Available in PDF, EPUB and Kindle. Book excerpt: As international institutions multiply and more governments sign on to standardized ways of organizing economies and societies, resistance to globalization persists. In Mirrors of the Economy, Yoshiko M. Herrera explores the variance in implementation of international institutions through an examination of the international System of National Accounts (SNA) and, in particular, the success of post-Soviet Russia and other formerly communist countries in implementing the SNA. The SNA is the basis for all national economic indicators, including Gross Domestic Product, and is therefore a critical institution for economic policy and development. Herrera tests existing theories of implementation of international institutions and proposes a novel theoretical concept, "conditional norms," to suggest that the conditions attached to norms may result in institutional change. On the basis of content analysis of statistical publications and more than seventy-five interviews throughout Russia—particularly in Moscow—and in Washington, she forms a clear picture of the implementation of the SNA in Russia in the early 1990s. In Soviet times a stable conditional norm delineated the appropriateness of statistical institutions based on the structure of the economy. The transformation of the economic system triggered a shift in support among Russian and Eastern European statisticians in favor of the SNA. Herrera's argument increases our understanding of the role of norms, structural conditions, and professional communities in institutional implementation.

The volume provides a detailed account of the structure and functioning of the Committee on Economic, Social and Cultural Rights in the light of its jurisprudence, through a study of the Committee’s procedures and practices (periodic reports and general comments), including taking into account the Optional Protocol for individual complaint procedure. The book considers the possible implications of the work of this Committee on other UN Committees, such as the Human Rights Committee and the UN Committee on the Rights of the Child, as well as considering the repercussions of its work on the international protection of fundamental rights, such as the right to education, to health and adequate food. The UN Committee on Economic, Social and Cultural Rights will be of particular interest to academics and students of International and Human Rights law.

Having lost most of their ancestral land in the 19th century due to colonialism, the Griqua people are now using new legal opportunities to reclaim land. On their re-obtained land, the Griqua dwell, farm, celebrate indigenous festivals, and create cultural villages for tourists. In doing so, they are currently contributing to the making of 'Ethnicity, Inc.', the double process of commodification of culture and creation of ethnic businesses. Book excerpt: "This book uses a case study methodology with quantitative and qualitative elements, and draws on interviews with senior policy-makers in government departments and the chief executives of selected agencies." "The role of government departments, in establishing agencies and working in an increasingly agencified environment, is crucial. It appears that policy-making is relatively unchanged, which calls into question the openness of government departments to expert body advice." "The book concludes that the contribution of agencies is not significant in policy advice. Therefore, agencification may not be the most appropriate institutional response to social inclusion problems."--BOOK JACKET.

Book excerpt: This book explores the role and relevance of non-state actors (NSAs) in the international system by analyzing the ways these actors gain influence in the United Nations (UN). Offering a systematic, theoretical, and empirical account of how NSAs contest and potentially change state sovereignty through the UN the author considers the successes and failures of national liberation movements and indigenous peoples and examines how and under what conditions such a challenge is possible. This book will be of great interest to scholars and graduate students in the fields of international law, politics, history, human rights, and governance. It will be especially useful to those with an interest in the proliferation of non-state actors in the international system and the role and relevance of Intergovernmental Organizations.

Book excerpt: Judge Mettraux's four-volume compendium, International Crimes: Law and Practice, will provide the most detailed and authoritative account to-date of the law of international crimes. It is a scholarly tour de force providing a unique blend of academic rigour and an insight into the practice of international criminal law. The compendium is un-rivalled in its breadth and depth, covering almost a century of legal practice, dozens of jurisdictions (national and international), thousands of decisions and judgments and hundreds of cases. This first volume discusses in detail the law of genocide: its definition, elements, normative status, and relationship to the other core international crimes. While the book is an invaluable tool for academics and researchers, it is particularly suited to legal practitioners, guiding the reader through the practical and evidential challenges associated with the prosecution of international crimes.

Available in PDF, EPUB and Kindle. Book excerpt: Internationally operating nongovernmental organisations, NGOs, are increasingly involved in international politics and policy making. In many respects their involvement resembles activities and policies that, until recently, were typical of traditional national authorities. This book is about the reasons for which NGOs can and the reasons for which NGOs cannot be considered as rightful participants in international governance. It tries to deliver rationally defensible starting points for the discussion and the assessment of claims for the legitimacy of their organizations and activities. The book focuses on the question: What conditions must ideally be met for an organization to be called truthfully legitimate, be it or be it not as a matter of fact perceived as legitimate by the public? This does not mean that empirically descriptive questions are left aside. Practical feasibility is important even to a thoroughly normative conception of legitimacy. For that reason and for heuristic purposes, large parts of this book are dedicated to the ways in which NGOs and stakeholders perceive NGO legitimacy.
