The meeting allowed participants to exchange views and discuss both global fisheries management and development issues in aquaculture, as these related to regional and global processes of particular relevance to RFBs. In addition, RSN-8 provided the opportunity to discuss the development and strengthening of the RSN, as well as a space for reflection on the outcomes of COFI 34 and their implications for regional fishery bodies. The meeting had a high level of participation, which underlined the role of the network as a unique forum in which to foster cooperation, facilitate discussion and share experiences.

FAO has undertaken an in-depth global study on transshipment which confirmed that a lack of regulation, monitoring and control increases the risk of fish caught through illegal, unreported and unregulated fishing entering the seafood supply chain, undermining sustainable and socially responsible fisheries. The study was published in 2020 and a summary of the findings was presented to the Thirty-fourth Session of COFI in February 2021. COFI welcomed the study and called upon FAO to proceed with developing draft voluntary guidelines for the regulation, monitoring and control of transshipment. It also called upon FAO to convene an Expert Consultation to review the preliminary draft to be prepared by the FAO Secretariat. On the basis of that initial draft, the Expert Consultation elaborated a draft of the voluntary guidelines for transshipment that will be submitted for consideration and review by a Technical Consultation on Voluntary Guidelines for Transshipment to be held from 7 to 11 March 2022.

The consultation significantly improved these three documents and technically endorsed the drafts of the GSA and the AOG. The experts agreed to the next step of submitting these drafts to the next session of COFI-SCA for further guidance.

Book excerpt: This review of the techno-economic performance of the main global fishing fleets discusses the outcomes from 20 country-level studies of fishing fleets from Africa, Asia, Europe, North and South America. It includes financial, socio-economic and technical information from 103 major (semi-) industrial fishing fleet segments, which are responsible for an estimated 39 percent of marine capture fisheries production worldwide. The analysis of vessel characteristics reveals substantial differences in fishing capacity (in terms of vessel length, tonnage and power) between fleet segments. An increase in the gross tonnage of average vessels was observed in fleet segments also covered in previous reviews. Substantial increases in average length overall and engine power were observed in several Asian fishing fleets. The age structure of the fishing fleets in most regions, except Asia, shows an upward trend. An analysis of the costs and earnings data showed that labour and running costs were the two main cost components for the majority of fleet segments. Ninety-two percent of 97 fleet segments reported a positive net cash flow in the year they were surveyed, in the 2016–2019 period. Net profit margins of 10 percent or more were realized by average fishing vessels in 73 percent of the fleet segments. Returns on investment (ROIs) of 10 percent or higher were realized by 61 percent of the fleet segments. The review also discusses developments in fishing technologies. These developments, along with a general increase in seafood prices, successful fisheries management in some areas, and improved fleet capacity management in Europe and North America, have all contributed to the ongoing, positive financial and economic performance of the main global fishing fleets in recent years.

The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally. Book excerpt: Some species and stocks of sharks, rays, skates, and chimaeras (termed shark in this review) are rapidly depleting due to climate change, land-based influences, and overfishing. These pressures, coupled with sharks’ low reproductive potential (slow growth and delayed maturation; long reproductive cycles; low fecundity; and long lifespans) place sharks in a risk profile that is more akin to mammals on land than fish in the ocean. The development of policy, and the delivery of management and conservation measures regulating the use, international trade, and capture of sharks (whether as a targeted species or as bycatch in fisheries), is hindered by gaps in basic knowledge – a knowledge that is required in order to get a clear sense of their status in real-time. Many countries are establishing or strengthening monitoring across shark value chains to overcome these shortfalls in information. This document reviews what shark fisheries data is being collected, highlighting the opportunities and constraints in collecting information on sharks in fisheries, based on practical experience. It includes information from 28 surveys across 19 countries: 9 in the Mediterranean, 5 in Africa, 3 in Asia, and 1 in Oceania. Interviews were conducted with data collectors and managers across the entirety of the survey process, while data collection variables were documented in order to inform those interested in the collection, provision, and exchange of shark information on common practices and their commonalities. The review identifies standardized information metrics which, if collected more generally, would strengthen the opportunity for harmonized reporting and cross-comparability across surveys. In addition – and in order to assess the status quo – the current data collection requirements of management measures applied to sharks by regional fisheries management organizations (RFMOs) were reviewed, including “no retention” measures. Finally, the review proposes a list of the minimum standard measurements and common life-history parameters required to support the assessment of shark stocks in fisheries.

The session was attended by delegates from 19 Mediterranean contracting parties, 11 observers, as well as representatives of the Food and Agriculture Organization of the United Nations (FAO) Fisheries Division, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2019–2021 intersession, including within the framework of the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries and in light of the COVID-19 pandemic, and provided advice on status of priority stocks and ecosystems and on potential management measures addressing key fisheries and vulnerable species in the Mediterranean. In line with the subregional approach, the Committee formulated advice focusing on: i) small pelagic and priority demersal fisheries in the Adriatic Sea; ii) common dolphinfish and blackspot seabream fisheries in the western Mediterranean; iii) small pelagic and bottom trawl fisheries exploiting demersal stocks, particularly European hake, in the central Mediterranean; iv) deep-water red shrimp fisheries in the eastern-central Mediterranean, including their interactions with vulnerable marine ecosystems; and v) round sardinella in the eastern Mediterranean. The Committee also agreed on the technical soundness of three FRA proposals for the Bari Canyon, the Ebro Delta margin and the Palmahim Disturbance, to be submitted to the Commission. At the regional level, the Committee provided advice on the following: i) fishing technology and bycatch, including minimal technical specifications for bottom-trawl nets and the need for targeted pilot projects to investigate possible mitigation measures; ii) data call for the database on sensitive benthic habitats and species and other effective area-based conservation measures for the protection of vulnerable marine ecosystems and essential fish habitats; and iii) advances in the adaptation strategy for climate change. Furthermore, the Committee discussed additional work in support of the GFCM, namely the implementation of the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea, dedicated research programmes as well as other activities to enhance fisheries management in the region. Finally, the Committee agreed upon its work plan for 2021–2023.

Book excerpt: The Asia-Pacific region is remarkably diverse and wide ranging, geographically, in its flora and fauna, culturally, institutionally and economically. The region includes the two most populous countries in the world, China and India, a greater part of the Asian continent, the Australian continent, and many small islands, mostly in the Pacific Ocean, which are some of the smallest island nations in the world. Fisheries and aquaculture are socio-economically important sectors to most nations in the Asia-Pacific region and most nations in the region have high rates of fish consumption, mostly sourced from aquaculture although the small island nations depend to a greater extent on capture fisheries. This review entails analyses of the aquaculture sector in Asia-Pacific including the status and trends, progress made in achieving sustainable development, salient challenges, issues and anticipated future development. Status and trends are based on data extracted from the FAO Fishery and Aquaculture Statistics (FAO, 2020a; FAO, 2020b), unless stated otherwise, and are mostly for the period from 2008 to 2018 and occasionally for the period from 1990 to 2018 for relevant historical comparison and longer-term contextual analyses.
