In The Urbanization of Forced Displacement Neil James Wilson Crawford examines the organization’s response to the growing number of refugees migrating to urban areas. Book excerpt: Australia has a long, rich and significant history in Antarctic affairs. Since 1933 Australia has asserted a claim to 42 per cent of the continent as the Australian Antarctic Territory. Australia was an original signatory to the 1959 Antarctic Treaty and has subsequently played an active role in international governance of Antarctica under the Antarctic Treaty System (ATS). Almost half a century after the adoption of the Antarctic Treaty, and in the first decade of the 21st century, Antarctica is better known but is still not completely understood to science. It has been designated a natural reserve devoted to peace and science and whilst some matters, such as mining, have been put on hold, other issues present both continuing and new challenges. These challenges include the implications for Antarctica of global climate change, and indeed the continent's role in the generation of the world's weather; the environmental, political and ethical implications of increasing human activity in the region; and the goals of maintaining or developing the most appropriate governance mechanisms given the complex legal circumstances. There had been no contemporary analysis of Australia's involvement in Antarctic matters until 1984 when "Australia's Antarctic Policy Options", edited by Professor Stuart Harris, brought together a diverse and intellectually powerful array of Australians focussed on Antarctic law, policy and the social sciences. This volume provided a benchmark by which to measure the tenor of Australia's Antarctic agenda and as such has been of great assistance to the development of Looking South. Consequently, 20 years on Looking South explores how the issues identified have developed, what significant new issues have emerged and how Antarctica is placed in the current political Australian agenda.

James B. McSwain’s Petroleum and Public Safety reveals how officials in these cities created standards based on technical, scientific, and engineering knowledge to devise politically workable ordinances related to the storage and handling of fuel. Each of the cities studied in this volume struggled through protracted debates regarding the regulation of crude petroleum and fuel oil, sparked by the famous Spindletop strike of 1901 and the regional oil boom in the decades that followed. Municipal governments sought to ensure the safety of their citizens while still reaping lucrative economic benefits from local petroleum industry activities. Drawing on historical antecedents such as fire-protection engineering, the cities of the Gulf South came to adopt voluntary, consensual fire codes issued by insurance associations and standards organizations such as the National Board of Fire Underwriters, the National Fire Protection Association, and the Southern Standard Building Code Conference. The culmination of such efforts was the creation of the International Fire Code, an overarching fire-protection guide that is widely used in the United States, Mexico, the Caribbean, and Central America. In devising ordinances, Gulf South officials pursued the politics of risk management, as they hammered out strategies to eliminate or mitigate the dangers associated with petroleum industries and to reduce the possible consequences of catastrophic oil explosions and fires. Using an array of original sources, including newspapers, municipal records, fire-insurance documents, and risk-management literature, McSwain demonstrates that Gulf South cities played a vital role in twentieth-century modernization.

The euro area, or any common currency area for that matter, has posed challenges to the IMF’s operational activities as its Articles of Agreement contain no provision for joint membership. The challenges became intense when a series of crises erupted in Greece, Ireland, and Portugal from 2009 to 2011, and the Fund was called upon to help intervene by offering its financing and crisis management expertise. The IMF found itself in uncharted territory where there was no precedent or established procedure. The chapters, many of which are prepared by prominent academics and former senior IMF officials who are thoroughly familiar with internal procedures, discuss various aspects of the IMF’s engagement with the euro area, including precrisis surveillance, how key decisions were made, how the IMF collaborated with European institutions, and how it designed and implemented its lending programs with the three crisis countries.
