While the overall direction of change has been towards a more capitalist form of organization, the process of transformation has been heterogeneous, contradictory, and, furthermore, varied widely from region to region. This volume explores both the range and the complexity of these processes by bringing together a set of ethnographic studies conducted in six of Sri Lanka's nine provinces. All thirteen essays trace the changes that have occurred in the four decades since independence. Contributors combine enthnographic with historical research and place their respective analysis of agrarian change within local cultural contexts. They treat agrarian change as a dynamic social process and convey a sense of how that change is experienced by the villagers. A number of common themes run through the collection, including the interplay between local initiatives and state policies; the complex ways in which capitalist schemes of production interact with existing agrarian institutions; and the refashioning of local identities as village life is incorporated into ever-widening circuits of economic, political, and cultural relations. What role does communication play in the economic, social, and political development of a community? The results of the study reported here, based on comprehensive field work in two small villages in India, throw considerable light on that question, one which is of fundamental importance to those concerned with rates and patterns of growth in any developing country. In this study, the term "communication" refers to a social process—the flow of information, the circulation of knowledge and ideas in society, the propagation and internalization of thoughts. It does not refer to the media or means of communication, such as electronics, roads and railways, or vehicles. The two villages studied, both in South India, were at contrasting stages of development. One was becoming industrialized, while the other still clung to such traditional ways as the barter system. To carry out the field work for his study, Dr. Rao lived in these villages for several months, talking at length with the people, obtaining information about their attitudes, beliefs, and opinions, and observing them and their surroundings with a trained eye. He also checked official records for pertinent information. He analyzes his findings from a psychological and sociological standpoint and, in addition, provides an intimate description of the village life. The book will be of particular interest to communications specialists, anthropologists, sociologists, political scientists, economists, and others concerned with studies of the developing countries in Asia, Africa, and Latin America.

Kennedy's "development decade" in 1963. As the Cold War spread to the Third World in the late 1940s and 1950s, American policymakers tried to use economic aid to draw neutral India into the Western camp. Citing the country as the "world's largest democracy," the Americans hoped to establish India as a showcase for American–sponsored development and a counterweight to the Communist model in the People's Republic of China. By the early 1960s, India has become one of the Third World's leading recipients of American economic assistance. Yet, as Merrill demonstrates, India remained dedicated to a nonaligned status, and Prime Minister Jawaharlal Nehru's frequent criticism of U.S. foreign policy tried the patience of Cold War strategists. Even in the area of economic policy, the two nations differed on a wide variety of developmental issues. Thus, argues Merrill, the Indian case offers a keen vantage point from which to explores modern American foreign policy and the complexities of the foreign aid process. Bread and the Ballot is one of the first studies of U.S. attitudes toward Third World development in the decades following World War II to be based largely on recently declassified government documents. Merrill's study draws on materials from the Harry S. Truman, Dwight D. Eisenhower, and John F. Kennedy presidential libraries, U.S. State Department records, and the papers of Chester Bowles, who served as ambassador to India under both Truman and Kennedy.
