Available in PDF, EPUB and Kindle. Book excerpt: In 2009-10, public expenditure rose to 48 per cent of GDP whilst income fell to 37 per cent, resulting in the largest deficit in Britain's peacetime history. This Spending Review sets out how the Coalition Government will carry out its deficit reduction plan. Particular focus has been given to reducing welfare costs and wasteful spending. This has enabled the Coalition Government to prioritise the NHS, schools, early years' provision and the capital investments designed to support long term economic growth. Departmental budgets other than health and overseas aid will be cut by an average of 19 per cent over four years. Key areas of Annually Managed Expenditure (AME) in addition to Departmental Expenditure Limits (DELs) for each government department and for the devolved administrations are covered. The Review sets out departmental spending plans for the four years until 2014-15 and further savings and reforms to welfare, environmental levies and public service pensions. The Review protects high value transport maintenance and investment, maintains the science budget, invests in apprenticeships and the low carbon economy and allows universities to increase fees from the 2012-13 academic year. Fundamental reforms will simplify the welfare system and make net savings of 7 billion a year. Social housing will be reformed and social care will receive an additional 2 billion by 2014-15. Public service reform underpins the Review: decentralisation of power; cutting burdens and regulations on front-line staff; improving transparency, efficiency and accountability of local services. Local government will have greater freedom but must work within reduced allocations. Public sector pensions will be reformed in line with Lord Hutton's recommendations. Central government administration costs will be cut by 34 per cent by 2014-15. Government departments will produce business plans later in 2010 detailing reform plans and priorities.

Book excerpt: This White Paper sets out the future relationships Defence seeks with reservists and their families, their employers and society. Under the Future Reserves 2020 programme the Government has committed an additional £1.8 billion over ten year. The route from selection, is being simplified, making it easier for reservists to get to the level of training required. There will be improved alignment of pay and benefits with regulars. Reservists' total remuneration will be increased through the provision of a paid annual leave entitlement. From April 2015, when the new Armed Forces pension scheme is introduced, reservists will accrue pension entitlements for time spent on training as well as when mobilised. Welfare support will also be delivered to regulars and reservists alike, and their families, according to the impact of military service and their need. Recruitment of Army Reserve officers and those leaving the Regular Army will be encouraged to join the Reserves through bonuses of up to £5,000. A National Relationship Management scheme will be established to strengthen relationships with employer organisations and the largest employers from both the public and private sector and there will be provision of extra financial support to small and medium sized employers. New legislation will be introduced to enable mobilisation for the full range of tasks which our Armed Forces may be asked to undertake. The Territorial Army will also be renamed the 'Army Reserve' to reflect the significant changes in its role and its integration into the Whole Force.

Book excerpt: Accommodating Australians explores the rise and fall of public housing during a prolonged period of generous Government support for home ownership while forcing the poor to pay more for their accommodation. The book discusses the way in which Commonwealth initiative led to the States adopting town planning processes that due to State departure from historic approaches to the provision of urban infrastructure services has helped fuel a massive rise in dwelling prices. This book explores the response of the Australian Government during the bleakest years of WWII when it took stock of the situation facing the housing of the people and the way it developed a housing program in the post war period to improve the way they were accommodated. The ambitions of those who witnessed the extremes of housing deprivation during the Depression and resolved to improve the quality of housing, to make it more affordable and the nation fairer are outlined. It is a story about the rise and fall of public housing and helps explain why Australian housing has now become one of the most expensive in the developed world. It is also about the way Commonwealth initiatives built on the reforming agendas of critics within the States of the prevailing mode of and approach to urban development led to the introduction of town planning in Australia. It is also a sad tale about the way principle and mature consideration of the rational way to develop our cities gave way to pre-occupation with accommodating the short term wishes of developers. This history is an important aspect of Commonwealth-State relations over the last 70 years and explores the way interpretations of the Constitution have evolved to result in the Commonwealth gradually assuming greater authority over the States in the development and management of our accommodation (as in other areas). It in, large measure, documents the fragile and limited nature of the idea of the Federation and the few opportunities taken to see things as a nation rather than a loose coalition of States.
