Book excerpt: The nation is failing to deploy command and control systems commensurate with the nature of likely future warfare, with modern weapons systems, or with our available technological or industrial base. This quotation was the opening statement in a report on Command and Control Systems Management issued nearly a decade ago by a Task Force of the Defense Science Board. To correct the then perceived failings, that Task Force addressed itself to the following areas: how to assure the operational effectiveness of systems for the support of command and control; how to enable the military commands to upgrade and evolve their command and control systems within standards and specifications stemming from an overarching architectural framework to fit the specific needs of the commands; how to strengthen the capabilities of the Joint Chiefs, the Services and the Unified and Specified Commands for testing and exercising as well as evaluating and specifying functions to be performed by the command and control systems; how to modify the regulations for the acquisition of command and control systems in order to recognize the special attributes of these systems, especially the need for evolution, and finally; how to develop a coordinated program of research on command and control concepts to provide the intellectual base needed to guide the evolution of improved command and control systems.

Book excerpt: The Deputy Secretary of Defense, in an effort to accelerate the development of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) integration and architecture efforts in the Department of Defense, directed that a DoD-wide Integration Task Force (ITF) be created. He designated Assistant Secretary of Defense (C3I) to sponsor, organize and manage this effort. The Defense Science Board (DSB) was requested then to establish a Task Force on C4ISR Integration to assist this internal DoD process by providing: Advice to the ITF chairman on all aspects of C4ISR integration. Separate reports of its judgments on these matters to the Department. The Terms of Reference for this Task Force are attached as Appendix A and the list of members as Appendix B. The DSB Task Force met four times with the leaders of the ITF. During each meeting, the ITF leaders described the process, organization and results of the ITF efforts to date. Based on these interactions, the DSB Task Force formulated a set of inputs for consideration by the ITF. Two letter reports were submitted by the DSB Task Force during the course of its deliberations. The Task Force discussed the Department's ITF efforts with regard to DoD-wide C4ISR integration. Although the Task Force was impressed by the size and scope of the ITF effort and the dedication and quality of people involved, the Task Force concluded that the Department's ITF efforts were overly broad and complex. The ITF tasks were made very difficult to accomplish by the fractionated and 'stovepiped' nature of the C4ISR stakeholder community, particularly with regard to programmatic and fiscal responsibilities.

Book excerpt: The Task Force concluded that the Department of Defense (DoD) should transition from emphasis on standard scale map and chart production to providing a readily accessible source of digital information which will satisfy military geospatial, mapping, charting and weapon systems requirements. This repository of digital geospatial information should be accessible electronically for a large variety of worldwide customers via a distributed architecture designed to make a major contribution to battlefield information dominance and support the needs for modeling and simulation, wargaming, training, exercising, rehearsal, operations and post strike analysis. The information contained in this architecture should serve as the foundation for all DoD information management systems. Its principle attributes should be geospatially referenced and temporally tagged using Global Positioning System (GPS) time and positional standard accuracies, whenever practicable. These distributed warehouses of digital information must be linked to the Global Command and Control System (GCCS) for the Theater CINCs, their components, Joint Task Force Commanders, Corps Commanders, etc., down to the company echelon. Users must be able to build on the warehouse data to locally and dynamically tailor, profile and construct their charts, maps, displays, etc., to suit their needs without degrading interoperability. In summary, maps and mapping are the issue of the past - the real issue is digital databases and distributed systems. This study, therefore, builds on the 1994 DSB Summer Study on Information Architecture for the Battlefield.
