Recommendations from the workshop included: i) the nomination of a National Focal Points (NFPs) for Minimum Data Reporting (MDR) and for the Fisheries and Resources Monitoring System (FIRMS), who would closely collaborate; ii) an increased collaboration with the FIRMS Secretariat towards the compilation and publishing of up-to-date marine resource and fisheries inventories and fact sheets; and iii) the utilization of the RECOFI–FIRMS inventories and templates for any submission of national stock information to the Working Group on Fisheries Management (WGFM).

It provides a mechanism to coordinate the statistical programs conducted by intergovernmental organizations including regional fishery bodies with a remit for fishery statistics. Twelve CWP member organizations participated in the meeting with another regional organization participating as observer.

Book excerpt: The Ninth Meeting of the Regional Fishery Body Secretariats’ Network (RSN-9) brought together Secretariats of regional fishery bodies (RFBs) with diverse mandates from all geographic regions, including FAO and non-FAO regional fishery bodies, marine and inland fishery advisory and management bodies and agreements, the United Nations Division for Ocean Affairs and the Law of the Sea (DOALOS), the Convention on Biological Diversity (CBD), the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the United Nations Environment Programme (UNEP) and other invited organizations. RSN-9 took place immediately before and after the Thirty-fifth Session of the Committee on Fisheries (COFI-35), which was held from 5 to 9 September 2022. As was the case with COFI, RSN-9 met in hybrid format, in person and virtually, via videoconference, to facilitate the participation of those who could not assist personally. For the first time, the meeting was convened over three days. The meeting allowed participants to exchange views and discuss global processes of particular relevance to RFBs. In addition, RSN-9 provided the opportunity to discuss the development and strengthening of RSN, which included the adoption of the RSN terms of reference and the subsequent amendment of the RSN rules of procedure, as well as a space for reflection on the outcomes of COFI 35 and their implications for regional fishery bodies. The meeting had a high level of participation, which underlined the role of the Network as a unique forum to foster cooperation, facilitate discussion and share experiences.

The consultation significantly improved these three documents and technically endorsed the drafts of the GSA and the AOG. The experts agreed to the next step of submitting these drafts to the next session of COFI-SCA for further guidance.

In line with its Terms of Reference adopted by the Parties, the SWG discussed aspects to improve the effectiveness of the PSMA, namely in relation to increasing adherence to the Agreement, the fulfilment of Parties’ responsibilities, mechanisms for the monitoring, review and assessment of the implementation of the Agreement, as well as resources required for the sustainable functioning of the Agreement. On the basis of the discussions and on the consolidated recommendations emanating from the four PSMA regional coordination meetings convened in 2022, the SWG developed a draft Strategy to Improve the Effectiveness of the PSMA and agreed to put it forward for consideration at the Fourth Meeting of Parties (MoP4).

The study was published in 2020 and a summary of the findings was presented to the Thirty-fourth Session of COFI in February 2021. COFI welcomed the study and called upon FAO to proceed with developing draft voluntary guidelines for the regulation, monitoring and control of transshipment. It also called upon FAO to convene an Expert Consultation to review the preliminary draft to be prepared by the FAO Secretariat. On the basis of that initial draft, the Expert Consultation elaborated a draft of the voluntary guidelines for transshipment that will be submitted for consideration and review by a Technical Consultation on Voluntary Guidelines for Transshipment to be held from 7 to 11 March 2022.

Book excerpt: The Fourth Meeting of the WECAFC/CRFM/IFREMER Working Group on the Shrimp and Groundfish of the Northern Brazil-Guianas Shelf was held virtually on 18 and 19 November 2020. Among the 39 participants were Working Group Members, national fisheries officers and representatives of government organizations, academia, fishing industry, partner organizations and the FAO. The final draft of the Sub-regional EAF Strategy and Fisheries Management Plan (FMP) for the shrimp and groundfish fisheries of the North Brazil-Guianas Shelf was reviewed. Among the issues discussed were options for the institutional mechanisms, including a technical and a decision-making body, required for implementation of the strategy and FMP. Representatives of Brazil, Guyana, Suriname, and Trinidad and Tobago presented an overview of the current status and outlook of their respective fisheries and national FMPs. While progress has been made toward management of the shrimp and groundfish fisheries, several challenges were encountered and some stocks continued to be overexploited. Results were presented of the pilot application of the Governance Effectiveness Assessment Framework in fisheries, pollution, and habitats and biodiversity on the North Brazil Shelf. The need for improvement in data collection was highlighted. In addition, the key findings of a decent work assessment of the shrimp and groundfish fisheries in Guyana, Suriname, and Trinidad and Tobago as well as at the regional level were discussed and recommendations presented. A major concern is IUU fishing in the context of human and labour rights violations and undocumented migrant workers. An update of the FIRMS inventories indicated that 29 resource fact sheets and 35 fisheries fact sheets for the WECAFC region have been produced for the reporting period 2016–2020. A call was made for Member States to submit fishery inventory updates. The proposed revised structure of the list of main species for WECAFC as well as the preliminary boundary proposals regarding FAO Fishing area 31 were discussed by participants. An update on vessel mapping for the WECAFC-proposed regional classification of fleet segments was presented. This is based on classifying fishing vessels according to the predominant gear used, to match the diversity of artisanal vessels and gear types that exist in the WECAFC region. The proposed modified structure of the interim Data Collection Reference Framework (iDCRF) and data policy were discussed. Participants reviewed and validated the WECAFC decision support system, which will support decision making in ecosystem approach to fisheries (EAF)-ecosystem based management (EBM) in the region. The following members and regional partner organizations participated: Bahamas, Belize, Brazil, Colombia, Dominican Republic, Jamaica, Honduras, Nicaragua, Panama, Saint Lucia, Saint Vincent and the Grenadines, United States of America, Western Central Atlantic Fishery Commission (WECAFC), Centre for the Protocol concerning Specially Protected Areas and Wildlife for the Wider Caribbean Region (CAR SPAW/SPAW RAC-Guadeloupe), the Caribbean Regional Fisheries Mechanism (CRFM), the Caribbean Fishery Management Council (CFMC), Organization for Fisheries and Aquaculture of the Central American Isthmus (OSPESCA), the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the Gulf and Caribbean Fisheries Institute (GCFI), the Regional Committee of Marine Fisheries and Marine Aquaculture of Guadeloupe (CRPMEM for its acronym in French) the United Nations Conference on Trade and Development (UNCTAD), Food and Agriculture Organization of the United Nations (FAO) and the Wildlife Conservation Society (Belize). Discussions focused on monitoring the implementation of the Regional Queen conch Fisheries Management and Conservation Plan, various Queen conch recommendations and resolutions along with recommendations adopted at the 18th meeting of the Commission in 2022. Participants reviewed the CITES CoP19 decisions and recommendations and discussed the progress of activities as called for in the Work Plan for 2022–2024.

Book excerpt: The fourth meeting of the Regional Working Group on Illegal, Unreported and Unregulated (IUU) Fishing, was held virtually from 8 to 9 September 2020. The Regional Working Group on Illegal, Unreported and Unregulated (RWG-IUU) Fishing is a joint working group of the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), and Organization for Fisheries and Aquaculture of Central America (OSPESCA). At the meeting, the attendants provided updates on the implementation of the RWG-IUU work plan for 2019–2020 and their efforts in implementing the relevant recommendations that were endorsed at the 17th Session of WECAFC in July 2019. Participants were also informed of the developments at the global and regional levels in the implementation of the Port States Measures Agreement (PSMA) and complementing instruments. La cuarta reunión (virtual) del Grupo de trabajo regional sobre la pesca ilegal, no declarada y no reglamentada (pesca INDNR), tuvo lugar del 8 al 9 de septiembre de 2020. El Grupo de trabajo regional sobre la pesca ilegal, no declarada y no reglamentada (GTR-INDNR) es un grupo conjunto de la Comisión de Pesca para el Atlántico Centro-Occidental (COPACO), el Mecanismo Regional de Pesca del Caribe (CRFM) y la Organización del Sector Pesquero y Acuícola del Istmo Centroamericano (OSPESCA). En la reunión, los asistentes proporcionaron información actualizada sobre la aplicación del plan de trabajo del GTR-INDNR para 2019-2020 y sus esfuerzos en implementar las recomendaciones pertinentes que fueron aprobadas en la decimoséptima sesión de la COPACO en julio de 2019.

The meeting was hosted in San Juan, Puerto Rico from 13 to 14 December 2021, but most attendees participated in the meeting remotely. The following members and regional partner organizations participated: Bahamas, Belize, Colombia, European Union, France (on behalf of Guadeloupe and Martinique), Honduras, Nicaragua, Saint Vincent and the Grenadines, the United States of America, the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), the Caribbean Fishery Management Council (CFMC), the Organization for the Fishing and Aquaculture Sector of the Central American Isthmus (OSPESCA). The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the Gulf and Caribbean Fisheries Institute (GCFI), the Regional Committee of Marine Fisheries and Marine Aquaculture of Guadeloupe, the United Nations Conference on Trade and Development (UNCTAD), Food and Agriculture Organization of the United Nations (FAO), and the Wildlife Conservation Society (Belize). Experts were also in attendance from the Scientific, Statistical and Technical Advisory Group of the Queen Conch Working Group (QCWG/SSTAG). Discussions focused on the progress made towards implementation of the Regional Queen Conch Fisheries Management and Conservation Plan and recommendations adopted at the 17th meeting of the Commission in 2019. Participants learned about collaborative work on Queen conch, especially at the regional level, and an overview of the intersessional activities undertaken.
