Book excerpt: The DSB addressed this threat in previous studies conducted in 1997 (also chaired by Richard Wagner) and 1999/2000 (chaired by Roger Hagengruber). Much has changed since then. The 11 Sept. 2001 attacks demonstrated the intent of terrorists to inflict massive damage. Nuclear proliferation has proceeded apace, with North Korea and Iran achieving nuclear weapon capability or coming closer to it, and it could spread further. The United States is engaged in a war against terrorism, and DoD is beginning to devote significant effort to combating WMD. The Department of Homeland Security (DHS) has been established. Thinking about the threat of clandestine nuclear attack has changed, and some efforts to explore defenses have begun. However, one thing has not changed: little has actually been done against the threat of clandestine nuclear attack. The DSB Summer Study on Transnational Threats (1997) first developed the ambitious idea of a very large, multi-element, global, layered civil/military system of systems of scope sufficient to have some prospect of effectively thwarting this threat. There was little resonance with this vision (outside of the Task Forces in 1997 and 2000), but since then, and especially since the attacks of 11 Sept. 2001, it has begun to be discussed more widely. This report will revisit such a national/global system, largely as context for the main focus of the Task Force: DoD's roles and capabilities. Following briefings from many government agencies and subject matter experts, the Task Force arrived at its basic findings and recommendations in early 2003. Since then, those results have been discussed in over 40 meetings within DoD and elsewhere, leading to certain refinements. This report reflects the outcomes of that process and weaves together viewgraphs used in the discussions with elaborating text.

The Board focused on operations other than war (OOTW) in an urban environment OOTW can include periods of intense, localized combat. Many of the requirements and proposed solutions for OOTW are relevant to war in cities. The solutions are also relevant in low intensity conflict and in operations that provide humanitarian aid, where minimization of casualties is especially important. The guidance in the Terms of Reference (TOR, see Appendix A) requested that the Board examine: * The potential for U.S. involvement in MOBA * The characteristics of urban operations * Shortcomings in current capability and operational needs (especially regarding survivability, sensors, platforms, navigation, and communication) * Innovative solutions leading to a recommended focus for future efforts. Addressed, were operations that might involve combat, not solely deterrence, psychological operations (PSYOPS), or other noncombat forms of conflict resolution. The study examined: improvements to sensors; weapons (lethal and nonlethal); command, control, communications, and intelligence (C3I) systems; and doctrine. It also focused on solutions to issues that could be accomplished in a relatively short time, and that do not require beginning major new programs.

Extending the life of an avionics system, however, is one of the most critical and difficult aspects of extending total aircraft system lifetimes. Critical components go out of production or become obsolete, and many former suppliers of military-grade components have gone out of business. From 1986 to 1996, for example, the percentage of discontinued military/aerospace electronic devices nearly doubledâ€"from 7.5 percent to 13.5 percent. In addition, legacy avionics systems, which were designed to meet requirements of the past, generally lack the full capability to perform new missions, meet new threats, or perform well in the new information-intensive battlefield environments. As the legacy aircraft fleet ages, avionics systems will become more and more difficult to support and maintain. Whereas the military once provided a large and profitable market for the electronics industry, the military electronics market today constitutes less than 1 percent of the commercial market. As a result, the military must increasingly rely on commercial off-the-shelf (COTS) technologies for its avionics hardware and software. Although COTS items are generally less expensive than comparable items designed especially to meet military specifications, the technology-refresh cycle for COTS is typically 18 months or less, which exacerbates the obsolescence problem for aircraft whose lifetimes are measured in decades. The short refresh cycle is driven mostly by the tremendous advances in computer systems, which comprise an increasing percentage of avionics content. In response to a request by the Assistant Secretary of the Air Force for Acquisition, the National Research Council convened the Committee on Aging Avionics in Military Aircraft, under the auspices of the Air Force Science and Technology Board, to conduct this study. This report summarizes the following: Gather information from DoD, other government agencies, and industrial sources on the status of, and issues surrounding, the aging avionics problem. This should include briefings from and discussions with senior industry executives and military acquisition and support personnel. A part of this activity should include a review of Air Force Materiel Command's study on diminishing manufacturing sources to recommend ways to mitigate avionics obsolescence. Provide recommendations for new approaches and innovative techniques to improve management of aging avionics, with the goal of helping the Air Force to enhance supportability and replacement of aging and obsolescing avionics and minimize associated life cycle costs. Comment on the division of technology responsibility between DoD and industry.

Book excerpt: This is the 33rd volume in the Occasional Paper series of the U.S. Air Force Institute for National Security Studies (INSS). This paper, along with Occasional Paper 32, Richard Aldrich's "Cyberterrorism and Computer Crimes: Issues Surrounding the Establishment of an International Legal Regime,"address the context surrounding the question of how the U.S. military responds to the cyber threat facing the American military and society today. The U.S. military has become increasingly dependent upon the nation's information and communications infrastructures. Concurrently, threats to and vulnerabilities in these infrastructures are expanding, in large part due to structural factors not likely to disappear in the future. To prevail against the increasing threat, the military -- and, more broadly, the government -- needs to adopt a risk reduction and management program. A crucial element of this risk management program is information sharing with the private sector. However, substantial barriers threaten to block information exchanges between the government and private sector. These barriers include concerns over release of sensitive material under Freedom of Information Act requests, antitrust actions, protection of business confidential and other private material, possible liability due to shared information, disclosure of classified information, and burdens entailed with cooperating with law enforcement agencies. There is good cause to believe that the government and private sector can overcome these barriers, guided by lessons learned from numerous successful government-private sector information-sharing mechanisms. This analysis concludes with actions the government should undertake to develop an information-sharing mechanism with the private sector. Key among them are actively engaging the private sector from the onset, determining information requirements, and fostering a partnership based on trust.
