Although Marine logisticians task-organize personnel and equipment to the demands of the mission, this lack of standardized logistics capacity assessment can lead to uncertainty at the operational and tactical level. It is difficult to convey the logistics capacity that may or may not be within a unit. It also complicates readiness and force management determinations at higher levels within the organization. This report supports Marine Corps efforts to better determine logistics capacity by developing a capacity assessment framework for logistics. Basic building blocks for personnel and major equipment across the different functional areas of Marine Corps logistics, called Logistics Units of Employment (LUEs), were developed. Analysis began with the assessment of mission-essential tasks for the MLG and construction of LUEs for these tasks. The LUEs offer a potential way to standardize logistics capacity measures across different logistics organizations. Comparing the LUEs that different units should be able to support provides a first-order approximation of logistics capacities across organizational structures. These LUEs constitute the basic elements of a logistics capacity framework. This framework can be used to estimate the logistics capacity of a unit by translating the personnel and major equipment for a logistics unit into a number of LUEs. This LUE framework can also be used as a starting point for logistics support to multiple missions"--Publisher's description.

Book excerpt: The annual FAO/WFP Crop and Food Security Assessment Mission (CFSAM) was conducted from 3 to 14 December 2023 to estimate the annual cereal production during 2023 and assess the overall food security situation in the country. [Author] The CFSAM reviewed the findings of 36 crop assessment missions conducted at planting and harvesting time between June and November 2023 in different agroecological zones of the country. [Author] Using standard CFSAM procedures, the Task Force teams reviewed secondary sources of information regarding the main factors that affected crop performance during the 2023 agricultural season, estimated the aggregate national cereal production and assessed the overall food security situation. [Author] Where access in some areas was too dangerous due to high levels of insecurity, telephone interviews with key informants were carried out to obtain information about crop performance. [Author] After the signature of the Revitalized Agreement on the Resolution of the Conflict in South Sudan in September 2018, there has been a significant number of returns of displaced farming households, which contributed to the production increases. Book excerpt: This monograph describes a model for evaluating the combined capacity of organic (U.S. Air Force owned and operated) and contractor maintenance assets to meet aircraft programmed depot maintenance (PDM) workloads. The PDM Capacity Assessment Tool (PDMCAT) forecasts the average number of aircraft that will be in PDM status each year over several decades, based on the initial number of aircraft in PDM status, the physical capacity of the facility or facilities (number of docks available for conducting PDM work), the PDM induction policy (the period allowed between the completion of one PDM and the start of the next), and the minimum hands-on flow time (the minimum time it would take a facility to complete a PDM if only one aircraft were in PDM status). While not directly part of the model, the derived induction data can be used to estimate both near- and long-term obligation authority requirements for different induction policies, labor rates, and workload forecasts. To illustrate the model's operations and capabilities, we applied the model to evaluate the U.S. Air Force's current capacity for supporting KC-135 PDM and examined several options for improving both near- and long-term availability. In the process, we discovered that, while future annual fleet costs increase and availability decreases with age and workload, they do so rather less rapidly because the aircraft induction rates (the number of aircraft inducted each year) decrease as the PDM flow time increases. This leads to a less-drastic cost and availability forecast than usual.
