Book excerpt: This book argues that the marginal upland regions of southern Europe are facing a growing agrarian crisis. Drawing on an extensive period of original field research in northern Portugal, a theory of crisis is put forward, which draws on recent advances in the fields of geography, rural sociology, and development studies. In an in-depth analysis of the Serra do Alvao, the importance of external political economic factors are highlighted. It is argued that traditional agriculture systems have been undermined, and farmers marginalized, without creating the conditions for restructuring and more efficient production. A strategy for economic growth which prioritizes increases in productivity is rejected, in favour of a more flexible approach to development.

Book excerpt: Universal access to safe drinking water and sanitation in a manner that protects human health and the environment are key development and welfare issues. Water resources vary greatly throughout Europe and within regions, and future water availability is likely to be influenced by a number of factors including climate change, especially in coastal areas. This joint report by the European Environment Agency and the World Health Organisation Regional Office for Europe highlights the state of Europe's water resources, their health implications, and policy initiatives to address these issues. Aspects considered include: drinking and recreational water quality; health impacts such as waterborne diseases and sanitation; irrigation, industrial and agricultural practices; and water pollution.

Book excerpt: The Government of Egypt is committed to enhancing food security and developing the country’s agricultural sector through the sustainable management of its natural resources and the active improvement of its institutional capacities. The national “Poverty Reduction and Agriculture and Rural Development Strategy” well align with this objective by calling for the promotion of a more efficient and market-oriented agriculture and optimal use of land and water resources. The Ministry of Agriculture and Land Reclamation (MALR), in line with the national Strategy, implemented the On-Farm Irrigation Development in the Old-Lands project (OFIDO), an agribusiness development programme funded by the International Fund for Agricultural Fund (IFAD), with the aim to improve the livelihoods of the rural poor living in selected command areas in Lower, Middle and Upper Egypt. In order to evaluate and define future investment strategies and policies for the implementation of successful interventions in Agricultural Water Management, the Government of Egypt entrusted the Food and Agriculture Organization of the United Nations (FAO) to conduct an independent Technical Assessment and provide a comprehensive overview of the performance of improved irrigation systems in three Governorates in the project area of intervention. The Technical Assessment was carried out in two main complementary phases which allowed a thorough evaluation of both the technical and the economic components of the project.

Available in PDF, EPUB and Kindle. Book excerpt: This Open Access book, building on research initiated by scholars from the Leiden-Delft-Erasmus Centre for Global Heritage and Development (CHGD) and ICOMOS Netherlands, presents multidisciplinary research that connects water to heritage. Through twenty-one chapters it explores landscapes, cities, engineering structures and buildings from around the world. It describes how people have actively shaped the course, form and function of water for human settlement and the development of civilizations, establishing socio-economic structures, policies and cultures; a rich world of narratives, laws and practices; and an extensive network of infrastructure, buildings and urban form. The book is organized in five thematic sections that link practices of the past to the design of the present and visions of the future: part I discusses drinking water management; part II addresses water use in agriculture; part III explores water management for land reclamation and defense; part IV examines river and coastal planning; and part V focuses on port cities and waterfront regeneration. Today, the many complex systems of the past are necessarily the basis for new systems that both preserve the past and manage water today: policy makers and designers can work together to recognize and build on the traditional knowledge and skills that old structure embody. This book argues that there is a need for a common agenda and an integrated policy that addresses the preservation, transformation and adaptive reuse of historic water-related structures. Throughout, it imagines how such efforts will help us develop sustainable futures for cities, landscapes and bodies of water.

Book excerpt: Part of OECD Water Resources and Sanitation Set - Buy all four reports and save over 30% on buying separately! Agriculture is the major user of water in most countries. It also faces the enormous challenge of producing almost 50% more food by 2030 and doubling production by 2050. This will likely need to be achieved with less water, mainly because of growing pressures from urbanisation, industrialisation and climate change. In this context, it will be important in future for farmers to receive the right signals to increase water use efficiency and improve agricultural water management, while preserving aquatic ecosystems. This report calls on policy makers to recognise the complexity and diversity of water resource management in agriculture and the wide range of issues at stake. And it gives them the tools to do so, offering a wealth of information on recent trends and the outlook for water resource use in agriculture, including the impacts of climate change. It examines the policy experiences of OECD countries in managing their water resources for agriculture, with focus on: the extent to which countries subsidise the supply of water to farmers; flood and drought risk policies; and institutional organisation and governance as it relates to water and the agricultural sector. The report offers concrete recommendations on what countries should be doing and why. The analysis is supported by data from an OECD questionnaire about agricultural water resource management and by background reports on: Agricultural water pricing in Australia, the European Union, Japan, Korea, Mexico, Turkey and the United States Financing water management and infrastructure related to agriculture Policy issues concerning agriculture’s role in flood adaptation and mitigation Experiences and lessons from the Australian water reform programme Economic analysis of the virtual water and water footprint concepts in relation to the agri-food sector The questionnaire and reports can be accessed at www.sourceoecd.org, as well as at www.oecd.org/agr/env and www.oecd.org/water. Book excerpt: Freer Trade, Sustainability, and the Primary Production Sector in the Southern European Union is the first full-scale academic work to cap ture the primary production sector policy aspects of trade liberaliza tion and sustainability with a detailed focus on a typical southern EU country, Greece. Many efforts were pooled together in making this book. In May 1996 the Department of Economics of the University of Crete organ ized an international conference on European Agriculture in the light of the recent WTO agreement and the need for sustainable develop ment. The conference was sponsored by the European Commission (DG XII, contract no ENV4-CT-96-6514), the Economic and Social Research Council (ESRC, contract no L320263049), the Hellenic Ministries for Agriculture and for the Environment, and the University of Crete. While summarizing the conclusions of the conference, sev eral speakers felt that the issues relating to the Southern EU would de serve separate coverage. The conference directors judged that cover age of the issues for a single Southern EU country might have an ad vantage, regarding detail, over a cross country analysis which would certainly be welcome at a later stage. Responding to this call, the University of Crete generously reallo cated all of its infra-structural costs covered by DG XII, ESRC, and the other sponsors above, in the form of a new grant to host a follow-up conference aiming to explore the issues for Greece.
