The state that saw human rights violations and failure of law and order in Gujarat in 2002 emerged, even if by its own admission, as a model for good governance. Communal Violence, Forced Migration and the State, through an account of displaced Muslims, challenges this notion. Through the unlikely yet probing lens of displacement, it offers fresh insight into communal violence and is an important resource for the emerging domain of forced migration and the changing nature of the state in a globalized world.

Book excerpt: Founded in 1411 by Sultan Ahmed Shah on the banks of the river Sabarmati, Ahmedabad is today India's seventh largest city and also one of the subcontinent's few medieval cities which continues to be prosperous and important. Soon after it was established, the royal city of Ahmedabad became the commercial and cultural capital of Gujarat. When the Mughal Empire annexed Gujarat in 1572, Ahmedabad lost its political pre-eminence, but continued to flourish as a great trading centre connecting the silk route with the spice route. Briefly under the Marathas in the eighteenth century, Ahmedabad experienced a dimming of its fortunes, but with the beginning of British control from the early nineteenth century the city reasserted its mercantile ethos, even as it began questioning age-old social hierarchies. The opening of the first textile mill in 1861 was a turning point and by the end of the century Ahmedabad was known as the Manchester of the East. When Gandhi returned to India from South Africa in 1915, looking for a place where he could establish 'an institution for the whole of India', it was Ahmedabad he chose. With the setting up of his Sabarmati Ashram, the great manufacturing centre also became a centre for new awakening. It became the political hub of India, radiating the message of freedom struggle based on truth and non-violence. After Independence, it emerged as one of the fastest-growing cities of India and in the 1960s Ahmedabadis pioneered institutions of higher education and research in new fields such as space sciences, management, design and architecture. Yet, through the centuries, Ahmedabad's prosperity has been punctuated by natural disasters and social discord, from famines and earthquakes to caste and religious violence. Ahmedabadis have tried to respond to these, trying to meld economic progress with a new culture of social harmony. Coinciding with the 600th anniversary of the founding of Ahmedabad, this broad brush history highlights socio-economic patterns that emphasize Indo-Islamic and Indo-European synthesis and continuity, bringing the focus back to the pluralistic heritage of this medieval city. Evocative profiles of Ahmedabadi merchants, industrialists, poets and saints along with descriptions and illustrations of the city's art and architecture bring alive the city and its citizens.

Book excerpt: On Coerced Labor focuses on those forms of labor relations that have been overshadowed by the “extreme” categories (wage labor and chattel slavery) in the historiography. It covers types of work lying between what the law defines as “free labor” and “slavery.” The frame of reference is the observation that although chattel slavery has largely been abolished in the course of the past two centuries, other forms of coerced labor have persisted in most parts of the world. While most nations have increasingly condemned the continued existence of slavery and the slave trade, they have tolerated labor relationships that involve violent control, economic exploitation through the appropriation of labor power, restriction of workers’ freedom of movement, and fraudulent debt obligations. Book excerpt: There is a paucity of information on the dynamics of Ascorbic Acid (AA) turnover in relation to germination, metabolism, growth, differentiation and development of a plant and in those undergoing stress of various types. in presowing treatment of seeds etc. The turnover of AA plays an important role during the juvenile phase of growth of a plant and has a significant bearing on its subsequent growth, development and maturation. The beneficial effect of presowing treatment of seed with Ascorbic Acid (AA) + H2 O highlights the validity of the AA-nucleic acid 2 protein metabolism concept of growth and development of plan ts. During the course of the last 30 years, work has been undertaken by the author and his collaborators on the meta bolic drifts of regulatory substances during juvenile, vegetative, reproductive and senescent phases. The most important of these growth regulatory substances was found to be Ascorbic Acid. The dynamiC role of AA turnover is revealed by its control of rates of metabolic processes as well as those of enzymic reactions which paves the way to "New Genetics".

Book excerpt: Ever since it was first written into the new nation’s Constitution in 1950, achieving universal elementary education has proved an elusive goal for India. Caroline Dyer’s book looks at the failure of the Operation Blackboard scheme to establish a minimum norm of essential facilities for primary schools but argues that, in spite of its failure, the scheme has been rich in important policy lessons. She considers two in particular. First, that the prevailing view of implementation is deeply flawed – the evidence shows it is not something straightforward, following on automatically from the policy blueprint. The second is that teachers are central to meaningful educational change and must understand the hows and whys of changes if they are to implement them. The lessons she draws are of service to policy-makers and administrators in all educational contexts.

Available in PDF, EPUB and Kindle. Book excerpt: Donald L. Horowitz's comprehensive consideration of the structure and dynamics of ethnic violence is the first full-scale, comparative study of what the author terms the deadly ethnic riot—an intense, sudden, lethal attack by civilian members of one ethnic group on civilian members of another ethnic group. Serious, frequent, and destabilizing, these events result in large numbers of casualties. Horowitz examines approximately 150 such riots in about fifty countries, mainly in Asia, Africa, and the former Soviet Union, as well as fifty control cases. With its deep and thorough scholarship, incisive analysis, and profound insights, The Deadly Ethnic Riot will become the definitive work on its subject. Furious and sadistic, the riot is nevertheless directed against a precisely specified class of targets and conducted with considerable circumspection. Horowitz scrutinizes target choices, participants and organization, the timing and supporting conditions for the violence, the nature of the events that precede the riot, the prevalence of atrocities during the violence, the location and diffusion of riots, and the aims and effects of riot behavior. He finds that the deadly ethnic riot is a highly patterned but emotional event that tends to occur during times of political uncertainty. He also discusses the crucial role of rumor in triggering riots, the surprisingly limited role of deliberate organization, and the striking lack of remorse exhibited by participants. Horowitz writes clearly and eloquently without compromising the complexity of his subject. With impressive analytical skill, he takes up the important challenge of explaining phenomena that are at once passionate and calculative.

Available in PDF, EPUB and Kindle. Book excerpt: state of the Indian Union, his stewardship as Chief Minister of Gujarat being the longest in that state's history. Modi and his BJP supporters explained his achievement by pointing to economic growth under his leadership, yet detractors point out that Modi has been more business-friendly than market-friendly--to the benefit of large industrial corporations, and at the cost of great social polarization. In 2002, an anti-Muslim pogrom of unparalleled ferocity occurred in Gujarat, leading to the biggest number of Muslim deaths since Partition. The state's Hindu majority immediately rallied around Modi. No serious riot has occurred in Gujarat since, but polarization was key to Modi's strategy there, and he has deployed that strategy again and again since he became Prime Minister of India in 2014. For Modi has cultivated a communal image. A marketing genius, his messaging combines the politics of Hindutva with economic modernization, to the clear appreciation of Gujarat's middle class. Christophe Jaffrelot's revealing book shows how Modi's Gujarat served as the laboratory of Modi's India, not only in terms of Hindu majoritarianism and national populism, but also of caste and class politics.
