That the Governor of the State be and he is hereby authorized to appoint a commission consisting of ten members, five from the Missouri soldiers who were in the Federal army, and five from the Missouri soldiers who were in the Confederate army at the siege and defense of Vicksburg in the year 1863. And a secretary for said commission. Each member of the commission shall have served with honor in the siege and defense of said city and with the army which he is appointed to represent.
