This book examines New Deal relief programs in Kansas throughout the Depression, focusing on the relationship between the state and the federal government to show how their successful operation depended on the effectiveness of that partnership. Ranging widely over all of Kansas¿s 105 counties, Peter Fearon provides a detailed analysis of the key relief programs for both urban and rural areas and shows that the state¿s Republican administration led by FDR¿s later presidential opponent Governor Alf Landon effectively ran New Deal welfare policies. As early as 1933, federal officials reported the Kansas central relief administration to be one of the most efficient in the country, and funding for farm policies was generous enough to keep many Kansas farm families off the relief rolls. Indeed, historically high levels of social spending ensured that New Deal initiatives were radical for their day, but Fearon shows that, especially in Kansas, fears of the debilitating effects of the dole and the insistence on means testing and work relief served as conservative balances to the threat of a dependency culture. Drawing on extensive research at the county level, Fearon examines relief problems from the perspective of recipients, social workers, and poor commissioners, all of whom had to cope with inadequate and fluctuating funding. He plumbs the sometimes volatile relationships between social workers and their clients to illustrate the formidable difficulties faced by the former and explain reasons for and effects of strikes and riots by the latter. He also investigates the operation of work relief, considers the treatment of women and blacks in the distribution of welfare resources, and assesses the effects of the WPA on employment showing that the majority of those eligible were unable to secure positions and were forced to fall back on county relief. Kansas in the Great Depression is an insightful look at how federal, state, and local authorities worked together to deal with a national emergency, revealing the complexities of policy initiatives not generally brought to light in studies at the national level while establishing important links between pre Roosevelt policies and the New Deal. It reaffirms the virtues of government programs run by dedicated public officials as it opens a new window on Americans helping Americans in their darkest hours.

Book excerpt: Policing Sex in the Sunflower State: The Story of the Kansas State Industrial Farm for Women is the history of how, over a span of two decades, the state of Kansas detained over 5,000 women for no other crime than having a venereal disease. In 1917, the Kansas legislature passed Chapter 205, a law that gave the state Board of Health broad powers to quarantine people for disease. State authorities quickly began enforcing Chapter 205 to control the spread of venereal disease among soldiers preparing to fight in World War I. Though Chapter 205 was officially gender-neutral, it was primarily enforced against women; this gendered enforcement became even more dramatic as Chapter 205 transitioned from a wartime emergency measure to a peacetime public health strategy. Women were quarantined alongside regular female prisoners at the Kansas State Industrial Farm for Women (the Farm). Women detained under Chapter 205 constituted 71 percent of the total inmate population between 1918 and 1942. Their confinement at the Farm was indefinite, with doctors and superintendents deciding when they were physically and morally cured enough to reenter society; in practice, women detained under Chapter 205 spent an average of four months at the Farm. While at the Farm, inmates received treatment for their diseases and were subjected to a plan of moral reform that focused on the value of hard work and the inculcation of middle-class norms for proper feminine behavior. Nicole Perry’s research reveals fresh insights into histories of women, sexuality, and programs of public health and social control. Underlying each of these are the prevailing ideas and practices of respectability, in some cases culturally encoded, in others legislated, enforced, and institutionalized. Perry recovers the voices of the different groups of women involved with the Farm: the activist women who lobbied to create the Farm, the professional women who worked there, and the incarcerated women whose bodies came under the control of the state. Policing Sex in the Sunflower State offers an incisive and timely critique of a failed public health policy that was based on perceptions of gender, race, class, and respectability rather than a reasoned response to the social problem at hand.

This history begins in a social context in which treatment and rehabilitation were emerging as predominant after America's prisons and asylums had been broadly acknowledged to be little more than embarrassing failures. The resulting progressive agenda was evident: to develop new, more humane and effective strategies for the criminal, delinquent, and mentally ill. The results, as Rothman documents, did not turn out as reformers had planned.For adult criminal offenders, such individual treatment could be accomplished only through the provision of broad discretionary authority, whereby choices could be made between probation, parole, indeterminate sentencing, and, as a measure of last resort, incarceration in totally redesigned prisons. For delinquents, the juvenile court served as a surrogate parent and accelerated and intensified individual treatment by providing for a series of community-based individual and family services, with the newly designed, school-like reformatories being used for only the most intractable cases. For the mentally ill, psychiatrists chose between outpatient treatments, short-term intensive care, or as last resort, long-term care in mental hospitals with new cottage and family-like arrangements. Rothman shows the consequences of these reforms as unmitigated disasters. Despite benevolent intentions, the actual outcome of reform efforts was to take the earlier failures of prisons and asylums to new, more ominous heights.In this updated edition, Rothman chronicles and examines incarceration of the criminal, the deviant, and the dependent in U.S. society, with a focus on how and why these methods have persisted and expanded for over a century and a half despite longstanding evidence of their failures and abuses.
