Book excerpt: Cloud computing is viewed by many as the next major step in the evolution of computing infrastructure. Very large commercial cloud computing data centers have emerged around the world with petaflops of processing capacity, hundreds of petabytes of data storage, and wideband network access. Services, including electronic mail, data storage, database management, application hosting, very large dataset processing, and high performance computing, are globally available today from many cloud computing data centers. Cloud computing advocates promise on-demand delivery of these massive, warehouse-scale computing resources simply and easily through a network browser. This study investigates the suitability of the cloud computing approach for addressing the Department of Defense (DoD) enterprise and operational computing needs. Over the past few years, DoD has transitioned some of its computing needs to cloud computing data centers. The main factors driving this transition include enhanced mission capabilities, potential reduction in data center costs, and potential improvement in cyber security. This study has investigated these factors in detail and has analyzed the characteristics that should be considered when DoD contemplates moving applications onto cloud computing data centers. The study also investigated ways for the DoD to manage the cyber security risks and benefits associated with cloud computing.

This conclusion was developed upon several factors, including the success adversaries have had penetrating our networks; the relative ease that our Red Teams have in disrupting, or completely beating, our forces in exercises using exploits available on the Internet; and the weak cyber hygiene position of DoD networks and systems. The Task Force believes that the recommendations of this report create the basis for a strategy to address this broad and pervasive threat.

Book excerpt: This publication represents the final report of the Defense Science Board Summer Study Task Force on Information Architecture for the Battlefield. This DSB Task Force was charged to make recommendations for implementing an information architecture that would enhance combat operations by providing commanders and forces at all levels with required information display for assimilation. The Task Force was instructed to focus on information support to the theater or joint task force commander in preparation for and during combat operations. The global security environment provided the background for understanding the information needs of warfighting commanders in scenarios likely to occur in the coming decade. Based upon this environment, the Task Force assessed four aspects of information architecture for the battlefield: the use of information in warfare; the use of information warfare, both offensive and defensive; the business practices of the Department of Defense (DoD) in acquiring and using battlefield information systems; and the underlying technology required to deveop and implement these systems. This report provides detailed analysis and supporting rationale for the finding and recommendations of the Task Force. Some of the finding include that: the warfighter must be an informed customer, with an integral role in the determination of the operational output (specification of requirements), acquisition, and implementation of information systems; warfighters require flexible information systems that can be readily and rapidly adapted and/or altered to accomplish different missions; DoD information systems are highly vulnerable to information warfare, but so are those of potential adversaries; and the DoD can greatly leverage limited DoD resources by exploiting available commercial practices and technology plus “buying into” commercial practices.

Book excerpt: In the study, the Task Force concludes that the Department should treat transnational threats as a major Department of Defense mission. Transnational actors have three advantages: I) they can have ready access to weapons of mass destruction; 2) we cannot easily deter them because they have no homeland; and 3) they respect no boundaries, whether political, organizational, legal or moral. Further, warning may be short and attribution may be slow or ambiguous. Since the United States is now the dominant military force in the world, potential adversaries will be driven to asymmetric strategies to meet their objectives. As such, transnational threats represent an important national security problem. Notably, the Department of Defense has the capacity to mitigate these threats with its extensive capabilities, training and experience. In the attached report, the Task Force suggests a multi-faceted strategy for the DoD to address this increasingly important class of threats. This strategy involves the development of an end-to-end systems concept, investment in critical technology areas, and the leveraging of similarities between civil protection and force protection. The Task Force concludes that the Department also needs to increase its emphasis on responding to this threat by more clearly assigning responsibilities and by providing mechanisms for measuring its readiness to respond. We hope this Summer Study provides insights on how to mitigate transnational threats to the Nation. It stops short, however, of providing a plan. We strongly encourage the Department to take on the task of developing an implementation plan that identifies the appropriate allocation of resources and areas for emphasis.
