Book excerpt: This report examines the performance of seven prisons currently operational under Private Finance Initiative (PFI) contracts, which hold 5,000 prisoners (about seven per cent of the total prison population). It looks at their performance against their contractual requirements and against a range of comparable prisons run by the Prison Service, as well as discussing the impact that the PFI has had on the Prison Service generally. Findings include that the performance of PFI prisons against their individual contracts has been mixed, with all but one having incurred financial deductions for poor performance. However, these penalties have generally been highest in the first year of operation and then reduced over subsequent years. Overall, PFI prisons span the range of prison performance, with the best PFI prisons outperforming most public prisons, but the worst PFI prison (Ashfield Young Offenders Institution) among the worst in the prison estate. The use of PFI has brought benefits, particularly in promoting a constructive staff/prisoner relationship, as well as in the recruitment and deployment of staff and use of new technology.
