As part of a larger workshop series on the SDG 14.4.1, the community of Regional Commission for Fisheries (RECOFI) countries were invited to participate in a special 3-hour introductory session on 5 August 2021 to present the indicator and reporting process, and participate in discussions towards a reference list of stocks for each country and for the region.

Book excerpt: Forty participants from the Islamic Republic of Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates participated in the RECOFI Data Workshop Series: Minimum Data Reporting (MDR) regional database, RECOFI-FIRMS stocks and fisheries inventories and SDG Indicator 14.4.1: Proportion of fish stocks within biologically sustainable levels. The workshop reviewed the MDR indicators and priority species list for endorsement, reviewed the presentation of pilot MDR RECOFI regional database and adopted an MDR data submission template. With regards to the RECOFI – FIRMS stocks and fisheries inventories, the workshop acknowledged the progress made so far and recommended that the Member Countries finalize and publish the RECOFI Fisheries inventory. The workshop also recognized the importance of publishing the work on the priority species presented at each meeting of the WGFM under the RECOFI - FIRMS collection as marine resource fact sheets. The workshop discussed the focal points list for MDR/FIRMS that will be circulated to Member Countries for finalisation and further discussed at the next meeting of the WGFM and approved at the next session of RECOFI. On SDG 14.4.1, the workshop agreed that the SDG 14.4.1 focal point list would be verified and validated and RECOFI Members’ reference list of stocks would be confirmed as either shared, transboundary and national, and communicate any issues with the outcomes.

During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, the outcomes of the second GFCM performance review were commented. In relation to the management of fisheries and aquaculture in the GFCM area of application, eight binding recommendations were adopted, dealing with the following issues: the use of anchored fish aggregating devices in common dolphinfish fisheries in the Mediterranean Sea, information on access agreements in the GFCM area of application, the establishment of a list of vessels presumed to have carried out illegal, unreported and unregulated fishing in the GFCM area of application, the sustainable exploitation of blackspot seabream in the Alboran Sea and red coral in the Mediterranean Sea, multiannual management plans for turbot fisheries in the Black Sea and sustainable demersal fisheries in the Adriatic Sea, and management measures for sustainable trawl fisheries targeting giant red shrimp and blue and red shrimp in the Strait of Sicily. Furthermore, the Commission discussed issues related to the mandate of the GFCM Executive Secretary.

[Author] The IHH is a global initiative of the Food and Agriculture Organization of the United Nations (FAO), Duke University and WorldFish carried out in support of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). [Author] The IHH report, published in March 2023, provides new evidence about the benefits, interactions and impacts of small-scale fisheries to inform policy and practice. [Author] This workshop focused on sub-Saharan Africa as a starting point; however, in the future, collaboration and support could extend to other regions. Book excerpt: The report of the Working Group on Fisheries Management (WGFM) was addressed, as well as the the outcome of the third and fourth meetings of the WGFM, stock status reporting and review of capture fisheries statistics, and unreported and unregulated (IUU) fishing in the region. The Commission agreed to adopt the FAO/RECOFI joint WGA and WGFM regional strategy on spatial planning for marine capture fisheries and aquaculture and, within available resources, to provide the necessary support for follow-up action for the strategy's implementation. The Commission adopted its first fisheries management recommendation on minimum data reporting in the RECOFI area and agreed that the recommendation would take effect on 1 January 2012. The Commission agreed on a threefold increase of the Members' annual contributions from 2013 provided that all arrears were liquidated by 31 December 2011. The Commission discussed and approved the programme of work for the WGA and the WGFM.

The meeting brought together 14 participants including fisheries officers, government organizations and FAO. The main objective of the workshop was to provide training on data preparation for stock assessment purposes and fisheries status/trends monitoring, enhance capacities in fisheries data and statistics collection at the national and sub-regional levels, and review status of data collection for the shrimp and groundfish fisheries of the NBSLME. The current state of the Fisheries and Resource Monitoring System (FIRMS) stocks and fisheries inventories for the NBSLME was reviewed and updated with inputs from participants. Ongoing work on the Data Repository and Decision Support System (DSS) for the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+) Project and its application in the NBSLME was presented and discussed. A template for recording fisheries and biological data of key species in the NBSLME for stock assessment purposes was reviewed by participants. Furthermore, for each country and fishery, participants reviewed availability of data including, inter alia, time series of landings and fishing effort, length frequencies and socio-economic information. Additionally, a review was made of the biological parameters (e.g. length-weight relationship, growth, maturity) available for key shrimp and groundfish species in the NBSLME and data gaps identified. Information on genetic studies on shrimp and groundfish species in the NBSLME region served as background for discussion on the stock structure

Book excerpt: The global fisheries sector in 2023 is now appreciably different compared to that of the 1970s, as are the dominant fish stocks that comprise most of the current global landings, their location and modes of their exploitation. The fisheries of South and Southeast Asia have also changed over this period and alongside their changing nature, there has been the continuous evolution of the tools and the requirements for calculating and presenting global sustainability information. This has transformed ability to assess fish stocks, use data-poor methodologies, assess multispecies fisheries and also take into account some of the complex interactions between target and non-target species and related ecosystem effects. The countries of the South and Southeast Asia region have not reported the status of stocks in a comprehensive manner to FAO and there is a need to understand how to access existing information and also build capacity to assess the fisheries of the region using appropriate tools. This review provides thematic papers on stock assessment approaches and their application to the region. The country analysis describes the data sources and assessment methods currently being applied in national fishery management areas and in smaller regions. The review contains recommendations on the needs for capacity building and how improved regional networking can provide support to the greater understanding and application of new or improved methods of stock assessment in the region.
