Book excerpt: The task of the Commission has been to carry out a technical evaluation, to establish that the information provided in the candidature files reflects reality and to elaborate on this information in instances where it seemed to be unclear or insufficient. The report is divided into two parts: the Facts and the evaluation. The first part provides a summarised version of the most important facts presented in the respective candidature files as submitted on 15th August 1996. The second part is based on all the facts received by the Commission in the candidature files, from its visits to the candidate cities and from clarifications and additional information provided by the cities up to one calendar month after each visit, the Commission has prepared a text report on each city presented in alphabetical order. The comments do not necessarily reiterate the facts which are contained in the charts. In order to highlight the main strengths and challenges faced by each candidature, the Commission does not necessarily refer to each of the 19 themes nor to all of the Olympic Summer sports in each of the reports. The report reflects the unanimous opinion of the members of the Commission. Eleven cities are candidate for the 2004 Summer Olympic Games : Athens (GRE), Buenos Aires (ARG), Cape Town (RSA), Istanbul (TUR), Lille (FRA), Rio de Janeiro (BRA), Rome (ITA), San Juan (PUR), Seville (ESP), Stockholm (SWE) and St-Petersburg (RUS).

The video describes the value proposition of the two candidatures and highlights key features of each proposal.The written report provides an assessment of essential elements for planning and delivering successful Games, grouped within four broad categories: Games concept, Games experience, sustainability and legacy and Games delivery. Unless otherwise noted, all assessments in the report apply to both the Olympic Games and the Paralympic Games. A section on the Paralympic Games covers issues not addressed in the rest of the report. In keeping with Olympic Agenda 2020, this assessment identifies opportunities and challenges in each city. In many cases, there are few or no challenges - this is primarily because the three-stage process encouraged adjustments that resolved potential challenges before the report was finalised. The report and the video complement each other. The annexes include photographs of and key information on proposed competition and non-competition venues in each candidate city, as well as additional details on a wide range of issues that the Evaluation Commission considered.
