Book excerpt: Hofman, a researcher with the Chile-based Economic Commission for Latin America and the Caribbean, uses growth accounting methods and previously unavailable long-term series data to assess the economic performance of the region during the century from a comparative and historical perspective. In particular he compares Latin American economies to those of advanced capitalist economies, to newly industrialized economies, and to Spain and Portugal because of the historical ties. He looks at the reasons for the poor or negative growth during the 1980s and the apparent recovery in the 1990s and at such problems as debt, income inequality, high inflation, cyclical instability, and political and policy instability. Available in PDF, EPUB and Kindle. Book excerpt: Indigenous people constitute a large portion of Latin America's population and suffer from severe and widespread poverty. They are more likely than any other groups of a country's population to be poor. This study documents their socioeconomic situation and shows how it can be improved through changes in policy-influenced variables such as education. The authors review the literature of indigenous people around the world and provide a statistical overview of those in Latin America. Case studies profile the indigenous populations in Bolivia, Guatemala, Mexico and Peru, examining their distribution, education, income, labour force participation and differences in gender roles. A final chapter presents recommendations for conducting future research.

Available in PDF, EPUB and Kindle. Book excerpt: Existing economic indicators and indexes assess economic activity but no single indicator measures the general macro-economic performance of a nation, state, or region in a methodologically simple and intuitive way. This paper proposes a simple, yet informative metric called the Economic Performance Index (EPI). The EPI represents a step toward clarity, by combining data on inflation, unemployment, government deficit, and GDP growth into a single indicator. In contrast to other indexes, the EPI does not use complicated mathematical procedures but was designed for simplicity, making it easier for professionals and laypeople alike to understand and apply to the economy. To maximize ease of understanding, we adopt a descriptive grading system. In addition to a Raw EPI that gives equal weights to its components, we construct a Weighted EPI and show that both indexes perform similarly for U.S. data. To demonstrate the validity of the EPI, we conduct a review of U.S. history from 1790 to 2012. We show that the EPI reflects the major events in U.S. history, including wars, periods of economic prosperity and booms, along with economic depressions, recessions, and even panics. Furthermore, the EPI not only captures official recessions over the past century but also allows for measuring and comparing their relative severity. Even though the EPI is simple by its construction, we show that its dynamics are similar to those of the Chicago Fed National Activity Index (CFNAI) and The Conference Board Coincident Economic Index® (CEI).

Book excerpt: Historical research has dispelled a number of myths surrounding Word War I: whereas the outbreak of war was greeted by the urban middle classes with frenzied enthusiasm, in working-class areas and smaller towns the mood was more of foreboding. Little attention has so far been paid to those who opposed the war and its underlying culture of militarism, though opposition to war and militarism has a distinguished German pedigree. This volume explores opposition to war and militarism among a range of German-language authors in a period roughly defined by two international bestsellers: Suttner's 'Die Waffen nieder' (1889) and Remarque's 'Im Westen nichts Neues' (1928). Major figures (Kraus, Schnitzler, Zweig) have not lacked attention, but some of the authors discussed here (Andreas Latzko, Hans Chlumberg) are still far from being household names. These essays remind us that the period's opposition to war and militarism manifested itself in a broad range of literary forms and publications, providing a different emphasis from previous volumes exploring connections between German-language literature and pacifism.

The Commission on Growth and Development (CGD)--in preparing its own Growth Report--wished to take stock of the current state of knowledge and understanding of economic growth, and thus commissioned a series of essays on a range of thematic areas. One such area is health. The following questions are discussed in the book:Does investing in health raise economic growth? Can governments achieve rapid growth or high incomes without investing in health? What are the options and benefits of different an.

Book excerpt: Contributions by Surhid Gautam and Lit-Mian Chan. This book presents a state-of-the art review of vehicle emission standards and regulations and provides a synthesis of worldwide experience with vehicle emission control technologies and their applications in both industrial and developing countries. Topics covered include: * The two principal international systems of vehicle emission standards: those of North America and Europe * Test procedures used to verify compliance with emissions standards and to estimate actual emissions * Engine and aftertreatment technologies that have been developed to enable new vehicles to comply with emission standards, as well as the cost and other impacts of these technologies * An evaluation of measures for controlling emissions from in-use vehicles * The role of fuels in reducing vehicle emissions, the benefits that could be gained by reformulating conventional gasoline and diesel fuels, the potential benefits of alternative cleaner fuels, and the prospects for using hydrogen and electric power to run motor vehicles with ultra-low or zero emissions. This book is the first in a series of publications on vehicle-related pollution and control measures prepared by the World Bank in collaboration with the United Nations Environment Programme to underpin the Bank's overall objective of promoting transport that is environmentally sustainable and least damaging to human health and welfare.

Book excerpt: Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 194 countries and 14 territories are used by policymakers, the media, international corporations, civic activists, and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

Available in PDF, EPUB and Kindle. Book excerpt: Carlos Marichal contends that the boom-and-bust cycles of Latin American foreign loans result mainly from the fluctuations of the world economy, rather than from errors made in Latin America itself. Marichal shows that the present debt crisis is only a part of an overall pattern in Latin American history--cycles of loan boom and subsequent debt crisis that are heavily influenced by fluctuations of international trade and capital flows. He also reveals the significant role played by those who implement debt policies. Examining the strategies of both lenders and borrowers, he makes it clear that foreign loan negotiations are not only financial tools but also political instruments with broad economic and social consequences. The book analyzes in detail the four major debt crises that took place in Latin America during the nineteenth and early twentieth centuries. Marichal's focus is comparative, since the contracting of foreign loans and their repayment were problems common to virtually all nations of the region. He devotes special attention to explaining the links of these debt crises to the international financial panics of 1825, 1873, 1890, and 1929. The epilogue compares the debt crises of the past with the contemporary Latin American debt crisis.
