Book excerpt: Excerpt from Biennial Report of the Highway Commissioner to the Governor: For the Years Ended December 31, 1907 and 1908, Including State Specifications and Public Laws Governing Town Management of Highways In presenting my biennial report for the years 1907 and 1908, it might be well, owing to the deep interest manifested by the people of the entire State in this question of highway improvement, to present an epitome, or digest, of the several laws under which the department has operated, so that the progress and development of the movement may be shown. The wisdom of this course is indicated by reason of the fact that the improvement of the highways of the State is not confined to any particular class or interest. Its ramifications and helpful influences extend into every town and embrace the entire State. With these facts firmly established, it is astonishing how very little the general public know about the law, its operations and general application. And so as to present a comprehensive idea of the movement, step by step, I have considered it wise to outline, briefly, not only the first law passed in 1895, but also the several changes that have been made during the thirteen years intervening between the passage of the first, and the law of 1907, under which the department is at work to-day. The Law Of 1895. This law went into operation in June and called for the appointment of three commissioners and an appropriation of seventy-five thousand dollars ($75,000) each year on the part of the State. The law also provided for a contribution of seventy-five thousand dollars ($75,000) a year on the part of counties and seventy-five thousand dollars ($75,000) a year from towns in which the State operated.
