Book excerpt: Poverty, increased inequality, and social exclusion are back on the political agenda in Western Europe, not only as a consequence of the Great Recession of 2008, but also because of a seemingly structural trend towards increased inequality in advanced industrial societies that has persisted since the 1970s. How can we explain this increase in inequalities? Policies in labor markets, social policy, and political representation are strongly linked in the creation, widening, and deepening of insider-outsider divides--a process known as dualization. While it is certainly not the only driver of increasing inequality, the encompassing nature of its development across multiple domains makes dualization one of the most important current trends affecting developed societies. However, the extent and forms of dualization vary greatly across countries. The comparative perspective of this book provides insights into why Nordic countries witness lower levels of insider-outsider divides, whereas in continental, liberal and southern welfare states, they are more likely to constitute a core characteristic of the political economy. Most importantly, the comparisons presented in this book point to the crucial importance of politics and political choice in driving and shaping the social outcomes of deindustrialization. While increased structural labor market divides can be found across all countries, governments have a strong responsibility in shaping the distributive consequences of these labor market changes. Insider-outsider divides are not a straightforward consequence of deindustrialization, but rather the result of political choice. A landmark publication, this volume is geared for faculty and graduate students of economics, political science, social policy, and sociology, as well as policymakers concerned with increasing inequality in a period of deep economic and social crisis.

The author unravels “layers” of social security that have piled up in the course of history and, so he argues, still linger in the present-day welfare state. The account begins with the first efforts by public authorities to regulate poverty and then proceeds to the “social question” that arose during the 19th-century Industrial Revolution. Many Eastern European countries are relatively silent about the German model. There is admiration for the German economic success, but at the same time not so much for its institutions and certainly not for its restrictive migration policy. The Southern countries see it as a preposterous pain to Europe by shaping EU policy a la Germany and forcing austerity policy at the costs of its neighbours. Can the German model be copied? And what do neighbours recommend Germany to do?

This research concentrated on a national perspective, studying many aspects of income inequality and poverty in West Germany between 1969 and 1998 and extending the analyses to inequality in East Germany after the German reunification. Now at the end point of our empiri cal analyses, we want to expand the perspective to other research in this field, to challenges for future research, and to the European dimension, rather than to summarise all our results, which is done in another bookl. In 2001, the German goverrunent published its first Poverty and Wealth Re 2 port , which also draws on results from our research project. Thus, the intention of this volume is threefold: presenting and advancing Gernlan reporting on poverty in other coun and wealth, examining experience with advanced reporting schemes tries, and discussing comparative concepts for social monitoring in the European Union.
