee or Bear Lodge. Their stories told of lost youngsters who were chased by a giant bear and climbed on top of a rock in a last desperate effort to save themselves. The children appealed to the spirits and the rock grew up out of the ground to lift the children out of the giant bear's reach. Versions of this story belong to different tribes, but most have in common the bear's futile attempt to claw its way to the top. This clawing left permanent grooves on the Tower.
