The Part 6 Working Group also discussed the status of implementation of the Terms of Reference for the Funding Mechanisms under Part 6 of the PSMA, and noted the need to increase funding to assist developing States in the implementation of the Agreement through, among others: (i) earmarked contributions to FAO for specific project(s) and programme(s); (ii) contributions to the multilateral partner PSMA Part 6 Trust Fund administered by FAO.

It was attended by 55 Parties to the Agreement, and by observers from 23 States, 11 intergovernmental, 5 international non-governmental organizations and one specialized agency from the United Nations (UN). In line with its Terms of Reference adopted by the Parties, the SWG discussed aspects to improve the effectiveness of the PSMA, namely in relation to increasing adherence to the Agreement, the fulfilment of Parties’ responsibilities, mechanisms for the monitoring, review and assessment of the implementation of the Agreement, as well as resources required for the sustainable functioning of the Agreement. On the basis of the discussions and on the consolidated recommendations emanating from the four PSMA regional coordination meetings convened in 2022, the SWG developed a draft Strategy to Improve the Effectiveness of the PSMA and agreed to put it forward for consideration at the Fourth Meeting of Parties (MoP4).

An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

The new estimates assess these 'sunken billions' at $83 billion annually. The report further shows that a clear path can lead to the recovery of these considerable losses, including through significant reduction in global fishing overcapacity. A breakdown between regions is also included, showing that the effort needed to achieve this reform will not be felt equally throughout the world. While the cost of such reform will likely be high, the expected benefits include an increase in biomass by a factor of 2.7, increase in annual harvests by 13 percent, and a 30-fold increase in annual net benefits accrued to the fisheries sector (from $3 billion to $86 billion annually). This urgent call for action is reinforced by the impacts of climate change on fish stocks and fisheries worldwide.
