Book excerpt: The history of the peace movement in the United States was one of dramatic change: in the mid-IKWs it consisted of a few provincial societies; by 1912 it had become eminently respectable and listed among its members an impressive number of the nation's leaders; by 1918 it was once again weak and remote from those who formulated national policy. Along with these fluctuations went equally substantial changes of leadership and purpose that, as C. Roland Marchand emphasizes, reflected the motives of the various reform groups that successively joined and dominated the movement. Most of those who joined were not devoted solely to the cause of world peace, but saw in the programs of the movement a chance for the fulfillment of their own mare immediately relevant goals. Consequently the story of the peace movement reflects the concerns of such groups as the international lawyers who wanted a world court of arbitration as an alternative to war, the business leaders who believed that international economic stability would be endangered by war, and the labor unions who felt that the working class suffered most in war. The post-1945 international free-trade regime was established to foster a more integrated, prosperous, and peaceful world. As US Secretary of State Cordell Hull (1933-1944), "Father of the United Nations" and one of the regime's principal architects, explained in his memoirs, "unhampered trade dovetailed with peace; high tariffs, trade barriers, and unfair economic competition, with war." Remarkably, this same economic order is now under assault from the country most involved in its creation: the United States. A global economic nationalist resurgence - heralded by Donald Trump's "America First" protectionism and resultant trade wars with the USA's closest allies and trading partners - now looks to transform over seventy years of regional and global market integration into an illiberal economic order resembling that of the late nineteenth and early twentieth centuries. The other two were pacifists. Evan became a conscientious objector, protesting conscription; when the truce was signed on November 11, 1918, he was in solitary confinement. Norman left his ministry in the tenements of East Harlem, New York, and began down the course he would follow for the rest of his life, fighting for civil liberties, social justice, and greater equality, and against violence as a method of change. Conscience reveals the tension among responsibilities, beliefs, and desires, between ideas and actions-and, sometimes, between brothers. Conscience moves from the gothic buildings of Princeton to the tenements of New York City, from the West Wing of the White House to the battlefields of France, tracking how four young men navigated a period of great uncertainty and upheaval.
