Book excerpt: The Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held its twentieth session in Tangiers, Morocco, from 26 to 29 June 2018. The session was attended by delegates from 14 Mediterranean contracting parties, seven observers, representatives of the FAO regional projects, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2017–2018 intersession, including within its four subregional subsidiary bodies (Subregional Committee for the Adriatic Sea, Subregional Committee for the Central Mediterranean, Subregional Committee for the Eastern Mediterranean and Subregional Committee for the Western Mediterranean) which all met during the intersession. In relation to the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries, the Committee welcomed the progress in multiple priority activities as well as cooperation with partners. Issues in relation to fishery data quality, data collection needs and methodologies, estimation and quantification of illegal, unreported and unregulated fishing and formulation of advice on the status of fisheries were discussed. Recalling the need to improve knowledge on small-scale fisheries in the the Mediterranean and the Black Sea, the work underway to test a characterization matrix as well as the forthcoming Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and Black Sea were tackled. Furthermore, the Committee formulated advice on the following aspects: i) overall status of Mediterranean stocks; ii) management of European eel; iii) management of deep-sea fisheries and identification of VMEs and iv) roadmap towards a network of essential fish habitats. In line with the subregional approach and based on the conclusions of the four subregional committees, the SAC also provided specific advice for each subregion. In particular, attention was paid to: i) blackspot seabream in the western Mediterranean; ii) demersal fisheries in the Strait of Sicily; iii) small pelagic fisheries in the Adriatic Sea; iv) demersal fisheries in the Adriatic Sea, including the monitoring of the Jabuka/Pomo Pit fisheries restricted area; and v) deep-water red shrimps in the central and eastern Mediterranean. In addition, the Committee also endorsed un updated table of priority species by subregion. Finally, the Committee agreed upon its work plan for 2018–2020 and elected its new Bureau.

Representatives from 15 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects as well as the Bureaux of the Commission and its subsidiary bodies, were also in attendance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, cooperation activities within the framework of agreements with contracting parties and cooperating non-contracting parties and with partner organizations were discussed. In light of increasing cooperation with the GFCM, the Commission granted cooperating noncontracting party status to Jordan. In relation to the management of fisheries and aquaculture in the GFCM area of application, a total of eleven binding recommendations were adopted, dealing with the following issues: multiannual management plans for European eel, for deep-water red shrimp fisheries in the Levant and Ionian Seas and for demersal fisheries in the Strait of Sicily; conservation of sharks and rays; international joint inspection and surveillance in the Strait of Sicily; regional research programmes on blue crab in the Mediterranean and on rapa whelk fisheries in the Black Sea; further emergency measures for small pelagic stocks in the Adriatic Sea; access to information and data related to monitoring, control and surveillance and regional marking of fishing gear. Futhermore, the Commission agreed to launch its second performance review in 2019 and welcomed the establishment of five subregional technical units in Bulgaria, Croatia, Lebanon, Spain and Tunisia. Finally, the Commission adopted its programme of work for the next intersession and approved its budget amounting to USD2 537 241 for 2019 as well as a number of strategic actions to be funded through extrabudgetary resources. It also unanimously endorsed the new Bureaux of the Scientific Advisory Committee on Fisheries, the Working Group on the Black Sea and the Committee on Administration and Finance. Finally, on the occasion of its resumed session held in December 2018, the Commission unanimously elected its new Chairperson and Vice-Chairpersons.

Book excerpt: In the Mediterranean and the Black Sea, the assessment of demersal stocks mainly relies on scientific surveys (bottom and beam trawl) while the assessment of pelagic stocks is essentially based on acoustic surveys using acoustic techniques with mid-water trawling. These routine surveys-at-sea provide essential information, which in turn are crucial to fine-tune the assessments of the status of resources and to estimate more precisely indicators at the population and fish community levels. However, survey practices differ from one subregion to another, each approach having its own strengths and limitations. In addition, there is still a lack of large-scale standardized surveys aimed at analysing the diversity and distribution of the main demersal and pelagic species across the Mediterranean and the Black Sea. One way of tackling this issue is to carry out international scientific surveys covering the main demersal and pelagic stocks based on a common methodology. The methodology presented in this publication aims at supporting the planning and implementation of regional demersal (bottom and beam) trawl and pelagic acoustic surveys. It can be useful for the implementation of new surveys-at-sea in areas where demersal trawl and pelagic acoustic surveys are not regularly carried out. It can also contribute to increasing comparability between existing surveys thanks to the standardization of methods, sampling of catches and data recording and analysis. Finally, it represents a valuable tool to define minimum requirements towards sustainability and management objectives at the regional and subregional level.

Book excerpt: Bycatch – a term widely used to refer to part of the catch unintentionally caught during a fishing operation, in addition to target species, and consisting of the discards and incidental catch of vulnerable species – is considered one of the most important threats to the profitability and sustainability of fisheries, as well as to the conservation of the marine environment and ecosystems. Understanding the bycatch issue and adopting effective measures in order to reduce bycatch rates are essential steps towards minimizing the impacts on vulnerable species and ensuring both a sustainable fisheries sector and healthy seas. In the Mediterranean and the Black Sea, the incidental catch of vulnerable species – namely seabirds, sea turtles, elasmobranchs, marine mammals and macrobenthic invertebrates – represents one of several challenges for the industrial, semi-industrial and small-scale fisheries that coexist in the region, as well as for the diverse and sensitive ecosystems impacted. Typically, data on this issue have been collected in an opportunistic manner and in ways that make comparisons difficult. The annual absolute values of incidental catch of vulnerable species are not available: studies cover only a small portion of the total fishing activity and often present important knowledge gaps for many types of fishing gear, countries and/or subregions, as well as on temporal scales, for example, to establish reliable baselines. The result is that little is known of the scope of the problem, despite incidental catch being a significant pressure on the populations of vulnerable species, as well as a concern for fishers.This regional review is an attempt to compile, in one single document, all available data and historical records on the incidental catch of vulnerable species in the Mediterranean and Black Sea fisheries, obtained from existing literature, databases and other grey sources, and collated in a standardized and comparable way. The main objective is to provide comprehensive baseline information, earmark the main data gaps, as well as identify the most impacting types of fishing gear by taxonomic group. This work is a reminder of the importance of standardized data collection and the need to have baseline information in order to support decision-making in the identification of appropriate bycatch mitigation techniques, thus enabling analysis of their effectiveness and comparison over time and space, as well as facilitating the implementation of relevant conservation and/or management measures at the national, subregional and regional levels.

In line with the subregional approach, the Committee formulated advice focusing on: i) small pelagic and priority demersal fisheries in the Adriatic Sea; ii) common dolphinfish and blackspot seabream fisheries in the western Mediterranean; iii) small pelagic and bottom trawl fisheries exploiting demersal stocks, particularly European hake, in the central Mediterranean; iv) deep-water red shrimp fisheries in the eastern-central Mediterranean, including their interactions with vulnerable marine ecosystems; and v) round sardinella in the eastern Mediterranean. The Committee also agreed on the technical soundness of three FRA proposals for the Bari Canyon, the Ebro Delta margin and the Palmahim Disturbance, to be submitted to the Commission. At the regional level, the Committee provided advice on the following: i) fishing technology and bycatch, including minimal technical specifications for bottom-trawl nets and the need for targeted pilot projects to investigate possible mitigation measures; ii) data call for the database on sensitive benthic habitats and species and other effective area-based conservation measures for the protection of vulnerable marine ecosystems and essential fish habitats; and iii) advances in the adaptation strategy for climate change. Furthermore, the Committee discussed additional work in support of the GFCM, namely the implementation of the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea, dedicated research programmes as well as other activities to enhance fisheries management in the region. Finally, the Committee agreed upon its work plan for 2021–2023.

It also endorsed three recommendations from the International Commission for the Conservation of Atlantic Tunas (ICCAT), including on the establishment of a programme for transshipment by large-scale longliners. The GFCM reiterated its satisfaction with progress made in the implementation of the five regional projects executed by FAO in support of the Commission. The Commission ascertained its financial situation and agreed to use arrears to build a Working Capital Fund. In the Secretariat, it established a post of Statistician and a post of Programmer/System Analyst. Work progress related to the new headquarters of the Commission was reviewed. The Commission decided to postpone the adjustments to its Rules of Procedure to its next plenary. The Commission established a Compliance Committee. It formalized the Environment Aquaculture Mediterranean Network (EAM) and the Statistical Information System on Aquaculture (SIPAM) as subsidiary bodies of CAQ, and endorsed the guidelines prepared by the Joint GFCM/ICCAT Working Group on Sustainable Tuna Farming. Book excerpt: This report presents the outcomes of the twenty-fourth session of the GFCM Scientific Advisory Committee on Fisheries. The Committee reviewed the work carried out during the 2022–2023 intersession, including in the context of the MedSea4Fish programme, and provided advice on the status of priority stocks and ecosystems and on potential management measures addressing key fisheries and vulnerable species in the Mediterranean. At the regional level, the Committee provided advice on: i) European eel, red coral and common dolphinfish fisheries in the Mediterranean; ii) minimum conservation reference size for GFCM priority species, including deep-water red shrimp and European hake at the regional level as well as small pelagics in the Adriatic sea and round sardinella in the eastern Mediterranean; and iii) the socioeconomic impacts of a potential extension of bottom trawling limits. With regard to small-scale fisheries, the Committee supported the need to revise the monitoring framework of the Regional Plan of Action for small-scale fisheries in the Mediterranean and the Black Sea. It discussed additional work in support of the GFCM, endorsing dedicated research programmes, including on recreational fisheries and on jellyfish in the Alboran Sea, as well as a draft regional plan of action to monitor and mitigate interactions between fisheries and vulnerable species in the Mediterranean and the Black Sea and identified further actions towards the implementation of standardized monitoring plans for fisheries restricted areas (FRAs) and the development of pilot studies to identify boundaries of known vulnerable marine ecosystems. It also discussed issues related to decarbonization and climate change, estimation of discards and fishing capacity. In line with the subregional approach, the Committee formulated advice on i) blackspot seabream in the western Mediterranean; ii) small pelagics in the Alboran Sea; iii) a FRA in the Cabliers Coral Mound Province; iv) Norway lobster, red mullet and striped red mullet in the central Mediterranean; v) round sardinella, small-scale fisheries and non-indigenous species in the eastern Mediterranean; and vi) small pelagics and key demersal stocks in the Adriatic Sea. Finally, the Committee agreed upon its workplan for 2023–2025.

It showcases how flexibility can be introduced in the fisheries management cycle in order to foster adaptation, strengthen the resilience of fisheries, reduce their vulnerability to climate change, and enable managers to respond in a timely manner to the projected changes in the dynamics of marine resources and ecosystems. The publication includes a set of good practices for climate-adaptive fisheries management that have proven their effectiveness and can be adapted to different contexts, providing a range of options for stakeholders including the fishing industry, fishery managers, policymakers and others involved in decision-making. These good practices were linked to one or more of the three common climate-related impacts on fisheries resources: distributional change; productivity change; and species composition change. Therefore, these three impacts can serve as practical entry points to guide decision-makers in identifying good practice adaptation measures suitable for their local contexts. These good practices are based upon transferable experiences and lessons learned from the thirteen case studies across the globe and hopefully will contribute to greater uptake and implementation of climate-adaptive fisheries management measures on the ground.

Book excerpt: Small-scale fisheries in the Mediterranean and Black Sea Region represents a key segment of the fishing sector, accounting for the greatest part of the fleet in the region and more than a half of the total workers employed in the sector. Fisher and fishworker households are exposed to different risks and vulnerabilities, including human and natural hazards. Furthermore, fisheries remain one of the most hazardous occupations with a very high fatality rate. Access to markets, financial, social and institutional services along with diversified and alternative livelihoods opportunities is often poor. Degrading fish stocks and aquatic ecosystems worsen this, along with pressure from climate change and climate-induced shocks and hazards and competition over resources with other sectors. Despite the key role social protection can have in reducing poverty and vulnerability, social protection often does not reach the small-scale fishing sector. The limited availability of accurate, robust and timely data on the sector, challenged by the high levels of informality, irregularity and seasonal nature of small-scale fishing activity, can result in the exclusion of small-scale fishers from laws governing formal employment, therefore, hindering their participation in national social protection systems. This study commissioned by the FAO and the GFCM reviewed available social protection systems in five countries in the Mediterranean (Albania, Egypt, Lebanon, Morocco and Tunisia). It identifies the conditions and vulnerabilities of fishers, along with best practices in the provision of social protection programs and policies, and proposes recommendations to improve the coverage and effective delivery of social protection programmes for small-scale fishers in the region.
