Available in PDF, EPUB and Kindle. Book excerpt: "As in many American cities, inequality in Chicago and its suburbs is mappable across its neighborhoods. Anyone driving west along Chicago Avenue from downtown can tell where Austin turns into Oak Park without looking at a map. These borders are not natural, of course; they are carefully maintained through policies like zoning and school districting; some neighborhoods even annex themselves into distinct municipalities. In other words, they are all policy decisions. In Structuring Inequality, historian Tracy Steffes explores how metropolitan inequality was structured, contested, and naturalized through public policy in the Chicagoland area, especially through public education and state government. This metropolitan inequality deepened even amid civil rights mobilizations and efforts to challenge racial discrimination and promote equal opportunity. She argues that educational and metropolitan inequality were mutually constitutive: unequal schools and unequal places cocreated and reinforced one another. School districts not only reflected the characteristics and inequalities between places, but they also played an active role in shaping those communities over time. Throughout the Chicago metropolitan area, school districts defined community in part by reinforcing or undermining racial and economic segregation. Their perceived quality shaped the identity and value of the community, and schooling and its costs could drive development decisions, including what kind of property to allow and residents to attract. Decisions about school construction, student assignment, and school support were often important components of development strategy. By denaturalizing policy to explore the choices that have brought us here and looking at efforts to challenge them, this history helps us understand the inequality we live with today and inspire us to change it"--

Available in PDF, EPUB and Kindle. Book excerpt: In the 1950s, thriving commerce, strong leadership, and geographical good fortune made Illinois one of the most envied states in the nation. Today, persistent problems have left it the butt of jokes and threatened it with fiscal catastrophe. In Fixing Illinois, James D. Nowlan and J. Thomas Johnson use their four decades of experience as public servants, Springfield veterans, and government observers to present a comprehensive program of almost one hundred specific policy ideas aimed at rescuing the state from its long list of problems, including: An overhaul of state pension systems that includes more reasonable benefits and raising of the retirement age, among other changes; Broadening of the tax base to include services and reductions in rates; Raising funds with capital construction bonds to update and integrate the antiquated information systems used by state agencies; Uprooting the state's entrenched culture of corruption via public financing of elections, redistricting reform, and revolving door prohibitions for lawmakers Pointed, honest, and pragmatic, Fixing Illinois is a plan for effective and honest government that seeks an even nobler end: restoring our faith in Illinois's institutions and reviving a sense of citizenship and state pride.

Available in PDF, EPUB and Kindle. Book excerpt: The 1990s were a glorious time for the Chicago Bulls, an age of historic championships and all-time basketball greats like Scottie Pippen and Michael Jordan. It seemed only fitting that city, county, and state officials would assist the team owners in constructing a sparkling new venue to house this incredible team that was identified worldwide with Chicago. That arena, the United Center, is the focus of Bulls Markets, an unvarnished look at the economic and political choices that forever reshaped one of America’s largest cities—arguably for the worse. Sean Dinces shows how the construction of the United Center reveals the fundamental problems with neoliberal urban development. The pitch for building the arena was fueled by promises of private funding and equitable revitalization in a long blighted neighborhood. However, the effort was funded in large part by municipal tax breaks that few ordinary Chicagoans knew about, and that wound up exacerbating the rising problems of gentrification and wealth stratification. In this portrait of the construction of the United Center and the urban life that developed around it, Dinces starkly depicts a pattern of inequity that has become emblematic of contemporary American cities: governments and sports franchises collude to provide amenities for the wealthy at the expense of poorer citizens, diminishing their experiences as fan and—far worse—creating an urban environment that is regulated and surveilled for the comfort and protection of that same moneyed elite.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a practice-based approach to developing strategies for utilizing broadband telecommunications for rural economic development. Edwards addresses four key questions in the publication: 1) How important is broadband telecommunications in the achievement of rural economic development success in the information-based economy? 2) What are the critical factors in assessing the potential of rural communities to utilize broadband telecommunications for economic development? 3) What policy trends are proposed to assist communities in the advancement of telecommunication-based economic development strategies? And 4) How can local leadership assist in the implementation of broadband for economic development success? By answering these important questions, Edwards provides the reader a step-by-step, practice-oriented framework for implementing a rural economic development planning strategy through the implementation of broadband telecommunications. Broadband connectivity is vital for rural communities to be actively engaged in the global information economy, but being connected is not enough. Utilization of technology is required if communities want to increase their potential for economic development success.
