Book excerpt: This 2018 Article IV Consultation highlights that the headline inflation in Hungary has started to pick up, mainly owing to higher energy prices, while core inflation has been running sideways over the past six months, despite emerging capacity constraints. Unemployment remains on a decreasing trend, and labor shortages are intensifying despite the improvement in participation rates. The 2017 general government fiscal deficit narrowed to 2 percent of GDP, compared with the budgeted 2.4 percent. This outcome was mostly driven by strong GDP growth and reduced interest payments. The IMF staff projects the 2018 overall fiscal deficit at about 2.4 percent of GDP, in line with the budget’s target.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents compelling essays by leading Hungarian and foreign authors on the variety of social movements and parties that seek influence and power in a Hungary mired in deep and manifold crisis. The main question the volume tries to answer is: what can we expect after the fall of the semi-authoritarian Orb n regime in Hungary.ÿ Who will be the new players?ÿ What are their backgrounds? What are their political and social ideals, intentions and methods? The studies in the first section of the volume provide the reader with the reasons of the emergence of these new movements: a deep analysis of the historical, political and cultural background of the current situation. The second part contains essays and case studies which challenge the movements and parties involved to look beyond their current ineffectiveness, and to find ways of meeting the challenges that would allow them to exercise responsible and effective leadership in their time and place. This collection would be the first of the kind both in the field of movement theory/history and democracy studies because it reflects on very recent developments not researched in the international scholarly literature. One would not be able to understand contemporary Hungarian society without reading it before the 2014 elections.

Book excerpt: In the early 1990s, scholars voiced skepticism about the capacity of Eastern Europe's new democracies to manage simultaneous political and economic reform. They argued that the surge of popular participation following democratization would thwart efforts by successor governments to enact market reforms that imposed high costs on major elements of post-Communist society. David Bartlett challenges the conventional wisdom regarding the hazards of "dual transformations": far from hindering marketization, democratization facilitated it. Bartlett argues that the transition to democracy in East Central Europe lowered the political barriers to market reforms by weakening the ability of actors most vulnerable to marketization to manipulate the existing institutional structure to stop or slow down the process. Although the analysis focuses on Hungary, whose long history of market reforms makes it an ideal vehicle for assessing the impact of institutional change on reform policy, the author shows how his findings call into question the use of "shock therapy" and arguments, based on the experience in East Asia, that economic development and democratization are incompatible. This book will appeal to economists, political scientists, and others interested in transition problems in formerly communist countries, democratic transitions, and the politics of stabilization and adjustment. David L. Bartlett is Assistant Professor of Political Science, Vanderbilt University.

Book excerpt: The Economy of Medieval Hungary is the first concise, English-language volume about the economic life of medieval Hungary. It is a product of the cooperation of specialists representing various disciplines of medieval studies, including archaeologists, archaeozoologists, specialists in medieval demography, historical hydrologists, climate and environmental historians, as well as archivists and church historians. The twenty-five chapters of the book focus on structures of medieval economy, different means and ways of human-nature interactions in production, and offer an overview of the different spheres of economic life, with a particular emphasis on taxation, income and commercial activity. Thanks to its interdisciplinary character, this volume is a basic handbook for the history of economy, production and material culture. Contributors are Krisztina Arany, László Bartosiewicz, Zoltán Batizi, Anna Zsófia Biller, Péter Csippán, László Daróczi-Szabó, Márta Daróczi-Szabó, István Draskóczy, István Feld, László Ferenczi, Erika Gál, Márton Gyöngyössy, István Kenyeres, István Kováts, András Kubinyi, Kyra Lyublyanovics, Árpád Nógrády, Éva Ágnes Nyerges, István Petrovics, Zsolt Pinke, Beatrix F. Available in PDF, EPUB and Kindle. Book excerpt: What factors determine the success of economic transition, development and growth? Examining the contrast between East German shock-therapy and Hungary's gradualism, the book generates a set of generalisable conditions for economic development which imply some degree of state intervention and strategy. A stability-oriented incomes policy and a carefully managed integration strategy can enable sustainable export surpluses, a competitive currency and macroeconomic stability, whilst providing sufficient room for economic restructuring, structural transformation and technological catch-up. The dangers of premature integration are examined.

Book excerpt: The 2004 entry of 10 Central and Eastern European countries, along with Malta and Cyprus, into the EU has caused a huge shift in the EU's external boundaries. The socio-economic and political transformations that this shift has caused not only suggest new regional development opportunities, but also many potential problems and tensions. While the EU insists that enlargement will not signify 'new divisions', processes of inclusion and exclusion and the imposition of visa restrictions on non-EU citizens could pose obstacles to co-operation, conjuring fears of an emerging 'fortress Europe' that effectively divides the continent. Illustrated with case studies from Central and Eastern European border areas, this book examines capacities for region building across national borders in within the context of EU enlargement, synthesizing the various insights provided by local information and suggesting ways forward for the future development of the EU's 'Wider Europe' strategy.

Economic theory tells us that privatisation should improve efficiency, but this book, originally published in 1998, suggests that political bargaining in the process of privatisation works against the results we expect to achieve. To gain a better understanding of what privatisation is really about, power at a firm level needs to be understood. Privatisation is a gradually unfolding, evolutionary process, often with defective corporate governance. Politicking can take priority over performance, with the result that efficiency is ignored and profitability is affected. This is a comprehensive book on privatisation which focuses on micro-level behavioural issues and it uses exceptionally rich case evidence to illustrate that privatisation is more about politics than performance.
