Available in PDF, EPUB and Kindle. Book excerpt: Towards an African Peace and Security Regime: Continental embeddedness, transnational linkages, strategic relevance provides an informed and critical reflection on the adequacy of the emerging African Peace and Security Architecture (APSA) to the medium- and long-term challenges and opportunities of conflict prevention, management and resolution in Africa. Complementary to the editors’ Africa’s New Peace and Security Architecture: Implementing norms, institutionalising solutions (Ashgate 2010), this volume revolves around three main areas of focus: the continental ’embeddedness’ of norms, values and processes required for the gradual coming into shape of the African peace and security regime; its transnational linkages as well as the wider collective security environment; and the empirical analysis of the connections between the continental level and the regional economic communities with case-studies on ECOWAS, SADC and COMESA.

Available in PDF, EPUB and Kindle. Book excerpt: This new Handbook examines the issues, challenges, and debates surrounding the problem of security in Africa. Africa is home to most of the world's current conflicts, and security is a key issue. However, African security can only be understood by employing different levels of analysis: the individual (human security), the state (national/state security), and the region (regional/international security). Each of these levels provides analytical tools for understanding what could be called the "African security predicament" and these debates are animated by the "new security" issues: immigration, small arms transfers, gangs and domestic crime, HIV/AIDS, transnational crime, poverty, and environmental degradation. African security therefore not only presents concrete challenges for international security but provides a real-world context for challenging conventional conceptions of security. Drawing together contributions from a wide range of key thinkers in the field, the Routledge Handbook of African Security engages with these debates, and is organized into four parts: Part I: The African security predicament in the twenty-first century; Part II: Understanding conflict in Africa; Part III: Regionalism and Africa; Part IV: External influences. This Handbook will be of great interest to students of African politics, human security, global security, war and conflict studies, peacebuilding, and IR in general.

Available in PDF, EPUB and Kindle. Book excerpt: This volume offers an informed and critical analysis of the operationalization and institutionalization of the peace and security architecture by the African Union and Africa's Regional Economic Communities (RECs). In creating this architecture, the African Union and the RECs tread new ground with potentially significant consequences to the lives and livelihoods of millions of Africans who are affected by war and armed conflict. In-depth, critical chapters inform, clarify and provide key points for reflection on the architecture as a whole as well as on each of the structures currently under implementation. The volume examines the institutions that will carry the mandate forward, raises pertinent research questions for the successful operationalization of the architecture and debates the medium and long-term challenges to implementation. Students and researchers of African approaches to peace building, conflict resolution and regional security will benefit from the deep and critical engagement of issues covered in this volume by world renowned scholars and practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: In response to the civil war in Darfur, the African Mission in Sudan (AMIS) force was established in May 2004, and by June its first contingents were on the ground. For the first time since the founding of the African Union, a resolution about direct intervention in a conflict that involved wide-ranging abuse of human rights was accepted on a pan-continental level. Here, Irit Back looks at the changes in attitudes towards the ever-problematic tension between the concepts of humanitarian intervention and state sovereignty, using the example of the African Union's intervention in Darfur to illustrate this unique pan-continental approach to conflict resolution and peace-keeping. Additionally, Back analyses the challenges which international task forces, including AMIS and its successor the United Nations-African Union Mission in Darfur (UNAMID), have faced ever since. Including an examination of the situation in the wake of the declaration of independence of South Sudan in 2011, this book offers a unique perspective on the problem of internationally organised intervention in local conflicts.

Book excerpt: The 1982 United Nations Convention on the Law of the Sea (UNCLOS) remains the cornerstone of global ocean governance. However, it lacks effective provisions or mechanisms to ensure that all ocean space and related problems are dealt with holistically. With seemingly no opportunity for revision due to the Conventions burdensome amendment provisions, complementary mechanisms dealing with such aspects of global ocean governance including maritime transport, fisheries, and marine environmental sustainability, have been developed under the aegis of the United Nations and other relevant international organizations. This approach is inherently fragmented and unable to achieve sustainable global ocean governance. In light of the Sustainable Development Goals (SDGs), particularly Goal 14, the IMLI Treatise proposes a new paradigm on the basis of integrated and cross-sectoral approach in order to realise a more effective and sustainable governance regime for the oceans. This volume focuses on the role of UN as the central intergovernmental organization responsible for global ocean governance. It examines the ocean governance challenges and how the present legal, policy, and institutional frameworks of the UN have addressed these challenges. It identifies the strengths and weaknesses of UN legal structures and offers tangible proposals to realize the ambition of a global ocean governance system.

Available in PDF, EPUB and Kindle. Book excerpt: The African Union has been a major factor in establishing peace, security and development in Africa. Today, however, the intranational body is struggling in the midst of a perceived dissipating appetite for supporting continental institutions. Previously seen as the panacea to Africa's continuing problems with violence and corruption in society, under the slogan "African Solutions to African Problems", the African Union, this book argues, seems to have run its course. Recognizing that the measured successes in political emancipation which have been recorded across the African continent do not seem to have translated into economic and social gains for its 1.2 billion citizens, the AU adopted a new development framework dubbed "Agenda 2063". The framework calls on African leaders to rediscover the `Pan African' spirit and to create the `Africa Africans want'. In practice this means a new focus and engagement with the African Diaspora, tapping into their strong track-record in economic development. As this book shows however, there remain deep differences over the meaning, timing and sequencing of pan-African integration. Indeed, different member states have different understandings of the role of the African Union itself. This essential handbook, from one of the leading research institutions on the continent, seeks to uncover what some of those understandings are and why the unification project has remained so elusive.

Available in PDF, EPUB and Kindle. Book excerpt: The notion of the "responsibility to protect" has made some progress in recent years, particularly in Africa. For example, the African Union's (AU) new peace and security agenda resonates with the prevention-reaction-rebuilding continuum outlined in the ICISS [International Commission on Intervention and State Sovereignty] report. This monograph draws on case studies of the AU and other international engagements in Burundi and Darfur, Sudan, to explore the opportunities and challenges operationalising the responsibility to protect in Africa.
