Book excerpt: The first meeting of the CFMC/WECAFC/OSPESCA/CRFM Working Group on Spawning Aggregations was held in Miami, United States of America, from 29 to 31 October 2013. The meeting brought together experts working on spawning aggregations of fish from all over Western Central Atlantic region. The Working Group noted with concern the ongoing declines in stocks of many aggregating species and particularly groupers and snappers in the Wider Caribbean Region, the reduced numbers of aggregations and the relatively smaller size of remaining aggregations. The Working Group also verified that the status of Nassau grouper, Goliath grouper and several other species stocks in the Wider Caribbean region should be considered "overexploited," and that some stocks can even be regarded as "depleted." The meeting issued a "Declaration of Miami," which included a recommendation to the fifteenth session of WECAFC on the establishment of a regional closed season for Nassau Grouper fisheries in the WECAFC area to protect spawning aggregations of this species.

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the Gulf and Caribbean Fisheries Institute (GCFI), the Regional Committee of Marine Fisheries and Marine Aquaculture of Guadeloupe, the United Nations Conference on Trade and Development (UNCTAD), Food and Agriculture Organization of the United Nations (FAO), and the Wildlife Conservation Society (Belize). Experts were also in attendance from the Scientific, Statistical and Technical Advisory Group of the Queen Conch Working Group (QCWG/SSTAG). Discussions focused on the progress made towards implementation of the Regional Queen Conch Fisheries Management and Conservation Plan and recommendations adopted at the 17th meeting of the Commission in 2019. Participants learned about collaborative work on Queen conch, especially at the regional level, and an overview of the intersessional activities undertaken.

Book excerpt: The Fourth Meeting of the WECAFC/CRFM/IFREMER Working Group on the Shrimp and Groundfish of the Northern Brazil-Guianas Shelf was held virtually on 18 and 19 November 2020. Among the 39 participants were Working Group Members, national fisheries officers and representatives of government organizations, academia, fishing industry, partner organizations and the FAO. The final draft of the Sub-regional EAF Strategy and Fisheries Management Plan (FMP) for the shrimp and groundfish fisheries of the North Brazil-Guianas Shelf was reviewed. Among the issues discussed were options for the institutional mechanisms, including a technical and a decision-making body, required for implementation of the strategy and FMP. Representatives of Brazil, Guyana, Suriname, and Trinidad and Tobago presented an overview of the current status and outlook of their respective fisheries and national FMPs. While progress has been made toward management of the shrimp and groundfish fisheries, several challenges were encountered and some stocks continued to be overexploited. Results were presented of the pilot application of the Governance Effectiveness Assessment Framework in fisheries, pollution, and habitats and biodiversity on the North Brazil Shelf. The need for improvement in data collection was highlighted. In addition, the key findings of a decent work assessment of the shrimp and groundfish fisheries in Guyana, Suriname, and Trinidad and Tobago as well as at the regional level were discussed and recommendations presented. A major concern is IUU fishing in the context of human and labour rights violations and undocumented migrant workers. An update of the FIRMS inventories indicated that 29 resource fact sheets and 35 fisheries fact sheets for the WECAFC region have been produced for the reporting period 2016–2020. A call was made for Member States to submit fishery inventory updates. The proposed revised structure of the list of main species for WECAFC as well as the preliminary boundary proposals regarding FAO Fishing area 31 were discussed by participants. An update on vessel mapping for the WECAFC-proposed regional classification of fleet segments was presented. This is based on classifying fishing vessels according to the predominant gear used, to match the diversity of artisanal vessels and gear types that exist in the WECAFC region. The proposed modified structure of the interim Data Collection Reference Framework (iDCRF) and data policy were discussed. Participants reviewed and validated the WECAFC decision support system, which will support decision making in ecosystem approach to fisheries (EAF)-ecosystem based management (EBM) in the region. The meeting was attended by 30 shark fisheries experts from 15 WECAFC member countries and partner agencies. The meeting recognized the decline in various shark and ray stocks in the Caribbean region, as well as the need to conserve the threatened species among them. The meeting stressed the importance of harmonizing conservation and management measures with various international and regional conventions for the protection of these often-migratory species, as well as with measures by regional fisheries management bodies in the Atlantic. The fisheries experts recommended amongst others that the countries in the region should prohibit the removal of shark fins at sea and require that all sharks be landed with their fins naturally attached through the point of first landing of the sharks. The experts recommended the prohibition of targeted fisheries for iconic species, such as whale sharks, sawfishes and manta rays. The experts worked on a regional shark stocks and fisheries status assessment and a Regional Plan of Action for the conservation and management of sharks and rays in the WECAFC area.

Book excerpt: In From Plantations to University Campus, Woodville Marshall examines the evolution in the use of the space that surrounds the campus of the University of the West Indies at Cave Hill, Barbados, and identifies some of the individuals who played pivotal roles at different junctures. Based primarily on deeds and wills, this story reveals serial transformation while providing some clear indications of varied entrepreneurial activity in a physical environment that was not ideally suited to intensive agricultural activity. Several small plantations co-existed with one large plantation during the first century of English settlement. However, by the 1740s, the space was entirely dominated by small plantations and by medium-sized farms; and it was evident that occupancy of the land was as much tied to residence and to various types of business activity (including land speculation) as it was to cultivation of the soil. Not surprisingly, by the 1850s and 1860s, many of the farms on the marginal land had been succeeded by villages that were created by some of the formerly enslaved population, and both proximity to Bridgetown and internal migration ensured that those villages by the early twentieth century were less farming settlements than residential districts, barely distinguishable from non-plantation tenantries. In a final twist, an urban development programme of the 1960s ensured the continuation of hybrid characteristics in the use of the space. Middle-income housing estates were built and a university campus was established, and that development co-exists with the remnants of the earlier post-slavery villages.
