Of the United States is so scanty that irrigation is a necessity to the profitable growth of agricultural crops. In other sections of the country there is an area equal in size to all New England, with Indiana added, which is so wet that crops can not be grown at all, and where settlement and cultivation must be post poned until the land has been diked and drained. In the fifteen States and Territories of the arid region irrigation is the fundamental agricultural problem, because the very existence of civilized life depends in large measure on the ability to use rivers for this purpose. In these States the production of a cheap and abundant home food supply, made possible by irrigation, ' has increased the comfort and lessened the cost of living, and contributed in a greater degree than any other single cause to their continued growth and prosperity. By it desert wastes have been transformed into the most productive, healthful, and beautiful habitations of man to be found on this continent. The cities of Denver, Salt Lake, Los Angeles, and many others of lesser note are as much the creation of irrigation as the orchards and farms which surround them, and all depend for existence upon water and the institutions which govern its ownership and use. In many humid sections of the country high-priced land and intensive methods of cultivation are making of irrigation a factor of continually increasing value and importance, and it would seem that the experience of the United States, like that of Europe, will prove that no agent of agriculture or horticulture is so effective in increasing and insuring large yields as the ability to apply water in the right amount and at the right time. There are large areas of land which always receive too much water, large areas which never receive enough, and yet larger areas Which have sometimes too much and sometimes too little water. Only by proper control of the water supply can these lands be made to produce the best crops, and such a control includes both irrigation and drain age, some lands needing one, some the other, and some needing both. The greater part of the land now farmed in the United States belongs to the last class. The experiments made by this Office and the expe risnes of farmers and gardeners show that irrigation in dry years, even in the regions of heaviest average rainfall, much more than repays the cost of supplying the water. In these regions crops are as often drowned out as burned out, and it is probable that drainage to remove water in wet years will prove as profitable as irrigation in dry years. The losses in distribution are more serious than has heretofore been estimated by writers on this subject or was realized by canal owners or managers. The studies Of the amount and influence of sediment have also thrown light on some Of the most perplexing problems with which the proprietors of reservoirs and ditches have to deal. While these investigations are designed primarily to aid farmers already engaged in the reclamation of the arid lands in the W'est, they have a vital importance to the country at large. Should Congress in the near future, extend aid in some form in the construction of irrigation works of too great magnitude and cost for private enterprise, the works so built should be based on accurate knowledge of what is necessary to give them enduring value. In constructing reservoirs it is as necessary to know whether they will be filled in a few years by silt as to know that the dam rests on a solid foundation; and it is as desirable to provide some means for the removal Of this sedimentary accumulation as it is to provide an adequate wasteway for floods. III planning diversion works it is as necessary to know how much water it takes to irrigate an acre of land as to know how much water is available for such irrigation. The work that the Office of Experiment Stations is doing in showing where and how water can be used to best advantage forms a complement to the work of other departments in showing where and how it can be secured. Book excerpt: Excerpt from Water-Supply and Irrigation Papers Nos. 71-77, 1902-1903 The practice of irrigation in Texas is Of considerable antiquity, especially in the western end of the State, along the Rio Grande, where the early Spanish conquerors established settlements, and their descendants, the Mexicans, have maintained possession of the soil for centuries. At San Antonio are ditches whose origin is lost in local tradition, having probably been built to carry water to the grounds surrounding the missions. It is only in comparatively recent years, however, that particular attention has been drawn to the matter, and the importance of the development Of the State through irrigation has been appreciated by the public. Already agriculture by means of an artificial supply of water is being practiced in nearly every portion of the State, the greatest increase in acreage being in the rice-growing districts in the southeastern quarter. The figures obtained at the Eleventh Census (1889) and Twelfth Census (1899) illustrate the rapid increase in acreage and the wide extent to which irrigation is now employed. For most of the land water is obtained by gravity systems of ditches that is to say, by means of channels through which the water flows from some source at a higher elevation. In many places, however, it is impos sible to bring water to the surface Of the ground in this way, and it must be lifted or pumped by some mechanical device. For this pur pose windmills are most commonly used. West of the one-hundredth meridian north of San Antonio the cattle country of Texas stretches almost unbroken for from 200 to 500 miles. To supply water for the ranches which do not border on or include a flowing stream the wind mill has become a most potent factor. In addition, a few localities, like oases, have everlasting springs that rise with surprising sudden. Ness either from the foothills or from the baked prairies. These are in nearly all cases utilized to convert the otherwise unproductive soil into crop-bearing farms. While the Old Mexican methods of irriga tion are still in use in many localities, with their consequent waste of water, they have been accompanied by few disappointments or heart burnings.
