Groundwater of South Asia is increasingly confronted with overuse and deteriorating quality and therefore requires urgent attention. Management of the stressed groundwater systems is an extremely complex proposition because of the intricate hydrogeological set-up of the region. Strategies for sustainable management must involve a combination of supply-side and demand-side measures depending on the regional setting and socio-economic situations. As a consequence, the challenges of efficient groundwater management require not only a clear understanding of the aquifer configuration, but also demand for the development of a comprehensive database of the groundwater occurrences and flow systems in each hydrogeological setting. In addition, drilling and well construction methods that are appropriate to different hydrogeological formations need to be implemented as well as real-time monitoring of the status of the groundwater use. Also corrective measures for groundwater that is threatened with depletion and quality deterioration need to be installed. Finally, the legal framework of groundwater needs to be rearticulated according to the common property aspect of groundwater. These challenges should revolve around effective groundwater governance by creating an atmosphere to support and empower community-based systems of decision-making and revisit the existing legal framework and groundwater management institutions by fostering community initiatives. This book is relevant for academics, professionals, administrators, policy makers, and economists concerned with various aspects of groundwater science and management.

Poverty is acute in the EGB, where household incomes are low, food security is not assured and devastating floods (and also water shortages) occur too often. The EGB is underlain by one of the most prolific aquifers in the world. Yet, farmers struggle to cope with dry spells and droughts because of their inability to access groundwater. Huge untapped groundwater, surplus surface water, and enormous plains and fertile lands highlight the requirement of proper planning for groundwater management and governance to reduce poverty and assure food security. The aim of this report is to assist planners/policymakers in the planning and management of groundwater resources in the EGB. This report mainly discusses about hydrogeology, groundwater potential and challenges, and groundwater quality issues in the EGB. Moreover, it is an attempt to form a base for future work related to groundwater development, management and modeling in this basin.

Book excerpt: This research explores how inputs such as chemical fertilizer that are often complementary to labor can benefit smallholders in countries like Nepal. These and other inputs complement labor when a country experiences periods of increased labor scarcity due to rising wages in rural areas. The future of smallholders in Asian countries is vigorously debated in the policy and research arena. An increasing number of studies indicate that in the face of rising rural farm wages, growing mechanization is gradually shifting the advantages enjoyed by smallholders to slightly larger farms in many Asian countries, including Nepal. While the evidence is limited, earlier studies suggest that this trend may also be associated with a greater return to the use of chemical fertilizers by larger farms than by their smaller counterparts. In this paper, we further assess the relationship between the role of chemical fertilizer and farm size in lowland Nepal. In particular, we assess the different effects of chemical fertilizer price on large versus small farm households, depending on farm size. We use the 2003 and 2010 panel data from the Nepal Living Standard Survey. Results generally suggest that in Nepal Terai, lower chemical fertilizer price seems to increase the per capita incomes of farm households with larger landholdings more than it does those with smaller landholdings. The mechanism is somewhat complicated; typically, larger farms benefit through an increased supply of crops from sharecropped/rented farms, which leads to a potential increase in forage supply and increased revenues from livestock production. However, greater benefits for larger farms through this mechanism remains consistent with the greater return to chemical fertilizer among larger farms. This is contrary to the notion that chemical fertilizer is a land-saving input that benefits smaller farms relatively more than it does larger farms. We conclude that fertilizer policy in Nepal should be designed within the broader framework of longer-term agricultural-sector strategies that will impact the future of smallholder farmers.
