Section 6 examines regional balance between processing capacity & resource allocations. For each fleet sector, distributional and average survey data is given on the structural characteristics, investment and debt position, fishing effort, landings and landed value, fish prices, revenue and expenses, employment and income levels, and profit or loss position.

The paper begins with an overview of the province's fishing industry, conservation initiatives, and the current fishery management decision-making process. It then explains the advantages of the joint management proposal and specific aspects of that approach, including the establishment of a federal/provincial fisheries management board. Appendices include the text of the province's resolution seeking joint management of fisheries, a copy of an Act respecting joint management of provincial fisheries, and a glossary.
